TO THE VOTERS OF SAHUARITA UNIFIED SCHOOL DISTRICT NO. 30 On Tuesday, November 4, 2014, a Special Election will be held in the Sahuarita Unified School District No. 30 of Pima County, Arizona. Registered voters of the Sahuarita School District will have the opportunity to vote on an important financial matter. The registered voters of Sahuarita will be asked for approval for continuation of a 14% Maintenance and Operations Override and a 10% District Additional Assistance Override. Your responsibility will be to indicate whether this override should be approved. This voter information pamphlet is provided to help you make an informed decision. Please review the information carefully and cast your vote on ELECTION DAY – NOVEMBER 4, 2014. This issue will be on your ballot as:

A STATEMENT AS TO WHY A CONTINUATION OF A 14% MAINTENANCE AND OPERATION OVERRIDE ELECTION HAS BEEN CALLED

For the past four years, the Sahuarita Unified School District #30 has operated under a

maintenance and operations override. This measure is targeted at specific organizational objectives, including K-12 fine arts programs, K-12 physical education

programs, Career & Technical Education (CTE), NJROTC leadership programs, K-12

school guidance programs, campus safety and supervision, and K-3 class size reduction.

Students, staff, programs and the greater community have been recognized at the State and National levels for educational and professional excellence and achievement in

these areas. The Governing Board has called for renewal of the 14% Maintenance

&Operations override. The continuation of this local support is essential in advancing the District’s new SUSD 2020 Directions Plan, approved by the Governing Board. The

SUSD 2020 Directions Plan includes bold and intentional action steps including high

level programs, systematic instructional planning, individualized instruction, and regional strategic partnerships. The items funded by this local support have been overtly

identified as being an integral part of a high quality education in today’s complex and rapidly changing 21st Century world. Furthermore, this local support is needed to

advance major program development efforts by aligning organizational and community priorities with the resources necessary for accomplishment of identified objectives.

(1)The 14% maintenance and operation override authorization is a continuation of the existing 14% maintenance and operation override authorized by the voters on March 9, 2010. If the override is not approved, the existing 14% maintenance and operation override will phase down by reducing one-third in each of fiscal years 2015-2016 and 2016-2017. The proposed and alternate 20152016 budgets represent the District's best estimate based on various assumptions relating to student growth and other factors affecting revenues and expenditures. The alternate budget also includes amounts attributable to the phase-out of the existing 14% maintenance and operation budget override. The alternate budget will be adopted by the District's Governing Board if one or both of the overrides are not approved by the qualified electors of the District voting at the election. If one, but not both of the overrides are approved, then the budget to be adopted will be adjusted to reflect such approval. (2)Assessed value for secondary property tax purposes is 2014-2015 preliminary value provided by the AZ Department of Revenue. SAHUARITA UNIFIED SCHOOL DISTRICT NO. 30 SPECIAL ELECTION- NOVEMBER 4, 2014 FULL TEXT OF THE BALLOT MEASURE PROPOSITION NO. 421 14% MAINTENANCE AND OPERATIONS OVERRIDE Shall the Governing Board of Sahuarita Unified School District No. 30 of Pima County, Arizona, adopt a General Maintenance and Operation Budget which includes an amount that exceeds the revenue control limit specified by statue by fourteen percent for fiscal year 2015-2016 and for six subsequent years as described below? The 2015-2016 budget override authority represents a continuation of the existing budget override authority which is scheduled to phase down by onethird for fiscal year 2015-2016 if the voters do not approve the override.

The amount of the proposed continuation of the budget increase of the proposed budget over the alternate budget for fiscal year 2015-2016 is estimated to be $1,293,224. In fiscal years 20152016 through 2019-2020 the amount of the proposed increase will be fourteen percent of the District’s revenue control limit in each of such years, as provided in Section 15-481(P) of the Arizona Revised Statutes. In fiscal years 2020-2021 and 2021-2022, the amount of the proposed increase will be nine and one-third percent and four and two-thirds percent, respectively, of the District’s revenue control limit in each of such years, as provided in Section 15-481(P) of the Arizona Revised Statutes.

Any budget increase continuation authorized by this election shall be entirely funded by a levy of taxes on the taxable property within this school district for the year for which adopted and for six subsequent years, shall not be realized from monies furnished by the state and shall not be subject to the limitation on taxes specified in Article IX, Section 18, Constitution of Arizona. Based on the current net assessed valuation used for secondary property tax purposes, to fund the prosed continuation of the increase in the school district’s budget would require an estimated continuation of a tax rate of $1.25 per one hundred dollars of assessed valuation used for secondary property tax purpose and is in addition to the school district’s tax rate that will be levied to fund the school district’s revenue control limit allowed by law.

community, The Sahuarita School District has demonstrated clear progress in the

delivery of strong educational programs to students, This includes multiple indicators such as expansion of high level college access programs, dual programs with higher

education institutions, strong business and education strategic partnerships, and

aligned CTE programs to advance high student outcomes and a strong regional vision.

Students and staff continue to receive state and national recognition, in program areas supported by the override's local investment. Furthermore, the District has created an inclusive and focused plan of excellence, called SUSD 2020, to further support and guide

intentional and accountable progress for the next six years. Since 2008, Arizona's public

schools have endured the greatest funding reductions (22.8%) in the Country. This

proposition allows continuation of local investment in programs that the local

community bas identified as a valuable part of quality educational programs, including

SAHUARITA UNIFIED SCHOOL DISTRICT NO. 30 SPECIAL ELECTION- NOVEMBER 4, 2014 Arguments in Favor of Proposition No. 421 MAINTENANCE AND OPERATION OVERRIDE (cont’d) I have been the parent of several kids and grandkids in the Sahuarita Unified School District and have lived in this community for over 11 years. I love it here and one of the reasons is our schools. Our schools in Sahuarita have good programs that provide plenty of opportunities for kids to get involved. My family has been personally touched by the programs funded through Proposition 421, which is the continuation of the existing maintenance and operations override approved by the voters in 2010. Women’s volleyball is one of the programs receiving funding through the override, along with fine arts, career and technical education, PE, smaller class sizes and others.

Thanks to volleyball and other interscholastic programs at Walden Grove High School, my daughter received an athletic scholarship that will help pay for her college education. This was possible only because volleyball was offered at Walden Grove- and funding was available for the volleyball program. So make no mistake, the programs funded by the override make a big difference to our kids, families and our community. I know this first hand. The Governing Board of Sahuarita Unified School District #30 has called for a Maintenance and Operations Override in an election to be held on November 4, 2014. The Governing Board of Sahuarita Unified School District #30 has called for this election in order to be able to maintain its current level of programs. This election is asking our community to continue an existing tax rate that allows the district to provide those type of programs that make Sahuarita a special place to live and raise children. The district distinguishes itself with small class sizes, counselors in every school, music teachers in every school, fine arts teachers in every school, physical education teachers in every school, security personnel in every school, a Naval Junior ROTC program, and a fine Career/Technical education program. These types of programs are the ones that allow every child to have a complete and well-rounded education. These programs will be continued with a positive vote on November 4 on Proposition 421. Passage of these override questions enable SUSD to maintain its high standards in the classroom and support the many important extra-curricular programs that enhance the educational experience. As a Pima County Supervisor, I also look at the broader picture: economic development. A welleducated and skilled workforce is a major lure for companies that may consider moving here. Moreover, many of the employees that will move here will have families and children. An excelling school system is an important item on their relocation checklist.

I love living in Sahuarita for many reasons, not the least of which is the sense of community and our strong desire to shape who we wish to become. This community understands the benefits of a good education and excellent schools. Our schools now need our support. Everyone wins if these overrides are approved. Please join me in voting YES! Proposition 421 would continue the existing maintenance and operation override approved by the voters in 2010. The programs funded by this override, such as art, music, PE, athletics and career education are critical to ensuring that the students in our community continue to have a comprehensive and well-rounded education.

FICO has watched the Sahuarita Unified School District mature from small to one with over 5,000 students that is excelling in academics, athletics and career education. We have seen firsthand through the children of our fantastic employees the difference an excellent public education can make in life, career and community. A large part of that is having the resources to provide programs that appeal to a wide variety of students, because not everyone is the same. Some students connect with fine arts while others may favor athletics or ROTC. That’s okay. We’re all different. What’s important is that our schools are able to provide diversity of programs needed to connect with as many students as possible. That’s the importance of this override. Quality schools have always been the cornerstone of Sahuarita and parents expect SUSD to continue to provide their children a wellrounded education.

The proposed override maintains small class sizes that allow individualized attention and existing programming. The programs supported by the override ensure that our children receive that basic level of education that we received when we were younger. Since almost 100% of future jobs will require at least a high school education, everyone benefits from a strong school system that produces an deducted workforce. Educated children become successful adults and their independence lessens future financial burdens on their parents. Our educated and trained talent pool will attract quality employers to Southern Arizona, providing our children the opportunity to raise their families in Tucson.

Our community has supported override funding for our district since the 1980s. Five years ago, I was involved in the efforts to pass this same measure, which equates to millions of dollars of additional funding to our schools. This commitment of local dollars to fund education has become increasingly important as the state of Arizona has systematically underfunded public education in recent years.

Every state funds public education differently, In Arizona, it’s complicated and it’s not nearly enough. Bonds and overrides are the only direct local control we have over funding our schools. This funding directly affects the quality of public schools and our entire community – and best yet, it can’t be cut by the state. It’s about providing equal opportunity to our community’s children. It’s about provided a well-rounded education that includes PE, music, fine arts, extracurricular activities, and sports. It’s about our home values and keeping Sahuarita a desirable place to live. This November, Sahuarita voters will be asked to approve a continuation of an existing 14% Maintenance & Operations override, which currently generates about $3.3 million a year for Sahuarita award winning programs in career technology, arts, music and athletics.

Under Arizona statutes, an override may last fully funded for only five years, no matter how popular the programs funded by the override may be. If SUSD wants to continue fully funding these programs, another election must be held to extend the override before the end of five years. Why do we need to override the funding level set by the state? Plain and simple- the state legislature does not adequately fund our school district.

A STATEMENT AS TO WHY A 10% DISTRICT ASSISTANCE OVERRIDE ELECTION HAS BEEN CALLED

For the past six years, the Sahuarita School District has operated under a capital outlay override. This measure, now called district additional assistance, supports needed

capital investments that are directly tied to instruction and critical school functions. This includes textbooks, instructional technology, digital learning, classroom furniture, musical equipment, and athletic equipment. These funds also support needed building

renovations such as mechanical units, new roofs, and carpeting. Furthermore, these local financial resources pay for school buses, which support quality service and safety. In the

last several years, the District has lost the majority of its allocated State capital funding for such purposes to State budgetary reductions. For example, in the current fiscal year,

the Sahuarita School District was designated for about $2,600,000 in capital funding.

However, it lost about $1,600,000 due to State reductions in capital. The District has called for continuation of a $1,000,000 annual district additional assistance override for the next seven years. This local investment is essential to operating safe, well

maintained schools, and providing students with updated curricular resources that are

essential for the advancement of major instructional initiatives to raise the level of educational achievement and service to students and the community.

SAHUARITA UNIFIED SCHOOL DISTRICT NO. 30 SPECIAL ELECTION- NOVEMBER 4, 2014 FULL TEXT OF THE BALLOT MEASURE PROPOSITION NO. 422 10% DISTRICT ADDITIONAL ASSISTANCE OVERRIDE Shall the Governing Board of Sahuarita Unified School District No. 30 of Pima County, Arizona, adopt a budget which includes an amount for capital purposes that exceeds the District Additional Assistance budget limit specified by statute in the amount of the lesser of $1,000,000 dollars or ten percent of the District’s revenue control limit per fiscal year for fiscal year 20152016 and the six fiscal years thereafter? As required by statue, the District Additional Assistance budget override amount is limited to 10 percent of the revenue control limit each year. The amount of the proposed increase of the proposed budget over the alternate budget for fiscal year 2015-2016 is estimated to be $1,000,000.

Any budget increase authorized by this election shall be entirely funded by a levy of taxes upon the taxable property within the school district for the year in which adopted and for six subsequent years, shall not be realized by monies furnished by the state and shall not be subject to the limitation on taxes specified in Article IX, Section 18, Constitution of Arizona. Based on the current net assessed valuation used for secondary property tax purposes, to fund the proposed increase in the school district’s budget would require an estimate tax rate of $0.32 dollar per one hundred dollars of net assessed valuation used for secondary property tax purposes and is in addition to the school district’s tax rate which will be levied to fund the school district’s district additional assistance allowed by law. The capital improvements that are proposed to be funded through this override election are to exceed the State standards and are in addition to monies provided by the State.

Sahuarita Unified School District is proposing to increase its budget by not more than the lesser of $1,000,000 or ten percent (10%) of the District’s revenue control limit to fund capital improvements over and above those funded by the State. Under the Students FIRST capital funding system, Sahuarita Unified School District is entitled to State monies for new construction and renovation of school buildings in accordance with State law. ○ Budget Increase, Yes

A.R.S. 15-481 and 15-491 provide that the informational report prepared by the county school superintendent pursuant to an election to exceed the capital outlay revenue limit or to issue class B bonds or Impact Aid Revenue bonds for a school district contain an executive summary of the district's most recent capital plan as submitted to the Arizona School Facilities Board. The following executive summary contains the district's New Construction request as submitted in its September 1, 2013 Capital Plan, the district revision of that plan (if applicable), and the New Construction projects conceptually approved for the district by the School Facilities Board as of June 1, 2014. The conceptual approval of projects does not commit funding, but demonstrates the projected need for new facilities based on current demographic projections for the district. (1) The 14% maintenance and operation override authorization is a continuation of the existing 14% maintenance and operation override authorized by the voters on March 9, 2010. If the override is not approved, the existing 14% maintenance and operation override will phase down by reducing one-third in each of fiscal years 2015-2016 and 2016-2017. The proposed and alternate 20152016 budgets represent the District's best estimate based on various assumptions relating to student growth and other factors affecting revenues and expenditures. The alternate budget also includes amounts attributable to the phase-out of the existing 14% maintenance and operation budget override. The alternate budget will be adopted by the District's Governing Board if one or both of the overrides are not approved by the qualified electors of the District voting at the election. If one, but not both of the overrides are approved, then the budget to be adopted will be adjusted to reflect such approval. The Sahuarita School District is moving on a strong path to continued pursuit of excellence

in education for our students, families, businesses and the greater community.

Historically, the State has provided allotment for capital expenses. Now called District

Additional Assistance (DAA), these funds support capital items and resources that

directly impact students. This includes textbooks, instructional technology, building

improvements, educational equipment, and library books. Unfortunately, in recent years, the State has significantly reduced the availability of capital funding resources to school districts.

For example, in the FY15 budget, SUSD’s allocation is $2,624,917. However, the State

reduced this amount by $1,518,858, leaving our local school district with $1, I 06,059 to address all capital related needs. With the current deficits from the State, in addition to new educational standards and need for updated resources, this is essential funding to support a reasonable level of service to our students. The Governing Board asks for

continuation of $1,000,000 annually for seven years to advance the District's Plan of Excellence. This measure is an opportunity to ensure, locally, that our facilities and

programs receive the necessary tools to advance quality educational opportunities in our community.

SAHUARITA UNIFIED SCHOOL DISTRICT NO. 30 SPECIAL ELECTION- NOVEMBER 4, 2014 Arguments in Favor of Proposition No. 422 DISTRICT ADDITIONAL ASSISTANCE OVERRIDE (cont’d) The Governing Board of Sahuarita Unified School District #30 has called for a Capital Override in an election to be held on November 4, 2014. This override will allow your school district to purchase items for use in the classroom such as computers for student use. The State of Arizona, through its School Facilities Board, has established a ratio of one computer for every eight students. The capital budget fund from which these purchases are made has been reduced until it is less that 20 percent of what it was five years ago. Under the current levels of funding for capital items the ratio of eight to one cannot be maintained. Unfortunately the local taxpayer has to be asked to continue to assist in replacing these critical funds. Other items that our school district purchased from its capital budget are student desks, chairs, science lab equipment, auto shop equipment, school buses, school vans, playground equipment, and textbooks. The newest and most technologically advanced capital items are critical to a child’s education. Although the district has squandered some of its capital expenses on smart boards, and I-pads for kindergarteners, the district has many needed renovations and capital improvements, and many teachers buy common needed supplies out of their personal funds because the district doesn’t fund the needs of the class. Passing the District Additional Assistance Override will help maintain the buildings, computers, libraries, educational resources, and materials, but the district administrators and board should be scrutinized by the public, and if needed, be shamed into not wasting the money they asked from the taxpayers on nonessentials and low value added purchases. The capital override provides funding for the necessary “tools” used to educate our community’s children; things like books, computers, software, educational equipment and technology. Without these tools, educating our children would be much more difficult and much less effective.

We grow pecans in our orchards at FICO. I can’t imagine using the same tools and equipment to harvest and process our crop that my father used when he started this business many years ago. FICO simply would not be able to compete in today’s market without an on-going investment in new tools, equipment and technology. It’s the same with our schools. We need to insure our students have access to the best educational “tools” possible in order to help them compete now and later in life. Please support our students, school district and community. Let’s make sure our students are well equipped with the best “tools” possible to help them succeed in school, life, and career.

These items are not luxuries, they are the basic necessities for education in the 21st century and paying for them has become more and more of a challenge as the state has significantly underfunded public schools over the past several years. Education is a MUST if our community is to thrive and grow. A high school education is the minimum required education that most jobs require. Our children cannot learn without the basics of education. We, as a community, cannot afford to cut expenses on the backs of our children. We must advance in education to attract quality employers to our community. Investing in our students will ensure an educated workforce. I love it here and one of the reasons is our schools. Our schools in Sahuarita have good programs that provide plenty of opportunities for kids to get involved. But these programs, and our classrooms in general, need supplies, books, computers, sports equipment, musical instruments, software- all kinds of things- in order to provide an excellent education. That’s where Proposition 422 comes in. Proposition 422 would extend the capital override that was originally equipped to provide our kids with the best education possible. Since funding from the Arizona Legislature for equipment, supplies and educational technology has been cut dramatically over the last few years, making up the gap with local funding for these items through a continuation of the capital override is especially important to maintain our good schools in Sahuarita. El Distrito Escolar de Sahuarita ha demostrado un claro progreso en la entrega de

unos sólidos programas educativos a los estudiantes. Esto incluye múltiples indicadores tales como la ampliación de programas de alto nivel de acceso a la universidad, programas de acreditación universitaria con instituciones de

educación superior, sólidas asociaciones

estratégicas empresariales y educativas y programas alineados con CTE para hacer progresar los

resultados de los estudiantes de preparatoria y una sólida visión regional. Los estudiantes y el personal continúan recibiendo reconocimiento estatal y nacional, en áreas de programas

Me gusta aquí y una de las razones son nuestras escuelas. Nuestras escuelas en Sahuarita tienen buenos programas que proporcionan suficientes oportunidades para que los niños se involucren.

Mi familia ha sido personalmente afectada positivamente por los programas financiados por la Propuesta 421, que es la continuación del existente rebase de mantenimiento y operaciones aprobado por los votantes en el 2010. Balonvolea de mujeres es uno de los programas que recibieron financiación a través del rebase, junto con bellas arte, educación técnica y de carreras, educación física, tamaños menores de la clases y otros.

Gracias al balonvolea y a otros programas interescolares en la Escuela de Preparatoria de Walden Grove, mi hija recibió una beca de deportes que ayudará a pagar por su educación universitaria. Esto fue solamente posible porque balonvolea fue ofrecido en Walden Grove y había financiación disponible para el programa de balonvolea. La Junta de Gobierno del Distrito Escolar Unificado No. 30 de Sahuarita ha convocado un Rebase de Mantenimiento y Operaciones en una elección a ser llevada a cabo el 4 de noviembre del 2014. La Junta de Gobierno del Distrito Escolar Unificado No. 30 de Sahuarita ha convocado esta elección con el fin de ser capaz de mantener su actual nivel de programas. Esta elección le pide a nuestra comunidad que continúe una existente tasa de impuestos que permite que el distrito proporcione esos tipos de programas que hacen de Sahuarita un sitio especial para vivir y criar a los hijos. DECLARACION ACERA DE POR QUÉ HA SIDO CONVOCADA LA ELECCION DE 10% DE ASISTENCIA ADICIONAL PARA EL DISTRITO Durante los últimos seis años, el Distrito Escolar de Sahuarita ha funcionado bajo un rebase de los gastos de capital. Esta medida llamada ahora ayuda adicional de distrito,

mantiene las necesarias inversiones de capital que están directamente atadas a la

enseñanza y las críticas funciones escolares. Esto incluye libros de texto, tecnología de la

El Distrito Escolar de Sahuarita se está moviendo en una trayectoria firme

para continuar la búsqueda por la excelencia en la educación para nuestros estudiantes,

familias, negocios y la economía en general. Históricamente, el estado ha proporcionado

La Junta de Gobierno del Distrito Escolar Unificado No. 30 de Sahuarita ha convocado una elección de Rebase de Capital el 4 de noviembre del 2014. Este rebase permitirá que su distrito escolar compre artículos para usar en las clases, tales como computadoras para uso de los estudiantes. El Estado de Arizona, a través de la Junta de Instalaciones Escolares, ha establecido la proporción de una computadora por cada ocho estudiantes. El fondo del presupuesto de capital del que se hacen estas compras ha sido reducido hasta que es menos del 20 por ciento de lo que era hace cinco años. La escuelas de calidad han sido siempre la piedra angular de Sahuarita y los padres esperan que el SUSD continúe proporcionando a sus hijos una completa educación. IDENTIFICACION EN LOS CENTROS DE VOTACIÓN Todos los votantes habilitados registrados están requeridos a mostrar prueba de identificación en el centro de votación antes de recibir una boleta. El votante dirá su nombre y sitio de residencia al oficial electoral. Necesitará presentar una forma aceptable de identificación: 1. Que contenga el nombre, dirección y fotografía del votante (Lista 1), o 2. Dos formas de identificación que contenga el nombre y dirección del votante (Lista 2), o 3. Una forma de identificación aceptable que contenga foto con una forma de identificación sin foto y contenga el nombre y dirección del votante (Lista 3)

A un votante que no proporcione una forma de identificación de la LISTA 1, dos formas de identificación de la LISTA 2, o una combinación de identificaciones de la LISTA 3 no se le proporcionará una boleta regular, sino que recibirá una boleta provisional condicional.
