Registered voters of the Amphitheater Unified School District will have the opportunity to vote on an important financial matter. The registered voters of Amphitheater Unified School District will be asked to approve the continuation of a 10% Maintenance and Operations Override and voters will be asked to approve a 3.5% K-3 Special Programs Override. Your responsibility will be to indicate whether these overrides should be approved. This Voter Information Pamphlet is provided to help you make an informed decision. Please review the information carefully and cast your vote on ELECTION DAY – NOVEMBER 5, 2019. AMPHITHEATER UNIFIED SCHOOL DISTRICT NO. 10 A STATEMENT AS TO WHY A 10% MAINTENANCE AND OPERATIONS OVERRIDE ELECTION HAS BEEN CALLED

The Governing Board of the Amphitheater School District has called a special budget override election to be held on November 5, 2019, to request voter authorization to continue its maintenance and operations budget override in the amount of ten percent (10%) for fiscal year 2020-2021 and the subsequent six (6) years thereafter. The override authorized by this election shall be funded from taxes on the taxable property within the District. Continuing the budget override is not a request for new funding or programs. The budget override will not create a new tax. The estimated cost of the override to an owner of a home with a limited property value of $236,370 (the average value of a home in the District) is approximately $117.55 per year (50 cents per $100 of net assessed valuation). This is the same amount as the override currently in place and previously supported by voters. With voter approval to continue the override, it is estimated that the total amount of the override for fiscal year 2020–2021 will be $7,910,993. If the override is not approved, the existing 10% override will phase out by reducing by one-third in 2020-2021 and another one-third in fiscal year 2021-2022. Without approval, the District will face unavoidable increases in class sizes and reductions in programs and services to students. With approval, the override revenue will enable the District to maintain present levels of service in the following areas: •

Class-size reduction and maintenance of class sizes in core content areas;

Art, music and physical education programs, by specialist teachers, at the elementary levels;

•

Expanded higher-level course offerings and programs at the middle and high school levels;

•

Year-round intervention programs for struggling learners;

•

Staffing support for school facilities and technology equipment; and

•

Equity and competition with other employers in attracting and retaining staff.

SHALL THE GOVERNING BOARD OF AMPHITHEATER UNIFIED SCHOOL DISTRICT NO. 10 OF PIMA COUNTY, ARIZONA, CONTINUE THE EXISTING MAINTENANCE AND OPERATION BUDGET OVERRIDE PREVIOUSLY APPROVED BY VOTERS TO EXCEED THE REVENUE CONTROL LIMIT SPECIFIED BY STATUTE, IN THE AMOUNT OF TEN PERCENT (10%), FOR FISCAL YEAR 2020-2021 AND FOR EACH OF THE SIX (6) YEARS THEREAFTER AS DESCRIBED BELOW? The total 2020-2021 Override Proposed Budget will exceed the 2020-2021 Alternate Proposed Budget in the amount of approximately $7,910,993. In fiscal years 2020-2021 through 2024-2025, the combined total amount of the proposed increase will be ten percent (10%) of the District’s revenue control limit in each of such years, as provided in Section 15-481(P) of the Arizona Revised Statutes. Based on the current net assessed valuation used for secondary property tax purposes, to fund the proposed continuation of the increase in the school district’s budget would require an estimated continuation of a tax rate of $0.4973 dollar per one hundred dollars of assessed valuation used for secondary property tax purposes and is in addition to the school district’s tax rate that will be levied to fund the school district’s revenue control limit allowed by law.” Arizona Revised Statutes (A.R.S.) § 15-481, subsection BB.

There are two override questions in this election. We urge you to vote YES on both questions. Prop 475 renews the current 10% maintenance and operations override. It does not create new taxes. It permits Amphitheater to continue to offer enhanced programs and courses in our high schools, and higher level courses like Engineering in our middle schools. It provides additional support to students who need it. It helps lower class size, and it provides Art, Music and P.E. for all elementary students. Strong programs like these not only help prepare students for the future, but they also make our District competitive with other districts that have budget overrides in place. Your continued support since 2005 for this override has been integral to the preservation of our schools. It enables us to graduate students who are college- and career-ready and who possess critical thinking and technological skills necessary to compete in and contribute to our global economy, all the while keeping administrative costs among the lowest in the state. We are “LEAP Ahead”, a group of concerned parents, taxpayers and residents of the school district who urge you to vote YES on the two separate override measures in this ballot: a 10% K-12 override renewal and a 3.5% special programs override to exclusively benefit Kindergarten through Third Grade programs. The 10% override renewal is a “no-brainer”. It will not create any new taxes. It is already in place. Significant district programs depend upon it. Failure to renew it will result in the eliminations of staff and vital educational programs for students. Without the override, nearly eight million dollars ($8M) in the current budget baseline will have to be phased out over the next two years - at a time when cuts to school budgets are the last thing to be desired. The District continues to use the existing override as originally recommended by a group of citizens in the early 2000’s, who studied the District’s budget and determined the specific purposes for the override funds. That is government doing what it promised. That is sound fiscal management. That is respect for the voters which has earned our continued support. Please vote YES to renew the 10% K-12 override. We all know that our schools face great challenges following many years of state budget cuts. The Amphitheater District is not unique in that respect. For a number of years, our community has been able to directly support the education of Amphitheater students through the existing budget override. It is time to do so again. The children of our community haven’t stopped needing us - certainly not after a more than a decade of state funding cuts. And now, we believe it is also time to expand our support. We have the opportunity to dramatically affect the learning conditions and results for the youngest students in our community, providing them with a strengthened foundation for later years. Let’s provide full day Kindergarten to them, like we used to before state budget cuts. Let’s significantly lower class sizes for them, thereby giving them more individual attention and nurturing. Dear neighbors, The Greater Oro Valley Chamber of Commerce supports public education, and encourages your favorable vote on Propositions 475 and 476, 2 Amphitheater Public Schools budget overrides on the November ballot. We all know the challenges Amphi has faced with reduced state resources. That’s why our Chamber has previously supported local action to override state funding levels for Amphi. Please renew the existing budget override of 10%, so we can do our best locally to support excellent schools. State law allows voters to provide another 5% of budget override authority to support special programs. Amphi is asking for a portion of this, 3.5%, for full-day kindergarten and significant decreases in K-3 class sizes. Full-day kindergarten and smaller K-3 classes can give our youngest students an advantage. They’ll read faster and become stronger students. I retired in Tucson from the Midwest, and I have been shocked by the low education funding here in Arizona. I even worry about it, and for good reason: my grandchildren. I have had three grandchildren attend Amphi schools; one still does so. I want the best education possible for them of course. Any grandparent would. But I know full well they won’t have that with all of the funding cuts that have occurred year after year and still continue today. At 74 years old, I have to watch my personal budget pretty closely like most retirees, but I am definitely supporting both of Amphi’s overrides, even if they really won’t be much benefit to my last grandchild who will graduate in two years. But, as a citizen of this country, I would feel shame if I could not see past my own interests to those of other grandparents, grandchildren, parents and children. My children were educated 1600 miles from here, but there are children right here in my new community that deserve a quality education as much as my own children did. So I will vote yes on both of these overrides. Please do so with me. Donna Coate

My professional life centers on improving public policy relating to Arizona’s children, including education policy. For far too long, school funding in Arizona has lagged far behind most of the country. Even after recent increases targeted at teacher pay, Arizona still remains among the worst states for education funding. As a consequence, many school districts throughout Arizona have turned to their local communities and voters to “override” our state’s poor school funding formulas. Amphitheater needs us to support the renewal of one such override. The funds provided helped Amphitheater counteract years of funding cuts at the state level and provide our local children with a better education. The new special override for K-3 programs also needs our support. For very, very little cost, we can do so much to make a real difference locally for our youngest children that will have lasting impact. Arizona’s students have suffered higher class sizes for years, and the cuts to Kindergarten funding years ago have never been rectified. And one of the factors that plays heavily in the home buying decisions which people make is the quality of area schools and the programs and services they offer to students. The reputation of the Amphitheater District plays a big role in keeping property values of homes within the District among the highest in the greater Tucson community. Ensuring the District can compete with others to provide programs on the cutting edge of educational experiences for students is absolutely essential to maintaining and growing real estate values. Even more important a reason to support our schools, of course, is that the better educated our children are, the better leaders and members of society they will be, the better parents they will be, and hopefully, the better our community will be. For so little, we can gain so much for our students and indeed for ourselves, by supporting these two overrides. Please vote in favor of Props 475 and 476! I run one of the largest construction firms in the State of Arizona, and I call Tucson home. Our community is a beautiful one, with many advantages to offer its residents. One of most important aspects of any community, however, is its school system. Our schools, after all, help ensure our community’s future prosperity by preparing future generations to become successful citizens. The employees I hire want to know that their children can grow up in a place where their education is a priority, but Arizona’s reputation with respect to education funding has obviously taken some hits in recent years. Fortunately, we have the ability as a local community to do something about that and demonstrate that children absolutely do matter here. I know the Amphitheater District well. Like most, it operates within a very lean budget, and it keeps its administrative costs remarkably low. But the education students need today, with the demands of our modern world, requires additional support. While debates about school funding continue elsewhere, we can do something locally to move our community forward. I have been a member of the Oro Valley community for many years - as business owner, resident, parent and Mayor - and my children attended Amphitheater schools. Schools are an essential part of any community, whether we have children in those schools or not. We all should have a vested interest in our schools providing high quality programs and services because children inevitably grow up and become productive members of the community as well. We must do everything we can to support our local schools in preparing those students for the future. Studies have also shown that strong schools support strong property values and expand economic opportunity for us all. Prop 475 simply continues the existing override, with no new taxes. The loss of that override, however, would mean a cut of nearly $8 million in District services. This would be catastrophic. While Prop 476 does create a new annual cost, the benefits to our community far outweigh the $43 annual cost per household. AMPHITHEATER UNIFIED SCHOOL DISTRICT NO. 10 3.5% K-3 SPECIAL PROGRAMS BUDGET OVERRIDE A STATEMENT AS TO WHY THE 3.5% MAINTENANCE AND OPERATION BUDGET OVERRIDE ELECTION HAS BEEN CALLED The Amphitheater School District Governing Board has called a special budget override election to be held on November 5, 2019, to request voter authorization to approve a special programs budget override specifically for its Kindergarten through third grade (K-3) programs. Revenue provided through this K-3 override will be used only for the K-3 program to remove barriers to academic achievement, improve instruction and/or increase the amount of instruction for Kindergarten through third grades. The increase authorized by this election will be funded from taxes on the taxable property within the District. The K-3 override will provide for free full-day Kindergarten in all of Amphitheater’s elementary and K-8 schools. The State of Arizona currently only provides funding to schools districts for a partial day (½-day) of Kindergarten. The revenues will also provide additional teacher positions in Kindergarten through third grades throughout the District to further reduce class sizes in those early grades. It is estimated that the total amount of the override for fiscal year 2020–2021 will be $2,891,620. This equates to an additional 3.5% above the Revenue Control Limit that the State provides to all school districts. The estimated secondary tax rate needed for the K-3 budget override is eighteen cents ($0.18) per $100 of net assessed valuation for secondary tax purposes. The estimated cost of the current and proposed override to an owner of a home with a limited property value of $236,370 (the average value of a home in the District) is approximately $43 per year.

Based on the current net assessed valuation used for secondary property tax purposes, to fund the proposed increase in the school district’s budget that will be funded by a levy of taxes on the taxable property within this school district would require an estimated tax rate of $0.1818 dollar per one hundred dollars of net assessed valuation used for secondary property tax purposes and is in addition to the school district’s tax rate that will be levied to fund the school district’s revenue control limit allowed by law.” Arizona Revised Statutes (A.R.S.) § 15-481, subsection I.

We urge you to vote YES on both questions. Prop 476 seeks a K-3 special programs override to benefit our earliest learners during their foundational years. It will provide for full-day kindergarten. The state only funds a half-day for kindergarten. In today’s world, kindergarten should be a full day to prepare students for the future. Other districts have budget overrides in place that support all-day kindergarten, and we must compete. Prop 476 also lowers class sizes for K-3 students - a specific request from parents and teachers - without necessary reductions to programs or services. The cost to an average homeowner of approximately $43 per year for these programs will improve our children’s education so much. We never forget the trust you place in us to do our very best for students with the resources the District receives. We thank the Amphitheater voters, who consistently support education. We all know that our schools face great challenges following many years of state budget cuts. The Amphitheater District is not unique in that respect. For a number of years, our community has been able to directly support the education of Amphitheater students through the existing budget override. It is time to do so again. The children of our community haven’t stopped needing us - certainly not after a more than a decade of state funding cuts. And now, we believe it is also time to expand our support. I even worry about it, and for good reason: my grandchildren. I have had three grandchildren attend Amphi schools; one still does so. I want the best education possible for them of course. Any grandparent would. But I know full well they won’t have that with all of the funding cuts that have occurred year after year and still continue today. At 74 years old, I have to watch my personal budget pretty closely like most retirees, but I am definitely supporting both of Amphi’s overrides, even if they really won’t be much benefit to my last grandchild who will graduate in two years. But, as a citizen of this country, I would feel shame if I could not see past my own interests to those of other grandparents, grandchildren, parents and children. My children were educated 1600 miles from here, but there are children right here in my new community that deserve a quality education as much as my own children did. My professional life centers on improving public policy relating to Arizona’s children, including education policy. For far too long, school funding in Arizona has lagged far behind most of the country. Even after recent increases targeted at teacher pay, Arizona still remains among the worst states for education funding. As a consequence, many school districts throughout Arizona have turned to their local communities and voters to “override” our state’s poor school funding formulas. Amphitheater needs us to support the renewal of one such override. The funds provided helped Amphitheater counteract years of funding cuts at the state level and provide our local children with a better education. The new special override for K-3 programs also needs our support. For very, very little cost, we can do so much to make a real difference locally for our youngest children that will have lasting impact. I run one of the largest construction firms in the State of Arizona, and I call Tucson home. Our community is a beautiful one, with many advantages to offer its residents. One of most important aspects of any community, however, is its school system. Our schools, after all, help ensure our community’s future prosperity by preparing future generations to become successful citizens. The employees I hire want to know that their children can grow up in a place where their education is a priority, but Arizona’s reputation with respect to education funding has obviously taken some hits in recent years. Fortunately, we have the ability as a local community to do something about that and demonstrate that children absolutely do matter here. I know the Amphitheater District well. Like most, it operates within a very lean budget, and it keeps its administrative costs remarkably low. But the education students need today, with the demands of our modern world, requires additional support. While debates about school funding continue elsewhere, we can do something locally to move our community forward. I have been a member of the Oro Valley community for many years - as business owner, resident, parent and Mayor - and my children attended Amphitheater schools. DISTRITO ESCOLAR UNIFICADO NO. 10 DE AMPHITHEATER DECLARACIÓN DE POR QUÉ HA SIDO CONVOCADA UNA ELECIÓN DE REBASE DE UN 10% DE MANTENIMIENTO Y OPERACIONES La Junta de Gobierno del Distrito ha convocado una elección especial de rebase de presupuesto a celebrarse el 5 de noviembre del 2019 para solicitar la autorización de los electores para continuar su rebase del presupuesto de mantenimiento y operaciones en la cantidad de diez por ciento (10%) para el año fiscal 2020-2021 y los subsiguientes seis (6) años a partir de entonces. Dirijo una de las empresas de construcción mas grandes del Estado de Arizona y considero a Tucson como mi hogar. Nuestra comunidad es muy bella, con muchas ventajas a ofrecer a sus residentes. Incluso me preocupo por ello, y por buena razón: mis nietos. He tenido tres nietos asistiendo a las escuelas de Amphi; uno todavía lo hace. Naturalmente quiero la mejor educación posible para ellos. Cualquier abuela lo desearía. Pero sé muy bien que no la tendrán con todos los recortes de financiación que han ocurrido año tras año y que todavía continúan hoy día.
