FIABCI members rave about Taichung jaunt TAIPEI, Taiwan -- Members of the FIABCI, an international group of real estate professionals, raved about a trip in Taichung on Tuesday that included a walking tour of local architecture and the “Sleepless in Taichung” nightlife excursion. The 84 members, coming from 17 countries, of the FIABCI 64th World Congress participated on Tuesday in Taichung and visited three local mansions on the architecture “Study Tour.” FIABCI President Riera Torroba Ramon, of Spain, as well as previous Presidents Alexander Romanenko from Russia and Alan Kok Mau tong from Malaysia were among the guests. International guests also had a chance to taste local delicacies on the tour. From exterior design to interior decoration, they commented on the effectiveness with which art is expressed through real estate, offering a theme for the buildings they saw in Taichung: “warm and meticulousness.” On the night of May 28, the
“Sleepless in Taichung” tour let foreign guests enjoy the city’s night life. The Real Estate Development Association of Taichung and local real estate development companies sponsored activities that featured Taiwanese culture at a number of real estate reception centers, inviting international guests and local real estate professionals to party until midnight. Two local reception centers provided a performance that united traditional folk song, plucked instrument, dancing and Chinese calligraphy, while at the same time offering the only specialty drink combining tea and wine in the world.

Mr. A. Smits seems illogical the situation where certain political forces have started to talk about the loss of the identity just now, when Latvia has become an EU member state and when there is adopted decision on transition from the Latvian national currency lats to euro. As shown by the data of the Office of Citizenship and Migration Affairs, active issuance of residence permits started already in the pre-crisis period. At that time, no one worried about the disappearance of Latvian national identity and transfer of Latvian properties into possession of foreigners, finds Mr. A. Smits. “Why is no one worried about Latvian brand businesses that no longer belong to Latvians?”, rhetorically asks the representative of ARCO REAL ESTATE. As shown by the statistics compiled by the OCMA, on 1 January 2010 there were 50,034 foreigners in Latvia with valid residence permits, on January 1, 2011 - 55,611 foreigners, and on 1 January 2012 their number had risen to 60, 285 persons. However, this increasing trend was observed already in 2006, when the OCMA had issued 6166 primary residence permits, while in 2007 this number had increased to 7315. This statistic suggests that the changes in the Immigration Act do not have any significant effect on the demand for residence per-
mits, but only preserved the pre-crisis dynamics, informs BC Kristiana Karklina from ARCO REAL ESTATE. The industry expert points out that investments made by non-residents are necessary for Latvia. Although the property rights are transferred to foreigners, we can see only positive impulses, and Latvia no longer needs the resources to attract tourists as the country name sounds far beyond its borders. “If we prohibit to make investments in Latvia, it will be done in other places. It does not matter who owns the property, because nobody will take away it from the country”, says Mr. A. Smits. Some people believe that real estate companies are the only ones who remain in the win and gain profit from the involvement of non-residents and the mediation in transactions. A similar opinion was expressed about the banking sector, which sells seized properties at inflated prices, but this opinion is incorrect. For the first, the statistics of transactions serviced by ARCO REAL ESTATE shows a completely opposite picture, namely that the proportion of residents compared to those third-country nationals who acquire real estate in Latvia in order to obtain a residence permit, is greater. Looking back on transactions made in 2013
during the period from January 1 to September 1, it should be noted that the activity of local buyers was higher - 85% of all real estate purchases registered by ARCO REAL ESTATE, while transactions with non-residents reached the level of 15%. For the second, the number of properties purchased by non-residents from banks is not big because purchase price of such properties often does not reach the required level of compliance with the conditions for obtaining a residence permit.
“To the sceptics, who point out that Latvians are not given the opportunity to purchase properties because the properties at inflated prices are repurchased by non-residents, I recommend starting analyzing the situation - all have the same rules of the game. Why Latvians did not buy property for an amount exceeding LVL 100,000, before the changes to the Immigration Act? “, ironically asks Mr. A. Smits. http://www.baltic-course. com/eng/good_for_ business/?doc=80463 12.09.2013.
Observing trends in the real property market, especially in the areas most popular among non-residents, for example, in Jurmala, you can make a favourable conclusion: contrary to popular belief that non-residents only buy already built and ready-to-move-in apartments, in fact, foreigners often purchase land plots, which after a careful clean-up and development of infrastructure is built up. Such activities of non-residents not only have a positive effect on the economic situation in the particular area as all taxes related to business, construction and maintenance of real estate are being paid, but also create new jobs for local builders. Mr. A. Smits, Chairman of the Board of Directors of ARCO REAL ESTATE, points out: “It is no secret that the builders can not be considered a cheap labour force; the level of their salaries at the facilities being built by non-residents has increased. The most important thing is that their earnings return back into circulation in the shops and cafes, which in turn stimulates the local business activity.” The Immigration Act provides that in order to obtain the right to request a residence permit, a non-resident must invest LVL 50,000 in purchase of real properties (in Latvian regions) or LVL 100,000 (in Riga or major cities of Latvia). The question as to whether this investment amount is not too low, is answered by Mr. A. Smits, Chairman of the Board of Directors of ARCO REAL ESTATE, as follows: “Our experience has shown that the choice of a non-
Latvia’s Offer of Residency Lures Investors RIGA, Latvia—Four months ahead of its planned euro-zone entry, Latvian lawmakers are debating whether to roll up a special welcome laid out three years ago for deeppocketed investors from outside the European Union. The Baltic nation of about two million people, which joined the EU only in 2004, was just beginning to recover from the economic crash of 2008-09 when it decided to try to attract investments by offering five-year residence permits in exchange. Since 2010, the offer has pulled in nearly $1 billion worth of foreign investment in
real estate and equities, according to Latvia’s Office of Citizenship and Migration Affairs. Real-estate investors must spend a minimum of 50,000 or 100,000 lats ($95,000-$191,000), depending on location, to get a permit. Those buying Latvian equities need to invest at least 25,000 lats. But although supporters of the program say it benefits the small economy, nationalist politicians oppose it, claiming it is distorting the market and letting in too many foreigners— especially Russians. The impending adoption of the euro has given them a
chance to challenge it in Parliament because it is one of a laundry-list of fines, fees and other charges that need to be converted from amounts set in lats to the euro, which the country will adopt Jan. 1. Nearly 7,000 people—75% of them Russian—have been approved for the permits, which come with the possibility of unlimited renewal. Others buyers have come from Ukraine, Kazakhstan and China. Related • Emerging Europe Is a Haven in Selloff The National Alliance, the smallest of three parties in the governing coalition, launched
its attack last week, calling the «dramatic» influx «a modern colonization of Latvia.» The phrase harks back to the statesponsored migration of Russians and others to Latvia during the Soviet era. «If during the [Soviet] occupation, colonization was organized by the stooges of an alien power, then today immigration is permitted by the parliament of independent Latvia,» the party’s statement said. Latvia isn’t the only EU country experimenting with offers of residency as an economic stimulus, although its deal seems to be the least expensive—and the most popular.
Spain’s Parliament is expected before year-end to approve a program to award resident status to those who spend at least €500,000 ($646,700) for real estate or invest at least €2 million in its sovereign debt. Greece began a similar program in April for purchase of a property for €250,000 or more. It awarded its first permit in August. Portugal, which set the bar at €400,000, has issued only a few dozen permits since it started in October. Ireland, after approving only nine applicants in the first year, lowered the property criteria in July by €50,000, to at least €450,000.

The modernisation of the existing premises will be started at the beginning of 2014. The construction startup of the Ülemiste expansion project follows the recently announced EUR 84,5m financing agreement made with SEB. Hungary’s offer of permanent residence to non-EU nationals who buy at least €250,000 of a special-issue bond also has reportedly attracted little interest.
