SOLICITUD DE PROPUESTA PARA SISTEMA DE ESCRUTINIO ELECTRÓNICO CONOCIDO COMO OPTICAL SCANNING SYSTEM (OPSCAN)

REQUEST FOR PROPOSALS FOR ELECTRONIC OPTICAL SCANNING SYSTEM (OPSCAN)

La Junta de Subastas de la Comisión Estatal de Elecciones de Puerto Rico (CEE) invita a participar de la Subasta Formal sobre Solicitud de Propuestas para Sistema de Escrutinio Electrónico conocido como Optical Scanning System (OPSCAN) (Solicitud de Propuestas).

The Bid Board of the Puerto Rico State Elections Commission (CEE) hereby invites participants for a Request for Proposal (RFP) for an Optical Scanning System (OPSCAN).

Los licitadores interesados en presentar sus ofertas tendrán que participar de una reunión pre-subasta mandatoria a celebrarse el lunes, 6 de abril de 2015, a las 10:00 a.m. en el piso 10 (Salón Protocolar) del edificio administrativo de la CEE. Después de la hora indicada no se aceptarán licitadores. La asistencia de los licitadores a esta reunión es compulsoria para poder participar de esta Subasta. Las partes interesadas en someter sus ofertas podrán obtener copia de la Solicitud de la Propuesta a partir del lunes, 30 de marzo de 2015 en la Página de Internet de la CEE en www.ceepur.org y de 10:00 a.m. hasta las 4:30 p.m. en las facilidades de la Comisión Estatal de Elecciones Oficina de la Junta de Subasta – Sexto Piso Avenida Arterial B #550 (Hato Rey) San Juan, Puerto Rico 00919 Los proponentes deberán someter sus ofertas en sobres sellados, incluyendo un (1) original, dos (2) copias y un (1) CD para cada una de las respectivas propuestas técnica y financiera en formato PDF, el viernes, 1 de mayo de 2015 a la 12:00 p.m. en la Oficina de Subastas (Piso 6) de la CEE. Para aquellos proponentes que sometan sus ofertas por correo, las mismas tendrán que ser recibidas por la CEE, a más tardar del viernes, 1 de mayo de 2015 a las 12:00 p.m. Todas las propuestas deberán cumplir con todos los términos, condiciones y requisitos que se disponen en la Solicitud de Propuestas.

All proponents interested in bidding must attend a mandatory pre-bid meeting to be held on Monday, April 6th, 2015 at 10:00AM in the Protocol Room, 10th floor of the Administrative Building of the CEE. No proponents will be allowed in the meeting after the aforementioned hour. Assistance to this meeting is compulsory in order to be considered as proponents to the RFP. All interested in submitting proposals can obtain copy of the RFP on Monday, March 30th, 2015 by going to the CEE web page, www.ceepur.org or obtaining hard copies from 10:00AM to 4:30PM at the following address: Comisión Estatal de Elecciones Office of the Bid Board – 6th Floor Arterial B Avenue #550 (Hato Rey) San Juan, Puerto Rico 00919 Proponents must submit all offers in sealed envelopes, including one (1) original, two (2) copies and one (1) CD (in PDF format) for each technical and financial proposal on Friday, May 1st, 2015 by 12:00 noon, at the Bid Board Office (sixth floor) of the CEE. Proposals submitted by mail must be received by the CEE no later than 12:00 noon on Monday, May 1st 2015, in the mail room of the CEE. All proposals must comply with the terms, conditions and requirements contained in the Request for Proposals. CERTIFICATION: I certify that this Notice of Formal Auction was approved in San Juan, Puerto Rico, today, March 27th, 2015.
