Announcement: 2016 Election of 1199SEIU Officers, Organizers, Executive Council Members, 1199SEIU Delegates and SEIU Convention Delegates tions from each Region. The Board has constitutional authority to run the upcoming elections. At its first meeting the Board adopted the initial rules for conducting the election. Its complete decisions on the method, dates, times and locations of voting, as well as other rules affecting the election, are published in this and subsequent editions of Our Life and Times or otherwise communicated to our membership.

This coming March–April 2016, the members of 1199SEIU United Healthcare Workers East will again be electing our Union’s officers, organizers, Executive Council members and, of course, delegates from each of your institutions. On a Union-wide basis members will be voting for the offices of President, SecretaryTreasurer, sixteen (16) Executive Vice Presidents, thirteen (13) Vice Presidents at large and two (2) Organizers at-large (assigned to New Organizing). In each of the 55 Areas in our Union, members will elect an Area Vice President as well as one rankand-file Executive Council member (except in the following Areas: Home Care A, B, C and Upstate/WNYCentral NY where there will be two (2) rank-and-file Executive Council members per Area). Also, on an Area-wide basis, elections will be held for organizers. The number of organizers to be elected in each Area appears on the chart following this article. In addition, we will simultaneously be electing Delegates to the Service Employees International Union’s Convention to be held in May, 2016 in Detroit. Delegates to the Convention (held once every four years) are elected from each of the locals within SEIU to set the course of the International for the coming period: They will elect the International’s officers, establish the goals and strategies for the International’s aggressive organizing programs and determine the International’s political and legislative priorities. Pursuant to our Constitution, all of the Union’s elected officers are deemed Delegates to the SEIU’s Convention by virtue of their election as 1199SEIU officers. The Executive Council has determined that the elected organizers and rank and file Executive Council members* should also be elected as Delegates to the SEIU Convention. In order to ensure broad membership participation within the 1199SEIU delegation, the Executive Council has determined that one (1) additional rankand-file member shall be elected as Delegate to the SEIU Convention from each of the Union’s 55 Areas (except in the following Areas: Home Care A, B, C, D, E and the MA Region’s PCA Area, where two (2) additional rank-and-file members shall be elected as Convention Delegates per Area). Like the positions of Area vice-president, organizer and rank-and-file Executive Council member, these additional positions will be elected on an Area basis.

day at 1199SEIU headquarters and at regional offices listed above. February 10, 2016 is a final deadline (except for 1199 Delegate petitions; see below). You are urged to file petitions as soon as they are completed, so the Election Board can begin the process of certifying candidates as early as possible. Obtain a receipt for each nominating petition filed. Also, all candidates must file a confirmation of candidacy form. These forms can be filed at the same times and locations as nominating petitions, and must also be submitted no later than February 10.

ing for at least one (1) year prior to the election. The Executive Council has determined that the same eligibility requirements apply to run for SEIU Convention Delegate. To be nominated as a candidate for a position as officer, organizer, Executive Council member or SEIU Convention Delegate, one must obtain the signatures and last 4 digits of social security numbers of no less than 2 percent (2%) of the appropriate members in good standing (determined as of the October preceding the election—i.e. October, 2015). The Executive Council has adopted the same requirements to be nominated and to run as a candidate for SEIU Convention Delegate. This means that members who wish to be candidates for Union-wide office (President, SecretaryTreasurer, Executive Vice President, Vice President at Large, Organizer at Large) must obtain the signatures with social security numbers (last 4 digits) of 2 percent (2%) of the membership in good standing of the entire Union (i.e. 5,504 signatures). Members running for positions elected by Area (Vice-President for an Area, Organizer, Rank-andFile Executive Council member or SEIU Convention Delegate) must obtain signatures and social security numbers (last 4 digits) of 2 percent (2%) of the members in good standing of the Area. The 2% figures for each Area are set forth on the chart inside. Please note that for the elected positions of President, Secretary-Treasurer, Executive VicePresident, Vice-President, Organizer and Rank-andFile Executive Council member, the nominating petitions and ballots will clearly state that the individual is being nominated and elected both as SEIU Convention Delegate and to the office for which they are running. For the additional SEIU Convention Delegates, to be elected from each Area, the same nominating and petitioning rules applicable to other Area-wide positions apply. To be a candidate for Executive Council member representing the Retired Members Division, one must obtain signatures and social security numbers of 2 percent (2%) of the members in good standing of the Retired Members Division (i.e. 297 signatures).

CHALLENGES TO PETITIONS The Election Board will resolve any questions about the sufficiency of the signatures on the nominating petitions, about the qualification of an individual to be a candidate for a particular office, or any other question relating to the nominating process and certification of candidates. The Election Board will determine the procedures for challenging nominations or appealing its rulings and will make these procedures available at all petitioning locations, beginning on January 13, 2016 at all times when nominating petitions are available.

NOMINATION OF 1199 DELEGATES Beginning on January 13, 2016, and through March 9, 2016, petitions will also be available for use in nominating Delegates. These petitions will be available at the Union’s NYC headquarters, 310 West 43rd Street, NYC on the 7th floor and in regional offices as listed above through February 10, 2016, after which petitions will be available in the Delegates Department or regional offices during regular business hours. The last date to file nominating petitions for Delegates is March 9, 2016. To be eligible as a candidate for a Delegate position one must be a member in good standing of 1199SEIU for at least six (6) months prior to the election, except if no member is qualified or wishes to serve, the eligibility requirement may be relaxed. A candidate for a Delegate position must obtain the signatures of eight (8) members in good standing from the group or department in which the member seeks election. However, in the Pharmacy and Human Services Areas only four signatures on a nominating petition for the position of Delegate are required. In order to be valid, signatures on a nominating petition for a Delegate must be accompanied by the last 4 digits of the member’s social security number, institution and department. Chapters may elect one (1) delegate for each thirty (30) members or any major fraction thereof in a department. Each group in the Pharmacy and Human Services Areas are entitled to elect a Delegate. Additional rules to be followed in the conduct of these elections will be established by the Election Board and published in Our Life and Times or otherwise made available.

WHO CAN NOMINATE CANDIDATES Every member in good standing of 1199SEIU has the right to sign nominating petitions. Please be sure, however, to sign only one petition for each candidate. At the end of this article there is a chart showing the institutions in each Area, the number of organizers to be elected, and the number of signatures needed to nominate candidates for Area positions.

DEADLINE FOR NOMINATIONS All nominating petitions for the positions of Officer, Executive Council member, Organizer or SEIU Convention Delegate must be filed with the Election Board on or before February 10, 2016. The petitions may be filed up to 7:00 p.m. of that

Anuncio Elección 2016 de Dirigentes, Organizadores, Miembros del Consejo Ejecutivo, Delegados de 1199SEIU y Delegados a la Convención del SEIU En marzo y abril del año 2016, los miembros del sindicato 1199SEIU Trabajadores de la Salud Unidos del Este volverán a elegir los dirigentes, organizadores, miembros del Consejo Ejecutivo, y, por supuesto, los Delegados de cada una de nuestras instituciones. A nivel de sindicato, los miembros votarán por los puestos de Presidente, Secretario-Tesorero, dieciséis (16) Vicepresidentes ejecutivos, trece (13) Vicepresidentes de todo el sindicato y dos (2) organizadores de todo el sindicato [que se encargarán de Nuevas Organizaciones]. En cada una de las cincuenta y cinco (55) Áreas de nuestro sindicato, los miembros votarán por un Vicepresidente de Área así como un (1) miembro de base en el Consejo Ejecutivo del sindicato (con excepción de Cuidado en el Hogar (Home Care) de NY, las áreas A, B & C, y el área de centro NY (Upstate/WNY Central NY), en las que habrán dos (2) representantes de base por Área). Los Delegados a la Convención (que se celebra cada cuatro años) son elegidos de todos los sindicatos locales dentro del SEIU para dar rumbo a la Internacional durante el período siguiente: elegirán los oficiales de la Internacional, establecerán las metas y las estrategias para el programa agresivo de la Internacional de organizar a los trabajadores no sindicalizados y determinar las prioridades políticas y legislativas. Según nuestra Constitución, todos los oficiales elegidos del sindicato son considerados Delegados a la Convención al ser elegidos como dirigentes de 1199SEIU. Además, el Consejo Ejecutivo ha decidido que los organizadores elegidos y miembros del Consejo Ejecutivo en base sindical* también deben ser elegidos como Delegados a la Convención del SEIU. Finalmente, para asegurar plena participación de la membrecía dentro de la delegación de 1199SEIU, el Consejo Ejecutivo ha determinado que un (1) miembro de base sindical adicional de cada una de las 55 Areas será elegido como Delegado a la Convención del SEIU (con excepción de Cuidado en el Hogar (Home Care) de NY, las áreas A, B, C, D, *La División de Miembros Retirados eligirá su proprio Delegado al la Convención.

E, y en el Área de PCA de la región de MA, en las que dos (2) representantes de base por Área adicionales serán elegidos como Delegados a la Convención).Igual que los puestos de Vicepresidente de Área, organizador y representante de la membrecía al Consejo Ejecutivo, estos puestos de Delegado adicionales serán elegidos en base de Área.

JUNTA ELECTORAL En su reunión el pasado noviembre, el Consejo Ejecutivo del sindicato nombró una Junta Electoral compuesta de veinte (20) miembros y veinte (20) alternos, basándose en las recomendaciones de cada Región. La Junta Electoral dispone de la autoridad constitucional para supervisar las elecciones que se aproximan. Durante su primera reunión la Junta Electoral adoptó las reglas iniciales para la ejecución de las elecciones. Sus decisiones en cuanto al método, las fechas, horas y lugares de votación, así como las reglas que regirán el proceso, serán publicadas en una edición venidera de Nuestra Vida y Tiempos (Our Life and Times) o divulgadas de otra forma a nuestra membresía.

NOMINACIONES DE DIRIGENTES, MIEMBROS DEL CONSEJO EJECUTIVO, ORGANIZADORES Y DELEGADOS Las peticiones para nominar dirigentes, miembros del Consejo Ejecutivo, organizadores y Delegados estarán disponibles comenzando el miércoles, 13 de enero de 2016 hasta el 10 de febrero de 2016 en las siguientes oficinas regionales y horas. Los requisitos de elegibilidad para postularse como candidato a un puesto de dirigente, miembro del Consejo Ejecutivo u organizador son establecidos en la Constitución de 1199SEIU. La Constitución establece que un candidato para tal puesto tiene que ser miembro en buena posición del sindicato desde por lo menos un año antes de la elección. El Consejo Ejecutivo ha adoptado estos mismos requisitos para postularse como candidato para Delegado a la Convención del SEIU. Para ser nominado como candidato a un puesto de dirigente, organizador, miembro del Consejo Ejecutivo, o Delegado a la Convención del SEIU, el aspirante debe obtener las firmas con los últimos cuatro (4) números del seguro social de un mínimo de un 2 por ciento (2%) de los miembros relevantes en buena posición. El estatus de miembro en buena posición queda determinado a partir del mes de octubre previo a la elección (octubre del 2015). El Consejo Ejecutivo ha adoptado estos mismos requisitos para ser nominado y para presentarse como candidato para Delegado a la Convención del SEIU. Ello significa que los miembros deseosos de presentar su candidatura a puestos a nivel de todo el sindicato (es decir, Presidente, Secretario-Tesorero, Vicepresidente Ejecutivo, y Vicepresidente o organizador de todo el sindicato) deben obtener las firmas con los últimos cuatro (4) números del seguro social de un mínimo de un 2 por ciento (2%) de los miembros de todo el sindicato en buena posición (es decir 5,504 firmas). Los miembros que presentan su candidatura a puestos elegidos por Área (Vicepresi-

QUIENES PUEDEN NOMINAR CANDIDATOS Cada miembro de la 1199SEIU en buena posición tiene derecho a firmar peticiones de candidatura. Favor tener cuidado, sin embargo, de firmar una sola petición por candidato para cada posición.

FECHA LIMITE PARA LAS NOMINACIONES Todas las peticiones de nominación para los puestos de dirigente, organizador, miembro del Consejo Ejecutivo, o Delegado a la Convención del SEIU deben ser sometidas a la Junta Electoral en o antes del 10 de febrero del 2016. Las peticiones pueden ser sometidas hasta las 7:00 p.m. de ese día en las oficinas centrales de 1199SEIU y en las oficinas regionales listadas arriba. El 10 de febrero de 2016 es la fecha límite (con exepción de las peticiones para los delegados; vea abajo). Se recomienda sin embargo, que las peticiones sean sometidas tan pronto estén completas, cosa de que la Junta Electoral pueda iniciar el proceso de verificar firmas y certificación de candidatos lo más pronto posible. Por cada petición sometida, debe obtener un recibo del abajo de cada petición y guardarlo como verificatión del entrega. Además, todo candidato debe someter un formulario que indique su deseo de postularse como candidato. Estos formularios deben ser presentados al mismo tiempo (y en el mismo lugar) que las peticiones de nominación, y deben ser sometidas a más tardar el 10 de febrero.

PARA IMPUGNAR LAS PETICIONES

Para ser elegible como candidato a Delegado es necesario ser miembro en buena posición de la 1199SEIU por un mínimo de seis (6) meses antes de la elección. Si no hay miembros calificados o no hay candidatos para el puesto, entonces se modificarán los requisitos. Un miembro deseoso de presentar su candidatura como Delegado debe obtener las firmas de ocho (8) miembros en buena posición del grupo o departamento donde el miembro desea ser elegido. Sin embargo, en el capítulo de Farmacia y Servicios Humanos (Pharmacy and Human Services Area) solamente se requieren cuatro (4) firmas en una petición de nominación al puesto de Delegado. Para que sean válidas, cada firma en la petición de nominación a Delegado debe incluir los últimos cuatro (4) números del seguro social del miembro, su institución y su departamento. Los capítulos pueden elegir un (1) delegado por cada treinta (30) miembros o cualquier fracción importante subsiguiente en un departamento. Cada grupo del capítulo de Farmacias y Servicios Humanos (Pharmacy and Human Services Area) tiene derecho a elegir un Delegado. Cualquier reglamento adicional para la conducta de estas elecciones que establezca la Junta Electoral se divulgará en Nuestra Vida y Tiempos (Our Life and Times).

La Junta Electoral resolverá cualquier duda sobre la cantidad suficiente de firmas en las peticiones de nominación o sobre la calificación de un individuo deseoso de postularse como candidato a un puesto en específico de la 1199SEIU o cualquier otra duda que trate del proceso de nominación y de certificación de candidatos. La Junta Electoral determinará los procedimientos y la hora y el lugar para escuchar objeciones a las nominaciones o para las apelaciones de sus decisiones. Copias de dichos procedimientos estarán disponibles a partir del 13 de enero de 2016, en todos los locales de petición, al mismo tiempo que los formularios de peticiones estarán disponibles.

NOMINACIÓN DE DELEGADOS DE LA 1199SEIU A partir de miércoles, el 13 de enero del 2016 y hasta el 9 de marzo del 2016, habrá peticiones que podrán usarse para la nominación de Delegados. Estas peticiones también estarán disponibles en las oficinas principales de la 1199SEIU, 310 West 43rd Street, New York, New York, en el piso 7, y en las oficinas regionales listadas arriba hasta el 10 de febrero del 2016, y en el Dept. de Delegados o las oficinas regionales desde el 10 de febrero. La fecha límite para las peticiones de nominaciones a Delegados es el 9 de marzo de 2016.
