2. Introductions Roy Applegate welcomed the group. Introductions were made around the room. 3. Approval of the Agenda Roy Applegate asked for approval of the agenda. MOTION: Eric Snedeker made a motion to approve the agenda. Lynne Vincent seconded the motion. The motion carried unanimously. 4.

Public Comment There was no public comment. PWN & SB277 Roy Applegate introduced Matt Darlington. Matt presented a PowerPoint on Prior Written Notice (PWN). Noting the overall purpose is documentation, explanation, clarification of placement, and dispute resolution. PWN must be written and completed in a reasonable time, however there is no specific timing requirement. It is however, recommended to be completed within 15 calendar days. Further discussion was had among the group. Lastly Matt noted an IEP or an Amendment can serve as the PWN document as long as all components of a PWN are included. AB403 Meagan Meloy gave a brief presentation of the Champion Scholars program. The program connects previous foster youth as mentors for today’s foster youth. Meagan noted they are working in 7 different schools throughout Butte County. Meagan discussed the AB403 bill which is to ensure all foster youth are getting the mental health services they need. The ‘Group Home’ name is now being replaced with ‘Short Term Residential Treatment Program (STRTP)’. The aim is to have students in the STRTP no longer than 6 months, however there will be exceptions made. Also, relatives will now receive the same payment as any foster home. A relative will have to go through same licensing process as any other foster parent and once certified they can take any child not just a family member.

Immunizations & Preschool Heather Senske reviewed SB 792, amended legislative requirements. She noted the regulation landscape is constantly changing and that programs serving young children have a variety of requirements. SB 792 impacts programs within BCOE. The requirements are any volunteers to children must meet immunization requirements outlined in the handout. Requirements are in effect September 1st, 2016. Heather stated there can be significant type A violations for not having the proper immunization documentation and could include a daily fine. The Children Centers themselves are the accountable entity.

Sierra School of Butte County Sheila McCarthy informed the group Sierra School is now up to 26 enrollment count. She noted their Thanksgiving feast is coming up. Sheila also introduced the new Regional Director, Tina Criveli, who will oversee all Northern California schools. Lisa noted she is excited to support Sheila.
10. ERMHS Report Jim Voss and Lena Correa were unable to attend. Maggie Daugherty reviewed the ERMHS Residential breakdown prepared by Jim. Maggie also reviewed the Clinician SEIS implementation plan prepared by Lena. There were no questions from the group.

11. Program Specialist Report Maggie Daugherty noted Kay Paden is still out on medical leave but will hopefully be back by the end of November. In her absence we recently contracted Behavioral Specialist time with BCOE. Maggie also noted she will be going out on medical leave soon, but short term for only 2 weeks. Maggie stated Roy Applegate has been very supportive and responsive during this time. Maggie reviewed two upcoming trainings, Behavioral and Instructinal Interventions being put on by the Diagnostic Center on December 15th and Evidence Based Practices put on by Nick Barlett on December 2nd. Nick reviewed an upcoming Pattern of Strenths and Weakness training happening November 30th. Further information to come. 12. WorkAbility I Julie Romero stated the Job Developers have now made their first pass at all schools, save 3, to complete presentations. They currently have 73 placements. Julie noted the sites are very happy with the services given this year. She also stated she and the Job Developers are more than happy to attend IEPs for transition services, just send her an email. 13. Regional Services Roy reviewed a Framework for Tackling SELPA Allocation Funding PowerPoint. He feels very positive about the SLO model and believes it to be a great design with little modification for Butte County. Maggie Daugherty stated the district itself is very comparable to Butte in size and districts. Maggie noted the SLO model has smaller districts feeding into specific districts rather than the whole county and that SELPA becomes involved only if there is an issue. The process is noted to run smoother and with quicker outcomes. Maggie also discussed the Fiscal Allocation Plan noting it has great guiding principles which is an equitable distribution of funding. The plan protects small LEAs against any small occurrences or high costs that may come up. The plan is a fee for service model with no off the top distributions. Maggie stated the block fee schedule is relatively easy to follow. Roy followed up noting SELPA allocation plans are best built on three guiding principles: Fairness, Accuracy, and Effectiveness. He presented factors currently used in funding allocations such as ADA, District size, and Pupil Count. He also noted other correlates with disabilities not currently used such as Gender, Charter vs Non Charter, and Ethnicity. Roy proposed to the Governing Board to review the data and look for patterns in their own and other LEAs. He would like to tackle this plan with input from both groups to come up with the best solution across the board. 14. SELPA Directors Report Roy Applegate reviewed the following items: New Director Update – Roy noted 3 individuals were interviewed for the SELPA Director position. There are no hires at this time. AT Services Update – Roy noted Nicole Eads has been hired as the AT Specialist replacing Glenda Anderson who recently retired. There is no start date at this time but Roy will be meeting this week to work on a transition plan to get Nicole on board. Roy asks that if there are any priority cases to please let him know so they can do their best to sub Nicole out of the classroom if needed. 15. Items from Districts Diane Olsen noted she has been working with ACES. They will be doing a free showing of the movie Resilience. She also noted WestEd is coming back to Chico for a Co-teaching training in November. Diane will send the flyer to Jenny Dolan to disperse to the group via email once it is complete.

LI Guidelines Update
BACKGROUND: Current policy requires districts to buy batteries for all LI devices. With the use of more devices that are rechargable, we have become aware these need to be replaced periodically. SELPA is proposing a policy revision to pay for the costs of battery replacement in all LI equipment. LI carried over funds over the last two years and the impact of using LI funds to replace batteries should be minimal. FINANCIAL IMPACT: None SELPA RECOMMENDATION: Approve

a. Ordinary computer hardware, software, and monitors used as a general learning resource in the classroom b. Standard classroom necessary toilet devices c. Data collection devices used as diagnostic and assessment tools for student or teacher d. Any duplication of existing classroom equipment for student or teacher e. Non-specialized recreational equipment f. Instructional materials used primarily by teachers instead of student g. More than one specialized computer per student h. Service contracts and maintenance agreements Exceptions to the previous may be allowed when requests and information determine that a special circumstance exists. The lowest cost of equipment that can be presented for purchase of new equipment will be $200.00. Exceptions to the $200.00 cost base are: a. Very specialized textbooks in appropriate media (i.e. large print dictionaries) b. Items which constitute a system (there is no limitation on the lower cost of items necessary to create one piece of equipment as long as it constitutes part of the same new system and the total value exceeds $200.00) c. Repairs/modifications under $200.00 for previously purchased equipment costing over $200.00 d. Applications or software designed to support student’s access needs when a mobile device/computer has been provided through LI funds. e. Batteries, rechargeable or otherwise, required to operate the LI device. f. Ink and toner cartridges for LI printers.
PROCESS FOR DENIALS It is anticipated that a representative will be in touch with the appropriate program director or specialist whose request is denied, in order to assist in clarifying the reason for the denial. In the event additional information is needed to reconsider the request, the representative will assist the appropriate district staff. If the requesting district is not satisfied with the final results, a letter of rebuttal may be submitted to the committee for review and response. No personal appearances to appeal directly to the committee will be allowed unless authorized in advance by the SELPA Director.
