D IOCESE OF A USTIN ETHICS & INTEGRITY IN MINISTRY OFFICE MEMORANDUM
TO:
PASTORS
FROM:
EMILY HURLIMANN, EIM COORDINATOR
SUBJECT:
EIM COMPLIANCE PROCESS CONCERNS
DATE:
FEBRUARY 21, 2017
Recently I have spoken with a number of EIM site administrators and workshop facilitators about concerns some parishioners have regarding the recent news stories about SB 4, Sanctuary Cities, ICE operations and other immigration matters. The concerns expressed are in regards to their safety and security when they complete the EIM process – submitting information in the application for the background check and attending an EIM workshop. The EIM database, run by Austin Computing Solutions, has multiple layers of security features which can be reviewed on the eAppsDB website under Privacy Statement. Once an applicant’s information is submitted into the database, minimal information from that account is accessible, and only to a limited number of persons authorized by the parish pastor or Catholic School principal to monitor overall compliance. In general account notations only show whether a person is approved or restricted from ministry, and when they last attended an EIM Workshop. We have never been contacted by any outside agency requesting access to our database, and if a court order were received to access the database, the diocesan legal department would evaluate the matter. Regarding EIM workshops, in general there would be no reason for any kind of law enforcement official, or any other person not attending a workshop or having some relevant business at the workshop site, to be present at or around an EIM Workshop. In the event there is a concern about the presence of a particular person or group of persons at a workshop host site, the EIM site administrator or workshop facilitator should contact the parish/school administration for assistance and support. In addition, the EIM Office should be notified as well. Please direct additional concerns to the EIM Office. 512-949-2447 (office)
