OAS – Teachers Without Borders 2014 Scholarship Opportunities under the OAS Partnerships Program for Education and Training The Organization of American States (OAS), Teachers Without Borders (TWB) through the OAS Partnerships Program for Education and Training (PAEC), are offering scholarships1 to qualified candidates of the Americas to participate in the online professional development course “Safe and Democratic Schools: Building a Climate of Learning” offered by the OAS and TWB. About the Organization of American States (OAS), Teachers Without Borders (TWB The General Secretariat of the Organization of American States GS/OAS is the central and permanent organ of the Organization of American States (OAS). Through its Department of Human Development, Education and Employment (DHDEE), GS/OAS supports OAS member states in creating policies and executing programs that promote human capacity development at all educational levels in an effort to reduce poverty, inequality, and exclusion through access to quality education and decent work. DHDEE does this: (i) by supporting the efforts of OAS member states to improve the quality of and equity in education; and (ii) by assisting the citizens of the Americas in realizing their full potential by giving them access to knowledge and skills through training and decent work that improves the standard of living for individuals, families and communities in the region. Teachers Without Borders Teachers without Borders (TWB) was created in 2000 to connect teacher professional development and international development. At over 59 million, teachers are the largest group of trained professionals in the world. As transmitters of knowledge and community leaders, teachers are powerful catalysts for lasting global change. Teachers must therefore have a support network to provide the resources, training, tools and colleagues they need to fulfill their important role. TWB advances human welfare through professional development on a global scale. Its programs are conceived, developed, and led by teachers connected by information and each other in order to address demand-driven needs and ensure long-term impact. TWB offers professional development created by teachers themselves; they create tools and mentorship that help the global teacher community connect, cohere, and create in teams.

1. GENERAL PROVISIONS 1.1 This scholarship opportunty is for participation in the online course “Safe and Democratic Schools: Building a Climate of Learning”. 1.2 About the Course: Safe classrooms accelerate achievement, assure families that their children are in good hands, and build strong communities. This course will help teacher 1

leaders to nurture a climate necessary for achievement and safety. Teachers accepted to this course will be required to participate in webinars and discussions, build portfolios, solve problems together, and incorporate models of Peace Zones for their schools and/or communities. The course is designed to ensure that teachers can come away with practical skills they can transfer into their own practice. In addition, teachers will have access to a growing network throughout Latin America and the Caribbean so that they can continue learning from each other long after the course has concluded. 1.3 Those who earn their “Certificate of Completion” will be encouraged to support OAS and Teachers Without Borders keep their finger on the pulse by offering more opportunities to ensure a safe future for teaching, learning, and education itself. 1.4 The programs will delivered entirely online through TWB’s online platform and led by TWB’s senior leadership team. 1.5 The student must possess at least an associate’s degree diploma or certificate of completion prior to the day the application is submitted, have work experience in a related field, and possess basic computer and internet skills. 1.6 The classes will be held in English. 1.7 The course is six (6) weeks long. It will begin on April 1st, 2014, and will conclude on June 2014. 1.8 The expected completion dates of the programs are according to the course duration standards of the TWB. 1.9 Candidates must first apply for the OAS-TWB scholarship. Then the OAS and TWB shall select the OAS-TWB scholarship recipients in accordance with the criteria for the recruitment and selection process to which they have agreed and as outlined in this announcement. The selected candidates will then be informed to register for the selected courses on TWB’s website. 1.10 The deadline to apply for the 2014 PAEC OAS-TWB scholarship is March 15th, 2014 at 11:59 p.m. (official Washington, DC time). The deadline will not be extended and applications received after the deadline will not be accepted. 2. SCHOLARSHIP BENEFITS AND REMAINING PROGRAM COSTS: 2.1. The OAS and TWB shall offer partial scholarships to cover US$150 of the estimated total tuition cost of candidates selected for the scholarship opportunities and registered in any one of the programs listed. 2.2. The scholarship recipients will be responsible for payment of the remaining tuition cost of $75 and any costs not covered by the scholarship to TWB. 3. REQUIRED DOCUMENTATION TO BE SUBMITTED WITH SCHOLARSHIP APPLICATION: 3.1. The application must include the following documents: 3.1.1. Completed OAS-TWB Scholarship Application Form 3.1.2. Copy of government issued identification document 3.1.3. Curriculum Vitae or Resume, without attachments; 3.1.4. Copy of academic records or transcripts of completed courses; 3.1.5. One letter of recommendation from a university professor or current or most recent employer that includes the letterhead of the University/Institution, the Professor’s/Employer’s position within the University/Institution, date and signature. 3.1.6. Students whose native language is not English will be required to submit proof of English proficiency as follows:

3.1.6.1. An official transcript verifying completion of studies in an English speaking university in the last five years OR 3.1.6.2. A test of English as a Foreign Language (TOEFL) or IELTS OR 3.1.6.3. Other standard English proficiency certificates 3.1.7. Proof that you have sufficient funds to cover the tuition costs of US$75 listed in article 2 above by submitting one, or a combination of the following documents: 3.1.7.1. a copy of a bank statement or bank letter; 3.1.7.2. a letter from employer showing monthly or yearly salary; or 3.1.7.3. a letter showing student loan or additional scholarship(s), grants, financial aid. 4. SCHOLARSHIP SELECTION CRITERIA: 4.1. The merits and overall credentials of the candidate, including his/her academic and professional background; 4.2. Geographical distribution of the applicants, taking into account the greater needs of the smaller and relatively less developed economies; 4.3. Applicants whose application portrays the highest potential for impact upon return to their countries of origin; and 4.4. Gender diversity. 5. DUTIES AND RESPONSIBILITIES OF THE STUDENT 5.1 Have unrestricted Internet access and a computer with the minimum technical specifications as indicated for each course. 5.2 OAS scholarships will be formally awarded only after the selected scholarship awardees have signed the Scholarship Acceptance Form, in which the awardees formally accept the scholarship and agree to its terms and conditions. 5.3 Scholarship awardees shall pay the remaining tuition fees before the course starts. 6

SCHOLARSHIP ELIGIBILITY REQUIREMENTS 6.1 Be citizens and/or permanent legal residents of any OAS member state, except the United States, as no OAS scholarship shall be awarded to an individual for academic studies, research or professional development training in the OAS member state of which the individual is a national or permanent resident. 6.2 No type of employment or commercial relationship shall be established between the OAS or TWB and the OAS-TWB scholarship recipients. Similarly, the OAS and TWB shall not assume any type of liability, whether civil, contractual or non-contractual, during the entire scholarship period.
