Hands In Healing…Feeding Hungry Hearts Welcome to the 122nd Annual Meeting of the Convention of the Diocese of Los Angeles. Thank you for your presence and participation as we plan and shape mission and ministry in our diocesan family and the communities we serve. During our opening service of Holy Eucharist, one bishop will pass the crozier to another, signifying change and transition as well as continuity and unity. The episcopacy of the sixth bishop of Los Angeles began with the theme of “Hands in Healing.” The seventh bishop has adopted the theme of “Feeding Hungry Hearts.” Different words, but the same work: Gaining a foretaste of heaven by building a kingdom of justice and freedom for all of God’s people, a vocation won for us and demanded of us by the gospel and resurrection of Jesus Christ. As usual, we will hear reports from the Committee on Constitution and Canons, the Treasurer, the Committee on Resolutions, and other reports as required or requested. We will visit the Exhibit Hall often, getting started with our Christmas shopping and supporting the varied ministries of the diocese. We will renew friendships and, by the grace of God, begin new ones. Doing this good work, we will remember what brings us together in glorious diversity and difference rather than what divides us. May the Spirit of Christ be with you these days of convention and in the Advent and Christmas seasons and the year to come.

The One Hundred Twenty-second Annual Meeting of the Convention of the Church in the Diocese of Los Angeles will convene in the Ontario Convention Center, 2000 East Convention Way, Ontario, California, on Friday, December 1, 2017. Registration for delegates and alternates will open at 8:30 a.m. in the registration lobby.

herefore, since it is by God’s mercy that we are engaged in this ministry, we do not lose heart. We have renounced the shameful things that one hides; we refuse to practice cunning or to falsify God’s word; but by the open statement of the truth we commend ourselves to the conscience of everyone in the sight of God. And even if our gospel is veiled, it is veiled to those who are perishing. In their case the god of this world has blinded the minds of the unbelievers, to keep them from seeing the light of the gospel of the glory of Christ, who is the image of God. For we do not proclaim ourselves; we proclaim Jesus Christ as Lord and ourselves as your slaves for Jesus’ sake. For it is the God who said, “Let light shine out of darkness,” who has shone in our hearts to give the light of the knowledge of the glory of God in the face of Jesus Christ. But we have this treasure in clay jars, so that it may be made clear that this extraordinary power belongs to God and does not come from us. We are afflicted in every way, but not crushed; perplexed, but not driven to despair; persecuted, but not forsaken; struck down, but not destroyed; always carrying in the body the death of Jesus, so that the life of Jesus may also be made visible in our bodies. Under Diocesan Canons, the Committee on Constitution and Canons has the duty to consider and report recommendations about all proposed amendments to the Constitution and Canons. After considering a proposal, the Committee normally makes one of the following recommendations: a. RECOMMEND ADOPTION AND SO MOVE. This is done when there appear to be no legal or policy objections and the proposal appears desirable.

b. RECOMMEND NO ACTION. This is done when there are legal or policy objections. c. RECOMMEND REFERRAL TO…AND SO MOVE. This is done when there is need for further consideration. d. NO ACTION REQUIRED. This is done when the proposal would not change the effect of existing provisions. e. RECOMMEND NO ADOPTION AND SO MOVE. This is done when the Committee believes the changes proposed would not be beneficial, advantageous, or necessary. Proposed amendments to the Constitution and to the Canons must be filed with the Secretary of Convention at least 100 days before the meeting of Convention (Constitution, Article XXIII, Section 47 and Canons, Section 34.01). Late proposals for amendments can be considered at Convention only by unanimous consent of Convention (Canons, Section 34.05). The Secretary of Convention is responsible for providing the proposals to all delegates at least 35 days prior to Convention. An affirmative vote of the majority of the voting delegates to a meeting of Convention is required to amend Canons (Canons, Section 34.00). A Constitutional amendment requires a majority vote at two Conventions. The “second reading” must be passed by both clergy and lay orders voting separately and be concurred by the Bishop. The “first reading” can be amended at the “second reading” by a two-thirds vote of the Convention (Constitution, Article XXIII, Section 47). This year, one (1) proposed amendment to the Constitution (first reading) was filed with the Secretary of Convention. 2 Seating

Proposed Amendment to the Constitution (First Reading) A. Proposed amendment to Article VI by the Secretary of Convention ARTICLE VI THE MEMBERS OF CONVENTION NONE UNDER CENSURE ALLOWED SEATS 17.

No person under Ecclesiastical censure or process, whether a member of the clergy or laity, shall be allowed a seat in the Convention.

(AMENDED February 6, 1976) Amend as follows:

No person under Ecclesiastical censure or process, whether a member of the clergy or laity, shall be allowed a seat in the Convention.

(AMENDED February 6, 1976) Delete Section 17 in its entirety.

Explanation: This Constitutional Section does not take into consideration those people with long-term censures, such as a directive to not drink while on the church campus or at church functions; do not date any member of your church again; you may no longer work with children, etc. Perhaps the intent of Section 17 was to prohibit anyone under a current short-term discipline from attending the Convention, thus disallowing a voice and vote for that person. However, the Section does not read or work that way, and therefore, should be stricken in its entirety. Under The Episcopal Church Canons, Title IV as amended in 2015 and adopted by the Diocesan Canon 33, all “respondents” are presumed innocent of all charges throughout the Title IV process (Title IV.19.16). The Diocesan Disciplinary Board is given the power to limit a respondent’s participation in Diocesan and/or General Convention (Title IV.14.6). Therefore, Article 17 of the Diocesan Constitution is in conflict with The Episcopal Church Canons and should be deleted.
