Participation opportunities for indigenous peoples in the areas of regional decision making were promoted , such as climate funds, processes and reflection analysis was performed on the 25th anniversary of adoption of ILO 169 Convention, Indigenous surveillance and proposals of indigenous peoples for the Conference of Parties in the United Nations for Climate Change were promoted.

This project developed the first study of the situation of REDD+ at a national level for Peru, both in regards of project approach, as well as a national perspective (https://issuu.com/darperu/docs/situacion_redd_peru); This is one of the pioneering studies in the country. The publication was used as a reference document for decision makers; thus contributing to the improvement of national REDD processes (FCPF and FIP). The information used in the study was collected and sorted based on models that were developed to identify key aspects of REDD process in Peru; actors, processes and projects. After analyzing the information, it was presented to certain actors in order to receive input and comments, which were added. The project began with InWent (and finished with GIZ due to the merging of German cooperation). It also received financial support from Environmental Defense Fund; and its publication was supported by Charles Stewart Mott Foundation and DAR own resources.

Conditions for improving the environmental and social management of investments in Loreto were promoted; this was achieved by the creation and systematization of information for a Strategic Environmental Assessment which allowed the strengthening of existing information platforms (Regional Environmental Information System, GeoNetwork). This was possible with the work in conjunction with the Regional Government of Loreto (GOREL). Also, different actions for capacity and coordination strengthening were conducted; aimed at indigenous communities and local governments. Thus, a diagnosis of the economic, social and environmental situation of Loreto were generated (Loreto to 2021 (http://www.dar.org.pe/archivos/publicacion/loreto2021_final_re.pdf), File ABC of EAE (http generated /www.dar.org.pe/archivos/publicacion/68_abc_eae_final.pdf), among others). This work then allows the configuration of the Indigenous REDD and REDD Loreto forums, the formation of a technical committee to analyze the different methodologies of deforestation and a proposal for SEA for the National REDD Strategy.

This project focused on : indigenous participation in the design of rules and procedures governing the use of their forests; the creation of technical tools for developing management plans in forests of native communities; modifying the procedures for handling forest permits in forests of native communities and strengthening the institutions of community forest management. The project was developed in the Ucayali region in partnership with the Forestry and Wildlife (DGFFS), the Forestry Department and Wildlife Ucayali (deffs -U), the Interethnic Association for the Development of the Peruvian Rainforest (AIDESEP) and the Indigenous Organization AIDESEP Ucayali (ORAU).

The project has contributed to the conservation of the Amazon ecosystem, with emphasis on protected areas, through improved planning and environmental assessment in Loreto using the Strategic Environmental Assessment (SEA); This is an environmental management tool developed by DAR in direct coordination with the Regional Government of Loreto (GOREL). Similarly, it has assisted in the implementation of the Spatial Data Infrastructure (SDI) of Loreto (http://geoportal.regionloreto.gob.pe/) which is used in the processes of planning and management of public policies ; This is a pioneering initiative in the country and has served as motivation to other government agencies. Through the project, DAR participates in the formulation of Socio-Environmental Management programs to strengthen environmental institutions of Loreto on issues related to: (i) Economic Assessment and evaluation of productive chains of natural resources, (ii) Integration of social aspects and environmental production chains of fisheries and aquaculture, among others. Also in development of recommendationsto strengthen the Environmental Assessment System in hydrocarbons, hydro power, water resources, mining and electricity. The project was conducted in partnership with the Data Center for Conservation of the Universidad Nacional Agraria La Molina (CDC-UNALM), the Group of Analysis for Development (GRADE), the Institute of Peruvian Studies (IEP) and Etche International.

The project's main objective is to improve the environmental and social governance in the Peruvian Amazon. The project has three action components: environmental justice, climate justice and articulation for regional political influence. Environmental Justice is focused on contributing to improving coordination and cooperation between civil society actors to position the social environmental management and its safeguards in public policies, applicable to energy and infrastructure investments in the Amazon. For this, a proposal to strengthen the National System of Environmental Impact Assessment (SEIA) was achieved; recommendations for the implementation of safeguards and rights enforcement in energy activities and infrastructure.

Climate Justice focuses on contributing to improving coordination and cooperation between the civil society actors to position the adaptation to climate change in public policies on forests and the Amazon in Peru facing climate change in the Amazon region. For this purpose a proposal for the inclusion of adaptation to climate change in public policies on forests, articulated to international processes was achieved; Similarly, a proposal of instruments for mitigation and adaptation to climate change that take into account the rights of indigenous peoples. The third component, regional Articulation for political inference is aimed at strengthening DAR in technical and managerial capabilities to achieve synergies with organizations in the Amazon region by building a joint agenda that promotes research, analysis and public policy advocacy proposals under a gender rights approach and integrate the social and environmental well-being. This ended up in carrying out the comparative analysis of safeguards that could serve as a basis for the meeting with the BNDES safeguards related to their investments. Also, the development of a road map / joint advocacy pacesetter for strengthening the position of civil society; and a proposal for promoting participation in COSIPLAN to be considered at the first Forum of Citizen Participation of UNASUR.

The capabilities of the Management Communal Committee Tamshiyacu ACR Tahuano for environmental governance and implementation of joint management mechanisms were consolidated and strengthened. Legal proposals to recognize the control and monitoring of natural resources were elaborated and validated, made by the populations located in the buffer zone of the ACR. Technical assistance to the Fondo de las Americas USD Management Committee of ACR for the implementation of internal agreements for FONDAM the management and use of natural resources are also provided. In this project we worked directly with the communities in the buffer zone of the ACR and the Regional Government of Loreto and civil society organizations working in the area.

The objective of this project is to strengthen national and regional public management to identify, implement and fund strategic measures aimed at the conservation of ecosystems in Loreto and reduce social and environmental risks related to economic and large-scale infrastructure activities. It was possible to make the Ministry of Environment approve the Strategic Environmental Assessment (SEA) of the Concerted Regional Development Plan (PDRC) of Loreto to 2021, being the first, and still only, ministerial approval an instrument of this type has ever received. Technical proposals are being developed to strengthen environmental assessment by the Sistema Nacional de Evaluación Ambiental -SEIA- (Environmental Impact Assessment System) and the Servicio Nacional de Certificación Ambiental para las Inversiones Sostenibles -SENACE- (National Environmental Certification for Sustainable Investment); There has been promotion of the strengthening of the comanagement of Regional Conservation Areas of Loreto. Support is being provided to the Regional Government of Loreto (GOREL) in pursuit of funding for the implementation of Environmental Management Programs identified in the SEA; The GOREL contact with sources of funding has been achieved, hoping that alliances are made. The strengthening of Spatial Data Infrastructure is being continued to improve development planning and decision-making in Loreto. The project is conducted in partnership with the Group SEGG Peru (Sistema de Estimación de Emisiones de Gases de Efecto Invernadero -Emissions of greenhouse gases Estimation System).

Proposals for national and regional regulations on the recognition and articulation of indigenous surveillance with the support of indigenous peoples at a national level were generated. There was involvement and advocacy aimed at regional and national authorities regarding the proposed regulations for the institutionalization of indigenous surveillance activities on natural resources' exploitation(Congress, Ministry of Energy and Mining, National Forest Service and wildlife, the Agency for Assessment and Environmental Control, Regional Government of Ucayali). Technical assistance was also provided to indigenous organizations (Regional Organization of the Inter-Ethnic Development Association of the Peruvian Jungle Ucayali) for the maintenance and strengthening of the legal promoters in two native communities, who actively participated in the contribution of the legal framework proposal for the institutionalization of indigenous surveillance.

Strengthening indigenous surveillance to overcome discrimination of indigenous peoples in the decision making process regarding their territories

There was significant contribution to eliminate discrimination against indigenous peoples, guaranteeing their rights of participation, consultation and consent in decisions made on their territories and natural resources. Technical assistance was provided in important processes of consultation at a national level such as the Consultation Regulations of the Forestry Law and the Consultation on Amazon Hidro roads level. Surveillance systems were integrated and developed where Indigenous initiatives in four regions of Peru are articulated: Loreto, Ucayali, Cusco Central rein forest and with indigenous organizations. Indigenous Surveillance actions are concentrated mainly in mining activities and infrastructure in their territories in forestry, hydrocarbons, infrastructure, including territorial protection of indigenous peoples in voluntary isolation, first contact and health. An awareness campaigns being developed for the recovery of indigenous surveillance as an instrument of environmental and social protection. Indigenous organizations and leaders who make surveillance in Ucayali, Loreto, Cusco and Junin are being strengthened. At the end of the project it´s been proposed to achieve recognition and institutionalization of indigenous surveillance and addressing the joint with different state structures(at regional and national level). Institutions and actors involved in this process are: Indigenous Organizations of Loreto, Ucayali, Junín and Cusco, institution responsible for forest resource PeruSERFOR, Congress, responsible for environmental assessment and oversight of Peru-OEFA Institution, Ministry of Culture, Ombudsman, Ministry of Transport and Communications, Ministry of Energy and Mines, Regional Government of Ucayali, Loreto, Cusco and Junin.
