Mauricio Ventura Ministro de Turismo de Costa Rica Mauricio Ventura Aragón, Ministro de Turismo de Costa Rica, es Máster en Administración de Empresas con énfasis en Finanzas, graduado en la American University de Washington DC. Además de su actividad privada, ocupó el cargo de Presidente de la Cámara Nacional de Turismo de Costa Rica, fue miembro de la Junta Directiva de la Unión Costarricense de Cámaras y Asociaciones de la Empresa Privada y Presidente de la Federación de Cámaras de Turismo de Centroamérica. En amena conversación en el despacho del Señor Ministro, pudimos compartir algunas de las claves de su exitosa gestión al frente del Instituto Costarricense de Turismo, así como los logros obtenidos hasta el momento y los objetivos planteados como prioritarios en su gestión.

Minister of Tourism of Costa Rica Mauricio Ventura Aragón, Minister of Tourism of Costa Rica, graduated at the American University of Washington D.C., o b t a i n i n g a M a s t e r ’s Degree in Business Administration with a major in Finance. In addition to his private activity, he served as President of the National Chamber of Tourism of Costa Rica; he was a member of the Board of Directors of the Costa Rican Private Chambers and Associations Board, and President of the Federation of Central American Chambers of Tourism. In a pleasant conversation at the Minister’s office, we had a chance to share some of the key ideas to his successful management at the head of the Costa Rican Tourism Institute. He gave us an overview of the country’s achievements to date and the objectives set as priorities in his administration.

¿Cómo ha evolucionado el sector turístico en Costa Rica desde que asumió al frente del Ministerio de Turismo?

How has the tourism sector evolved in Costa Rica since you took over the Ministry of Tourism?

Nos hemos enfocado en algunas cosas muy puntuales. La conectividad de un país es fundamental, por lo que hemos hecho un esfuerzo muy grande para traer nuevas líneas aéreas al país, pero también lograr el aumento de frecuencias en algunas rutas ya operadas. De esta forma logramos traer ocho nuevas líneas aéreas durante el año pasado, principalmente de Norteamérica y Europa. Por supuesto Estados Unidos es nuestro mercado natural, por cercanía y por tamaño, pero Europa cada vez toma mayor importancia. Pasamos de tener solo un vuelo directo con Madrid a dos vuelos a Alemania con Cóndor, un vuelo a Paris con Air France, uno a Londres con British Airways y el próximo 9 de mayo agregaremos otro vuelo directo, en este caso a Zurich con Edelweiss, de manera

We have focused on some very specific things. A country’s connectivity is essential, so we have made a great effort not only to bring new airlines to the country, but also to increase the frequency of flights in some existing routes. Hence, we managed to bring eight new airlines over the past year, mainly from North America and Europe. Of course, the United States is our natural market, because of its closeness and size, but Europe is growing steadily. We went from just one direct flight to Madrid to two flights to Germany with Condor, one flight to Paris with Air France, one to London with British Airways and the forthcoming 9th of May we will add another direct flight to Zurich with Edelweiss. Thus, the connectivity with Europe has been substantially extended, and the results have become apparent. For example, the UK market had a 50% increase, which

que se ha ampliado sustancialmente la conectividad con Europa con resultados a la vista. Por ejemplo, el mercado del Reino Unido tuvo un incremento del 50%, por lo que claramente teníamos un cuello de botella con este mercado. Adicionalmente hemos desarrollado muchos temas de inteligencia de mercado con una serie de productos que no teníamos. Existen muchos productos, por lo que se debe ser muy eficiente con el uso de los recursos, conocer muy bien a nuestros clientes y sus necesidades y estar constantemente realizando ajustes, no solo por parte del sector público sino también del privado. Además, aumentamos los presupuestos de mercadeo en general, lo que nos permite realizar más acciones dirigidas a estos mercados, incluyendo, por supuesto, el mercado latinoamericano, donde hemos hecho estudios muy importantes, lo que nos permite dirigirnos con mayor certeza hacia ellos. Hemos fortalecido el producto costarricense con temas adicionales: cultura y turismo de bienestar. Costa Rica es conocida internacionalmente por su naturaleza y por su aventura. De acuerdo al Foro Económico Mundial, Costa Rica es número uno entre más de 140 países en temas de naturaleza y número dos en aventura, por lo que estamos muy bien posicionados a nivel mundial. Ahora, lo que estamos es ampliando esa cobertura al tema cultural y de bienestar, unidos al turismo de aventura y naturaleza, y creo que lo estamos haciendo con muy buen suceso. La retroalimentación recibida nos indica que estamos por el camino correcto, por lo que también hemos reforzado las acciones que veníamos llevando a cabo.

clearly shows that we had a bottleneck with this market. Additionally, we have developed many market intelligence issues with several products that were not available in the past. There are many products, so we need to be very efficient with the use of resources, be well aware of our customers and their needs, and be constantly making adjustments. This applies not only to the public sector but also to the private sector. We also increased the marketing budgets in general, which allows us to better target these markets, of course to include the Latin American market, where we have made very important studies, which reassures us in our work. We have strengthened the Costa Rican product with additional themes: culture and wellness tourism. Costa Rica is known internationally for its nature and its adventure tourism. According to the World Economic Forum, Costa Rica is number one among more than 140 countries in nature tourism and number two in adventure tourism, so we are very well positioned worldwide. Now we are expanding our scope to cover the cultural and welfare themes, in addition to adventure tourism and nature, and I believe we are doing it with very successfully. The feedback received indicates that we are on the right track, so we have also reinforced the actions already under way. Costa Rica siempre se caracterizó por su vida natural, el turismo aventura, de playa y ecológico, ¿cuándo surge la inquietud de ingresar al mercado internacional de reuniones? El turismo de reuniones es un tema antiguo en Costa Rica. Por supuesto que se viene trabajando desde hace muchos años, con diversas actividades y congresos de importancia, pero además antiguo, porque desde hace bastante tiempo se viene hablando sobre la construcción de un centro de convenciones. Costa Rica tiene salones y hoteles con salas para eventos muy buenos, pero no es lo mismo que un centro de convenciones, por lo que era de vital importancia contar con una infraestructura de este tipo. Por eso, una de las labores en la que nos hemos empeñado es hacer realidad el centro de convenciones. Nos hemos dedicado a ello desde que asumí mi cargo

y con buenos resultados ya que estamos en el proceso de construcción, iniciado en enero de este año y se espera que finalice en febrero de 2018. Es un centro adecuado para Costa Rica, con una capacidad máxima de 4.600 personas, de última generación, con una excelente ubicación, a mitad de camino entre la ciudad y el aeropuerto, con una buena cantidad de habitaciones de alto nivel en hoteles cercanos.

Al estar en Costa Rica, el Centro no es la excepción en las exigencias de sostenibilidad, con todo lo que se esperaría hoy en día, incluyendo una hectárea de paneles solares en el techo, plantas de tratamiento, iluminación LED, además de otras cosas que en otros lugares no se esperan pero que aquí si, como la reforestación de toda el área, lagos, un centro de convenciones de alguna manera tipo “parque”, más que una construcción de concreto ubicada en un determinado espacio. Los 15.600 m2 de construcción podrán duplicarse en caso necesario, ya que se cuenta con la previsión de terreno para este fin.

Costa Rica has a lot of very good venues and hotels equipped with rooms suitable for meetings, but not at all as a convention center, so it was essential to have an infrastructure of this type.

Un factor importante en Costa Rica es que no estamos promocionando solamente el centro de convenciones, sino a todo el país como destino de reuniones. El modelo de turismo que hemos desarrollado, es diverso y disperso. Diverso porque Costa Rica ofrece muchas cosas y disperso porque las ofrecemos en todo el país al no tener grandes concentraciones de desarrollo turístico, por el contrario, tenemos muchos centros turísticos pequeños en todo el país, lo que permite al turista que nos visita quedarse muchas noches en el país, con una de las estadías más largas. El turista que viene a Costa Rica se queda 3 o 4 noches en 3

The meetings tourism is not new in Costa Rica. Of course, we have been working for many years; we have held many activities and important congresses; and we have been talking about the construction of a convention center for quite a while.

That is why one of the tasks that we undertook was to make the convention center come true. We have been dedicated to this since I took over as minister, and with good results, since the construction is already underway; it started in January of this year and is expected to be completed by February 2018. It is a suitable center for Costa Rica, with a maximum capacity of 4,600 people; it will be a state-ofthe-art building in an excellent location, halfway between the city and the airport, offering several accommodation choices with plenty of beds in top quality hotels nearby. Sustainability is a priority in Costa Rica, and the Center is no exception, meeting all the sustainability requirements. It has everything that would be expected for a project of this kind today, including a hectare of roof solar panels, water treatment plants, and LED lighting, as well as other things that Costa Rica considers a priority, even when they might not be expected in other places. One of those unexpected aspects is the re-forestation of the whole area and the construction of lakes, to get a more park-type

Eso es lo mismo que queremos hacer con el turismo de reuniones, no solo porque Costa Rica, siendo un país, pequeño le permite al visitante moverse con gran facilidad para los pre y post tours, pudiendo desayunar en el Caribe y almorzar en el Pacífico sin ninguna dificultad, convirtiendo a San José en un Hub perfecto para realizar actividades muy distintas. Las estadísticas dicen que las reuniones menores a 500 delegados son el 80% del total que se realizan, y Costa Rica tiene una gran cantidad de lugares, hoteles y demás, con facilidades para hacer reuniones de este tipo por todo el país. Por eso lo que pretendemos es tener al Centro de Convenciones como cabeza visible de esta industria pero no exclusiva, sino que pueda permear actividades a diferentes zonas del país. La idea es que el país entero se beneficie de la industria de reuniones y ser consistentes con ese modelo de desarrollo que distribuya los ingresos en las diferentes comunidades. Estamos realmente muy entusiasmados con el centro, estamos haciendo un esfuerzo importante, participamos en todas las ferias cada vez con mayor interés, también en asociaciones regionales y globales del sector. Es una estrategia, un proceso completo, no es un disparo en la oscuridad, y estamos seguros que Costa Rica será muy bien recibido porque ya tenemos una marca y un reconocimiento como un país tranquilo, de paz, con gente amable donde los visitantes son bien recibidos, además de líderes de sostenibilidad en el mundo. ¿Por qué Costa Rica? ¿Por qué elegir a Costa Rica para un próximo evento internacional? El otro día me dijeron que Costa Rica era el “Secreto Mejor Guardado”, y yo creo que es cierto. Era hora

It is important to consider that we are not promoting the convention center alone, but the whole country as a meetings destination. The model of tourism we have developed is varied and scattered. It is varied because Costa Rica has a lot to offer, and it is scattered because our offer is spread throughout the country – there are no large tourism clusters - rather the contrary - we have many small resorts scattered all around the country. Thanks to that, the tourists that visit us can stay several nights in the country. Tourists typically come to Costa Rica for 3 or 4 nights, and visit 3 or 4 places, because they usually travel around the country; they see different things, they do different activities, so the country behaves as a multiple destination. That is the same thing we want to do with the meetings sector. Costa Rica being a small country, visitors can move easily in pre -and post- meeting tours. Tourists can easily have breakfast in the Caribbean and lunch in the Pacific Coast, making San José a perfect hub for very different activities. According to statistics, 80% of the meetings receive less than 500 people, and Costa Rica has many venues, hotels and facilities suitable for this type of meetings throughout the country. That is why we intend to have the Convention Center as the visible head of this industry, but not as the only possibility, also promoting activities in different areas of the country. The idea is that the meetings industry should benefit the entire country, in line with a development model that favors the distribution of income in several communities. We are really very excited about the center; we are making an important effort; we participate in all the trade shows with increasing interest, and we have also joined the regional and global associations of the sector. It is all part of a strategy, a comprehensive process - not a shot in the dark - and we are sure that Costa Rica will be very well received because we already have a brand and we are recognized as a peaceful country with friendly people where all visitors are well received, and we are among the world’s leaders in sustainability.

Why Costa Rica? Why should Costa Rica be the choice for the next international event?

Les diría que vengan, que no se van a arrepentir. Costa Rica ofrece una serie de condiciones muy particulares, no solo van a encontrar gente capacitada, una industria hotelera importante y consolidada con gran experiencia para hospedar a sus delegados, todo lo que se requiera de operación turística, todo lo necesario en las sedes para la realización de un evento, pero además van a encontrar un país en el ombligo de América, con muy buena conectividad, con muy fácil accesibilidad, tanto desde América Latina como desde Estados Unidos, donde se ofrece una mezcla muy interesante, pudiendo realizar su reunión, su congreso u otro tipo de evento con gran tranquilidad en un país de paz, sin riesgos.

De cara al futuro, ya que las reuniones se planifican con varios años de antelación, en Costa Rica, aunque haya cambios de gobierno, podrán encontrar la misma paz y tranquilidad, donde se pueden hacer contratos a futuro sin ningún riesgo de cambios de ningún tipo, y además los participantes van a poder estar en un destino interesante, bien posicionado, al que vale la pena conocer y visitar, además de combinar las actividades académicas con paseos y visitas a lugares interesantes. Por eso creo que Costa Rica va a ser muy exitoso en este proceso, por lo que los esperamos a todos!

I would tell them to come, that they will not regret it. Costa Rica offers quite a few very special conditions; not only will you find highly qualified people, an important and consolidated hotel industry with great experience to host your delegates, everything needed for tourism operations, and for the organization of events, but event organizers will also find a country in the center of the Americas, with very good connectivity, with great accessibility, both from Latin America and from the United States, with a very interesting mix and absolutely capable of safely holding their meetings, congresses or other types of events in a safe and peaceful country. Looking ahead, since the meetings are planned several years in advance, in Costa Rica, it is important to highlight that the country has state policies, so even if there are changes in government you can sign contracts for future events with the certainty that there will be no changes. Moreover, the participants will enjoy an interesting and well-positioned destination that is worth knowing and visiting; they can combine academic activities with walks and visits to very interesting places. That is why I believe that Costa Rica will be very successful in this process, so we look forward to seeing you all here!

El Poder Ejecutivo está encabezado por el Presidente de la República, quien es electo por voto popular directo, secreto y universal, para un período de cuatro años, teniendo entre sus facultades el nombramiento de ministros, presidentes de instituciones autónomas, vetar leyes, firmar decretos, etc.

The Executive Power is headed by the President of the Republic, who is elected by direct, secret and universal popular vote, for a four-year period. Among others, presidential powers include the appointment of ministers, presidents of autonomous agencies, vetoing laws and signing decrees.

El actual Presidente de la República es Luis Guillermo Solís, acompañado por dos vicepresidentes también elegidos por voto popular: Helio Fallas Venegas y Ana Helena Chacón Echeverría. En lo que respecta al Poder Legislativo, el mismo funciona en la Asamblea Legislativa de Costa Rica, órgano unicameral con 57 diputados encargados de aprobar, reformar o derogar leyes y decretos. Los legisladores son electos por voto popular directo, secreto y universal para un período de cuatro años. Entre sus funciones se destacan el nombramiento de magistrados de la Corte Suprema de Justicia, nombrar comisiones legislativas encargadas de estudiar los proyectos de ley, aprobar cada mes de noviembre el Presupuesto de la República, levantar la inmunidad diplomática a los miembros de los Supremos Poderes, reformar la Constitución Política, aprobar o rechazar convenios y tratados internacionales y llamar a funcionarios públicos o ciudadanos para rendir cuentas en los casos que se amerite. El Presidente del directorio legislativo podrá asumir la Presidencia de la República en ausencia del presidente y sus vicepresidentes.

The current President of the Republic is Luis Guillermo Solís, and is accompanied by two vice presidents also elected by popular vote: Helio Fallas Venegas and Ana Helena Chacón Echeverría. As far as the Legislative Branch is concerned, it functions in the Legislative Assembly of Costa Rica; this unicameral body has 57 representatives and is responsible for approving, amending or repealing laws and decrees. The legislators are elected by direct, secret and universal popular ballot for a four-year period. Their duties include the appointment of judges to the Supreme Court of Justice, the appointment of legislative commissions to discuss bills, the adoption of the Republic’s Budget each November, the lifting of diplomatic immunity to members of the Supreme Powers, reforming the Political Constitution, adopting or rejecting international conventions and treaties, and calling on public officials or citizens to be accountable in cases where it is warranted. La Corte Suprema de Justicia es el órgano mayor de la administración de la justicia en estricta conformidad con las leyes, cuya obligación es hacer respetar las leyes de la República. Además de las funciones que la Constitución le señala, debe conocer de los procesos civiles, penales, penales juveniles, comerciales, laborales, contencioso-administrativos y civiles de hacienda, constitucionales, de familia y agrarios, así como de las otras que establezca la ley. La Corte está compuesta por 22 magistrados electos por la Asamblea Legislativa durante un

In addition, the Legislative Assembly has two auxiliary bodies: the National Comptroller General, which controls the use of public funds to improve the management of the Public Treasury and contribute to political and citizen control, and the Ombudsman’s Office, which checks that the activity of the public sector conforms to the legal and moral order, to ensure that the rights and interests of Costa Ricans are always protected. The Supreme Court of Justice is the highest body in charge of the administration of justice in strict accordance with the national law. Its job is to enforce laws in the country, and in addition to the functions foreseen by the Constitution, the SCJ tries all the cases foreseen by the law, including, but not limited to those in the civil, criminal, juvenile, commercial, labor, administrative and tax crimes, as well as those in the constitutional, family and agrarian domains.

The Court has 22 judges elected by the Legislative Assembly for a period of eight years. It is also responsible for appointing the judges of the Supreme Electoral Court. In Costa Rica, both the general elections (President and Representatives for the Legislative Assembly) elections and the local elections (Mayors, Regidores, Trustees, District Councilors and Intendants, wherever this former position exists), are held every four years, but the former occur two years in advance. All elections are organized by the Supreme Electoral Court of Costa Rica, a totally independent body created in 1949 by the current Political Constitution, being the highest constitutional body in electoral matters and therefore responsible for the organization, management and oversight of all acts related to suffrage. All citizens over 18 years in the electoral register have the right to vote; national elections have taken place uninterruptedly since 1949 to elect president, representatives and municipal councilors. Mayors for each of the cantons of the country have been elected separately since 1998, also every four years.

International consultants speak of Costa Rica’s potential for becoming a regional leader in convention tourism as the “Best Kept Secret”.

Entre otras acciones, se creó el Programa Embajadores, que apunta a convertir a los líderes de distintos sectores productivos del país y al público en general en embajadores del país para atraer reuniones internacionales.

One of the many actions in that direction was to create the Ambassadors Program, which seeks to make the leaders of the country’s various production sectors and the general public ambassadors whose task is to attract international meetings.

Este plan se viene desarrollando desde hace algún tiempo y tiene como base tres pilares fundamentales: dar a conocer al país como destino de reuniones, desarrollar estrategias de atracción para este tipo de turistas y emular las experiencias de éxito de las principales ciudades sedes de turismo de convenciones. Para alcanzar este objetivo, el Instituto Costarricense de Turismo se encuentra trabajando en conjunto con el Buró de Convenciones de Costa Rica, con el apoyo de consultores internacionales especializados en la materia.

This plan has been running for some time, and is based on three key pillars: to make the country known as a meetings destination, to develop strategies for attracting this type of tourists, and to emulate the successful experiences of the main cities known for conventions tourism. To that aim, the Costa Rican Tourism Institute (ICT, for its Spanish acronym) is working with the Costa Rican Conventions Bureau, with the support of international consultants specialized in the field.

Según expresiones vertidas por el Ministro de Turismo Mauricio Ventura, confirmó que se están haciendo esfuerzos importantes para atraer convenciones a Costa Rica, pero siempre teniendo en cuenta que este es un proceso a largo plazo y por eso desde ya “estamos aprendiendo y aliándonos con los mejores del sector”. Las acciones de Costa Rica para diversificar el segmento turístico y abrirse camino en el nicho de “pure meetings” van por buen camino, ya que este proyecto se ha desarrollado con mayor fuerza en los últimos años. El país tiene lo necesario para convertirse en referente internacional de este campo, iniciando con la construcción del Centro Nacional de Congresos y Convenciones, proyectado para 2018.

According to statements made by the Minister of Tourism Mauricio Ventura, important efforts are being made to attract conventions to Costa Rica; however, as we acknowledge this is a longterm process, we are now “learning and creating partnerships with the best in the industry”. Costa Rica is in the “right track” in its efforts to diversify the tourist segment and to make way in the niche of “pure meetings”, since this project has gained momentum in recent years. The country has what it takes to become an international benchmark in this field, starting with the construction of the National Congresses and Conventions Center, to be completed in 2018.

The objective of this plan is to motivate the Costa Rican professional community that participates in international meetings to bring congresses home, be it in medicine, engineering, technology or any other field of expertise. Costa Rica se encuentra nuevamente en un punto crítico que podría definir el antes y el después del Sector Turístico. Así como en los años ochenta se tuvo la sapiencia para hacer cambios a la legislación para fomentar los incentivos turísticos lo cual permitió a grandes empresas invertir en el sector, pero sobre todo a pequeños costarricenses incursionar activamente en este mercado, en estos momentos nos ubicamos otra vez en un punto de inflexión; hemos ingresado al Sector MICE.

In the 80s, Costa Ricans were wise to amend their law to encourage tourism incentives; this encouraged large companies to invest in the sector, but it especially enabled small Costa Rican companies to get actively involved in this market. At present, we are at another turning point: we have entered the MICE Sector.

Costa Rica was right to enter this sector, but convincing the relevant authorities of the need to integrate this very competitive MICE world was a slow and difficult process. The challenge was hard, because not only would we be lagging a few years behind our competitors, but because again we would have to innovate and differentiate ourselves; we realized we should focus on what has positioned us around the world: Sustainability.

The decision was made and construction took full speed. The tourism industry has been actively providing advice to the private sector, but we continue to face important challenges that are difficult to ignore and that requires the tourism sector to get engaged in it or to build a solution.

El primero de ellos es claramente infraestructura. Llevamos años de atraso en nuestra subestructura vial. El caos se ha apoderado de nuestras calles y el traslado desde y hacia el Centro de Convenciones desde dos de las tres importantes zonas hoteleras puede ser caótico en horas pico. Su solución no es tan complicada y ya existen varios proyectos para ello, como lo es la ampliación de nuestra principal carretera, la Autopista General Cañas, que comunicaría el Centro de Convenciones con estos tres conglomerados hoteleros y turísticos, (San Antonio de Belén-Cariari, San José-La Uruca y Escazú-Santa Ana), pero como país llevamos años intentando resolver el tema sin que exista una sola duda de lo prístino del proceso, lo cual obliga a plantear y replantear todas y cada una de las etapas de la importante licitación.

The first challenge is clearly that of infrastructure. We are way behind in our road substructure. Chaos is rampant in our streets, and reaching the Conventions Center to and from the three most important hotel areas may be a nightmare at rush hours. This may not be so complicated to solve and there are already several projects to address that issue, including the widening of our main road, the General Highway Cañas, which links the Conventions Center with these three hotel and tourism cluster, (San Antonio de BelénCariari, San José-La Uruca and Escazú-Santa Ana). However, the country has attempted to solve the issue for years while ensuring a transparent process; this has led to revisit each and all the stages of this important tender once and again.

El tercer reto es la educación, entrenamiento y certificación de profesionales en temas MICE. Como hemos mencionado, por años Costa Rica adoleció de una cantidad importante de profesionales en el tema MICE y actualmente, por ejemplo, solo existe una persona certificada como CMP por el Convention Industry Council lo cual es un indicativo claro que no habíamos iniciado fuertemente en el posicionamiento del país como destino de reuniones. Esto no quiere decir que no existen profesionales capacitados, pues claramente hay un grupo de ellos que han laborado por años en este sector, pero que no tuvieron la necesidad de certificarse para entrar en este competitivo mercado, pues lo que ocurría en Costa Rica era más algo empírico que un desarrollo por parte de la industria. El último y cuarto reto es la renovación del Buró de Convenciones y el fomento al mismo en unión con el sector público. Por años el Buró de Convenciones, por distintas razones, no contaba con el apoyo ni de la industria y claramente mucho menos del Sector Público. Es por ello que contamos con un Buró

While it is true that if one looks at the figures there has not been a substantial increase of crime and Costa Rica still has a good reputation in that respect, it is true that there is a perception of increased insecurity, especially because of drugs. Clearly, the feeling is that we must recover a reassuring calm, to prevent this issue affecting the influx of convention tourists. The third challenge is the education, training and certification of MICE professionals. For years Costa Rica had a significant shortage of MICE professionals, to the extent that currently, for example, there is only one person certified as CMP by the Convention Industry Council. This is a clear indication that we were not strongly engaged in positioning our country as a meetings destination. This does not mean that there are no trained professionals, because there is clearly a group that has worked for years in this industry, but people did not feel the need to get certified to enter this competitive market, since what happened in Costa Rica consisted more of an empirical work than development brought about by the industry. The last and fourth challenge is the renewal of the Conventions Bureau, and its promotion in conjunction with the public sector. For years and for various reasons, the Conventions Bureau failed to have the support of industry and clearly even much less of the Public Sector. That is why we have a worn-out Bureau, very poor in resources,

Costa Rica ha sido tradicionalmente reconocido como uno de los paraísos turísticos desde los años ochenta. Eco Turismo, Surf, Aventura, Sostenibilidad; esos son los términos por los que hemos sido reconocidos mundialmente.

Costa Rica has traditionally been recognized as a tourist havens since the 1980s. Eco Tourism, Surfing, Adventure, Sustainability - those are some of the flagships for which we have been recognized worldwide ever since.

Sin embargo a este posicionamiento, teníamos una deuda con el sector Turístico del País desde hace muchos años, el Turismo de Reuniones o Sector MICE. Sin bien es cierto desde hace muchos años el país cuenta con la infraestructura necesaria para realizar congresos y convenciones internacionales, tanto el sector privado hotelero como el sector público turístico desconocían las herramientas necesarias para la atracción de los mismos.

Despite this positioning, for many years we had a debt with one of the sectors of tourism: Meetings Tourism, also known as the MICE sector (for Meetings, Incentives, Conferences and Exhibitions). Although it is true that for many years the country has had the infrastructure required to host international congresses and conventions, both the private accommodation sector and the public tourist sector were unaware of the tools required to attract such events.

Esfuerzos hubo muchos de algunos pocos organizadores de eventos que por su propia iniciativa, esfuerzo y dinero realizaban algún tipo de reuniones o congresos en el país, pero hay que aceptarlo, con muy poca colaboración por parte del sector hotelero y mucho menos apoyo por parte del Sector Público.

Many efforts were made by just a few event organizers who, on their own initiative, and with their own effort and money, held some type of meetings or congresses in Costa Rica; however, it is fair to say that there was very little support from the hotel sector and even less from the public sector. long to enter this important market. Thus, several associations and organized civil groups, including the Costa Rican Hotels Chamber, brought about a real change in people’s minds and attitudes. The first issue was to recognize that the effort made by event organizers until then would not suffice. It was also necessary, and even vital, to have the support of the associative sector, who knew almost nothing of how to approach this new stage, and of course, most importantly, the Costa Rican Tourism Institute had to be convinced of the need to be properly advised.

Muchos confundieron, además, la construcción de un Centro de Convenciones en Costa Rica como la razón de ser de ingresar al Mercado MICE y no como más bien un instrumento más para ingresar al muy competitivo sector. Esto también requirió convencimiento al más alto nivel gubernamental, pues hubo intentos en ciertos momentos, incluso del propio sector turístico, de focalizar la inversión del país en el Centro de Convenciones y en otros importantes, pero no tan indispensables proyectos para el sector. Algunos hasta cuestionaban por qué el Centro de Convenciones no era construido por el mismo sector Hotelero sin que hubiera inversión estatal. Y de nuevo, los ataques en varias ocasiones venían no solo de adentro del sector, sino más complicado aún, de adentro del Gobierno.

Many also mistakenly thought that the construction of a Convention Center in Costa Rica was the reason for entering the MICE Market, instead of seeing it rather as an instrument that would enable the country to enter this highly competitive sector. It was also necessary to convince top decision-makers in government, as at times, even people in the tourism sector tried to channel the country’s investment toward the Convention Center and other projects for the sector that albeit relevant, were not indispensable. Some even argued that the Convention Center should be built by the hotel industry itself, with no money from the state. And again, on several occasions the attacks came not only from within the sector, but also – which made it more complicated - from inside the Government.

En otras palabras, cuando Costa Rica se encuentra en temporada baja inicia la temporada alta de Congresos y Convenciones, lo cual da una oportunidad de oro para ser mucho más competitivos en precio que el resto de nuestros competidores. Para este momento contábamos con más de 50 salones de eventos con capacidades desde los 20 hasta las 2.000 personas con una planta hotelera de más de 5.000 habitaciones en el Valle Central y más de 50.000 en todo el territorio, pero se desconocía por parte del Instituto Costarricense de Turismo la necesidad de intervenir en el posicionamiento del país en el sector MICE.

In other words, when our conventional tourism season starts to decline is precisely when the high season begins for Congresses and Conventions. This gives us a golden opportunity to put much more competitive prices than the rest of our competitors. At the time, we had over 50 rooms for events with capacities ranging from 20 to 2,000 people, with more than 5,000 hotel rooms in the Central Valley and more than 50,000 nationwide. However, the Costa Rican Tourism Institute was not aware of the need to do something to position the country in the MICE sector.

El reto para el sector hotelero actual es mejorar el servicio, alistarse para el ya muy competitivo y exigente sector MICE y sobre todo dirigir sus baterías hacia la diferenciación. No somos un lugar más para reunirse: somos el lugar para reunirse de una forma sostenible, que colabore con la naturaleza y sobre todo deje una huella profunda en cada uno de nuestros visitantes de lo que significa ser consecuente con nuestro planeta.

The challenge for the hotel industry today is to improve its services, to get ready for the already very competitive and demanding MICE industry, and particularly, to seek differentiation. We are not just another venue where people can meet: we are the place where people can do so in a sustainable way, supporting nature, and above all, we are capable of leaving a deep feeling on each of our visitors of what it means to be earth-friendly.

La tarea no fue fácil, pero finalmente, después de más de 6 años de trabajo arduo, Costa Rica se ha convertido en el “Nuevo Chico del Barrio” y con potencia, disciplina, excelente asesoría y sobre todo dirección, muy pronto seguiremos creciendo en Turismo gracias a la incursión en este Sector MICE. Ahora dependerá en este Sector mantenernos.

The task was not easy, but finally, after more than 6 years of hard work, Costa Rica has become the “New Kid in Town”. With stamina, discipline, excellent advice and above all, good management, thanks to the MICE Sector our tourism will keep on growing. It is now up to this industry to keep it thriving.

Buró de Convenciones de Costa Rica El Buró de Convenciones de Costa Rica es una organización empresarial independiente conformada por empresarios que promueven la captación y la organización de reuniones, congresos, convenciones y viajes de incentivo en Costa Rica. El Buró de Convenciones agrupa a empresas de alta reputación y muy experimentadas que ofrecen servicios de gestión, planificación y organización de reuniones y convenciones a clientes internacionales. Sus asociados son hoteles de cuatro y cinco estrellas y ciertos hoteles boutique de lujo, empresas especializadas en el destino, así como organizadores de eventos y convenciones. También agrupa a operadores de tours especializados, atracciones turísticas y proveedores especializados, que cumplen con una serie de requisitos de experiencia, responsabilidad, calidad, infraestructura y excelencia en el servicio. Fue fundado en julio de 1998, por un grupo de empresarios representantes de la industria turística con la visión de fortalecer y promover el turismo de reuniones y viajes de incentivo, destacando las condiciones del país como destino ideal y preferido para la organización de este tipo de reuniones. En conversación con Pablo Solano, Director Ejecutivo del Buró de Convenciones de Costa Rica, nos expresó que actualmente el Buró cuenta con 65 asociados, que en los últimos años comenzó a diversificar su membresía incluyendo también a proveedores, siendo totalmente privado y financiándose con el pago de una cuota anual, diferenciándose por categoría y tamaño de las empresas. “Trabajamos en coordinación con el Instituto Costarricense de Turismo,

Costa Rican Convention Bureau The Costa Rican Convention Bureau is an independent business organization that gathers business people that promote the capture and organization of meetings, congresses, conventions and incentive trips in Costa Rica. The Conventions Bureau groups highly reputed and very experienced companies that offer international clients services related to the planning, organization and management of meetings and conventions. Its members are four- and five-star hotels and several up-scale boutique hotels, destination management companies (DMCs) as well as event and convention organizers. It also groups specialized tour operators, tourist attractions and specialized

suppliers, who meet all the requirements concerning experience, responsibility, quality, infrastructure and excellence in service. The Bureau was founded in July 1998 by a group of entrepreneurs representing the tourism industry, with the vision of strengthening and promoting the meetings and incentive trips sector, stressing the country’s conditions as an ideal choice and the preferred destination for the organization of this type of tourism.

El Buró viene participado en varias ferias internacionales del sector con un escritorio dentro del stand de Costa Rica, donde se promocionan los productos y servicios de sus miembros. “Estamos embarcados en la actualidad en una campaña nacional muy bien dirigida que es el programa Embajadores, para concientizar a los profesionales costarricenses a promover el país como sede de congresos internacionales”, concluyó Solano.

In a talk with Pablo Solano S., CEO of the Conventions Bureau of Costa Rica, he told us that the Bureau currently has 65 members Península de Papagayo and that in recent years the membership started to diversify to include suppliers. It is totally private and financed through an annual fee, differing by category and size of the companies. “We work in coordination with the Costa Rican Tourism Institute, which is actually our main partner in terms of international support and promotion for our members, offering education and different training programs,” he said. The two largest groups of partners are the hotels and DMC’s, followed by PCO’s and event producers, who work in coordination to attract events to Costa Rica. Mainly because of the small size of the country, the Bureau covers it entirely, but it focuses primarily on three areas: the Central Valley, Guanacaste and the Central Pacific. However, a new trend adopted by incentive groups is to spend a few days in San Jose and then visit Arenal, where people can enjoy hot springs and mud baths, mountain activities and horseback riding. The Bureau has participated in several international trade shows with a desk inside the booth assigned to Costa Rica, to promote the products and services of its members. “We are currently embarked on a well-directed country campaign, which is the Ambassadors program, to raise awareness among Costa Rican professionals to promote the country as the venue for international congresses,” concluded Solano.

Located in the country’s far northwest, Guanacaste is Costa Rica’s fifth province. To the north it limits with the Republic of Nicaragua, to the east with Alajuela, to the south with Puntarenas and to the west with the Pacific Ocean. The territory of Guanacaste comprises most of what used to be the Nicoya County, which was annexed to the country in 1824. Its topography combines the volcanic peaks of the Guanacaste mountain range and vast plains that open towards the Pacific. In 1999, the Guanacaste Conservation Area (ACG, for its acronym in Spanish) was declared a World Heritage Site by UNESCO. Con la fundación de la Segunda República luego de la guerra civil de 1948, los nuevos gobernantes iniciaron un proceso de remodelación y construcción de nuevos edificios para albergar las instituciones que fueron creadas para la ejecución de las nuevas políticas de estado.

With the foundation of the Second Republic after the 1948 civil war, the new governments began a remodeling process that included the construction of new buildings to house the agencies created for the execution of the new state policies.

En 1966 se inauguró el complejo arquitectónico del Poder Judicial, que incluye varios edificios icónicos de la capital, siendo el más importante la Corte Suprema de Justicia de Costa Rica. En 1972 se construyó el Mercado del Mayoreo y se finalizó la terminal del Aeropuerto Tobías Bolaños en Pavas.

Among them, the architectural complex of the Judicial Power that was inaugurated in the capital in 1966 includes several iconic buildings, the most important being the Supreme Court of Justice of Costa Rica. El Centro Histórico tiene un perímetro de diez manzanas y alberga los edificios y plazas históricos más importantes de la capital costarricense. A diferencia de otras ciudades, el casto histórico de San José no ha logado conservarse intacto hasta la actualidad, pues muchas de las estructuras originales fueron derribadas o sufrieron modificaciones significativas, sobre todo luego de la fundación de la Segunda República en 1949, cuando algunos edificios fueron demolidos para dar lugar a otros, como fue el caso del Palacio Nacional de Costa Rica, que estuvo ubicado donde actualmente se sitúa el Banco Central.

The Historic Quarter has a ten-block perimeter and houses the most important historical buildings and plazas of the Costa Rican capital. Unlike other cities, San Jose’s old quarter has not been well preserved, since many of the original structures were demolished or underwent significant modifications, especially after the foundation of the Second Republic in 1949, when some buildings were demolished to be replaced by others, as was the case of Costa Rica’s National Palace, which used to be where the Central Bank stands currently.

In 2015, the area between the 7th and 10th Avenues and 9th and 12th Streets was officially declared as San Jose’s Historic Center, to make the capital more culturally and architecturally attractive. This area encompasses districts such as California, Mexico, Aranjuez, Escalante, Los Angeles, Oyota, Amón, Cristo Rey and the downtown area; the most remarkable sites including, among others, the National Theater, the Plaza de la Cultura, the Metropolitan Cathedral and the Central Park).

En los últimos diez años, San José ha sido escenario de una gran variedad de propuestas de edificaciones, muchas ya construidas, otras en construcción y nuevos proyectos, tanto para comercio, residencias o edificios institucionales.

In the last ten years, San Jose has been the scene of a great variety of architectural proposals; many of the buildings have already been completed, others are under construction, and there are also many new projects for commerce, residences or agencies.

San Jose is notable for its many parks and squares with green areas and recreation facilities. Consiste en el desarrollo de infraestructura para satisfacer la demanda de servicios del segmento de turismo de congresos y convenciones, tanto en el ámbito nacional como internacional, incorporando diseño y tecnología de vanguardia para potenciar las fortalezas comerciales de Costa Rica y su base en sostenibilidad, con el fin de convertirse en un destino de convenciones líder en la región.

The project is intended to develop the infrastructure required for tourism-related services in the congresses and conventions segment, both national and international. It incorporates cutting-edge design and technology to enhance Costa Rica’s commercial strengths and sustainability advantages, to help the country become a leading convention destination in the region.

Edificio principal con área de 15.600 metros cuadrados, ubicado en un terreno de 10 hectáreas. Contará con 4.000 metros cuadrados de área de exposición 12 m de altura, previstas a cada nueve metros de internet, electricidad agua potable, telefonía ,aire comprimido y salida de aguas servidas ,este salón también se puede subdividir en tres áreas ,tiene una capacidad de albergar a 4600 en plenaria.

The facilities consist of one main building with a 15,600-square-meter area located on a 10-hectare plot. It will have 4,000 square meters of exhibition area, with a height of 12 m, and every nine meters it will offer internet access and electricity, in addition to potable water, telephone lines, compressed air and waste water exit. This room can also be subdivided into three areas and has a capacity to house 4,600 in plenary session.

El uso de techos reflectivos, paredes insuladas y parasoles que mitigan el calentamiento solar y permiten que los equipos de climatización trabajen al menor grado posible;

• In addition, it will have 2 auditorium-type halls with capacity for 232 people, a third auditorium-type meeting room that can house 639 people; these three rooms can in turn be turned into an auditorium-type room for 1,253 people. I. Seven small meetings rooms with capacities ranging from 12 to 18 people per room. II. The Lounge has a 2,216 m2 area.

SUSTAINABLE DESIGN The National Congress and Convention Center of Costa Rica will prioritize a bioclimatic architecture and environmental sustainability, contemplating for example: I. The use of reflective ceilings, insulated walls and sunshades to mitigate solar heating and allow air conditioning equipment to run as low as possible II. Reuse of rainwater in irrigation and for uses inside the building where it is allowed;

II. Reutilización de aguas pluviales en riego y para usos dentro del edificio en que sea permitido utilizarla; III. Grifería con cierre automático, por medios mecánicos o por sensores de movimiento, para máximo aprovechamiento del recurso hídrico; IV. El calentamiento de agua a través de sistemas que utilicen la energía solar. V. Sistemas de aire acondicionado de alta tecnología, eficiencia en ahorro energético y que funcione por áreas específicas, permitiendo el uso por secciones del edificio sin incurrir en gastos de climatización de espacios que no están siendo utilizados; el uso de elementos y barreras que proyecten sombras para el enfriamiento de corrientes, de elementos de techo reflectivos e insolación de paredes, para optimizar el uso de los sistemas de climatización artificial y el promover el ahorro energético; VI. La iluminación interna por medio de sistemas LED y externa con paneles de energía solar, sensores de movimiento para el apagado y encendido de luces, manejo de desechos sólidos y líquidos, entre otros.

Juan Carlos Borbón y el Arq. Carlos Avendaño son los responsables del diseño y construcción del Centro Nacional de Congresos y Convenciones de Costa Rica. Este proyecto, prioritario para el Instituto Costarricense de Turismo, marca un antes y un después en el mercado de reuniones del país y su proyección internacional.

Juan Carlos Borbón and Architect Carlos Avendaño are responsible for the design and construction of the National Congress and Conventions Center in Costa Rica. This project is a priority for the Costa Rican Tourism Institute; it is a game changer in the country’s meetings market and will play a key role in the country’s international positioning.

En la visita a la obra del Centro de Convenciones pudimos ver in situ los avances de la construcción, además de mantener una agradable conversación con los responsables de este importante proyecto, que no solo cambiará el paisaje de la zona, sino que también será una herramienta para posicionar aún más a Costa Rica en el contexto mundial de sedes para congresos, ferias y eventos internacionales.

In our visit to the site where the Conventions Center is being built, we saw the progress of the construction work and had a pleasant talk with the people responsible for this important project. They claim that it will not only change the local landscape, but it will also be a key tool to further positioning Costa Rica in the global context of venues for international congresses, shows and events.

Juan Carlos Borbón nos comenta que el lugar elegido para el Centro cuenta con un gran espacio para su expansión, teniendo varias opciones de alojamiento cercanas, además de haber proyectos de construcción de nuevos hoteles en la zona.

Juan Carlos Borbón tells us that the site chosen for the Center foresees enough space for later expansions, and in addition to the existing accommodation options nearby, there are several plans for the construction of even more hotels in the area.

“Hemos recorrido las principales ferias internacionales del sector para aprovechar las experiencias en otros países, visitando también la más variada gama de centros de convenciones con distinto tipo de construcción. El primer paso fue descartar lo que no nos gustaba, normalmente un centro de convenciones es un edificio no atractivo por fuera, claro que hay ejemplos espectaculares, pero generalmente son una caja, muy eficiente pero poco atractivo”, aseguró.

“We have received the main international trade shows of this sector, to make the most of other countries’ experiences, also visiting a very wide range of conventions centers to see different types of constructions. The first step was to leave aside those we did not like, usually Conventions Center buildings that looked unattractive from the o u t s i d e ; c e r t a i n l y, there are spectacular examples, but they are usually big boxes – very efficient but barely attractive”, he added.

Tan solo con la idea de la construcción del Centro hace 4 o 5 años, comenzó un proceso de dinamización de la industria turística local con importantes inversiones. Destacó que “en su momento nos imaginamos un centro con una capacidad razonable para poder atender el mercado meta del país, no quisimos hacer una infraestructura para seis u ocho mil personas, capacidad que se utilizaría pocas veces y requeriría una inversión muy superior a la necesaria. Nos pareció perfecto un edificio de una planta en un área atractiva, a medio camino entre el aeropuerto internacional y San José, con una oferta hotelera importante muy cercana, en armonía con el medio ambiente. También es un lugar que está urbanizado parcialmente, contando con áreas aptas para la construcción de hoteles, bares, oficinas”. Es un edificio que va a estar rodeado de árboles, de lagunas para la retención de agua, planta de tratamiento de última generación con posibilidades para expansión, con aprovechamiento de la iluminación, y sobre todo el centro reflejará la vocación de compromiso que hay en el país por la sostenibilidad. El Arq. Avendaño, Director del Proyecto, nos informa que se encontraron con un terreno limpio, sin vegetación, por lo que se aprovechó para crear un edificio con relación visual directa con el exterior, ideal para diseñar el área verde que concuerda con el proyecto, pero que a la vez, dentro de algunos años, podría llegar a ser un jardín botánico, por lo que siempre va a haber una relación directa entre el exterior e interior muy interesante. “Pensamos que es un edificio que funcionará muy bien para lo que está concebido, pero también es una muestra del arte costarricense con muchas fugas visuales, donde van a instalarse esculturas y un área con pinturas locales. En síntesis, hicimos un proyecto relativamente pequeño, de 15.600 m2, pero con una condición muy especial, que es que se puede convertir en un solo espacio, entonces hay una intercomunicación entre todas las áreas, de manera que se podría tener un proyecto muy divisible o un solo

The idea of building the Center came about around 4 or 5 years ago, during a process of dynamization of the local tourist industry with important investment. He highlighted that “At the time we imagined a center with a reasonable capacity, enough to meet the needs of the country’s target market. We did not want to build an infrastructure for six or eight thousand people, a capacity that would be required very few times, and which would require an investment much higher than what was really needed. We thought it would be perfect to build a one-story environmentally-friendly building in an attractive area, half-way between the international airport and San José, with an important supply of hotels nearby. The area is partially urbanized, with the potential for the future construction of hotels, bars and office buildings”. The building will be surrounded by trees and waterretention ponds, an expandable state-of-the-art water treatment plant, making the most of lighting; above all, the center will reflect the country’s commitment with sustainability. Architect Avendaño, the Project Manager, tells us they found a clean vegetation-free piece of land, so they decided to make the best of it by creating a building with direct open view to the outside, ideal for designing the green area in the project, but also, in some years it could get to be a botanic garden in a few years’ time, ensuring there will always be a very interesting direct relationship between the inside and outside of the building. “We think the building will operate very well for the purpose it was built for, but it will also be a display of Costa Rican art with many vanishing points to place sculptures and an area with paintings by local artists. In a nutshell: our project is relatively small – 15,600 m2 – but with a very special condition, i.e., that it may be turned into one single space; all the areas are communicated, offering the possibility for either one project with many divisions, or one single big project; it also has a lot of space for trade exhibitions or booths”, pointed out Avendaño. The design also contemplated the country’s needs, since Costa Rica was losing the chance to bring technology events that demand certain services and structures,

proyecto contando hasta las áreas de pre función, lo que le da la oportunidad de tener mucho espacio para exposiciones”, afirmó Avendaño. El diseño también contempló las necesidades del país, ya que se estaba perdiendo la oportunidad de traer eventos de tecnología que requieren determinados servicios y estructuras, como conexiones eléctricas cada pocos metros en las salas, lo que será posible ahora. Borbón comentó que el salón principal cuenta con muy buenos acabados, el que se podrá utilizar tanto para congresos como para exposiciones, con una muy buena acústica. Hemos recorrido centros, sobre todo en EE.UU., donde en muchos casos encontramos un área de ingreso, un lobby excepcional, pero luego en la zona de exposición es un verdadero desastre. Los equipos apilados en los pasadizos, los cuales eran muy angostos, no más de 2 o 3 metros. Nosotros tendremos pasadizos de 8 a 10 metros, una cocina muy grande, áreas de almacenamiento, andenes, todo para que el centro no solo pueda contar con la capacidad para operar, sino que permita una ampliación bien planificada al momento que se requiera aumentar su tamaño. Los centros más exitosos son los flexibles, que se puedan adaptar a todos los requerimientos dependiendo del tipo de evento. Otra cosa muy interesante y muy importante es la cantidad de áreas de servicio, en 60 áreas de exposición tendremos 40 de servicio, lo que permitirá una atención rápida y eficiente. Algo que notamos es la diferencia entre los baños de hombres y mujeres, donde en los de éstas últimas se forman largas filas en ciertos momentos del día. Por eso modificamos la norma para ampliar esa opción. Hay centros muy bien organizados que cuentan con cafeterías, restaurantes y tiendas, pero hay otros que no tienen ningún servicio de ese tipo y tampoco se encuentra nada cerca. Parece importante prever esto desde el principio sin necesidad de hacer modificaciones para los servicios de alimentación, áreas de primeros auxilios, etc. Nos parece que el Centro está bien pensado, y que además aporta a la comunidad, porque vamos a usar luces LED, reciclar una parte importante del agua,

such as electric connections every just a few meters in the rooms - something that will now be possible. Borbón added that the main hall has very good finishing; it is suitable either for congresses or for fairs, and has very good acoustic. We have visited many centers, especially in the United States, and in many places we found a pre-function area and a huge lobby, but then the exhibit area was a true disaster. Equipment stacked in very narrow corridors, not exceeding 2 or 3 meters wide. We will have 8 to 10 meter corridors, a very large kitchen, storage areas, platforms, everything needed to enable the center not just to operate, but also foreseeing the possibility of completing a very well-planned expansion whenever a larger venue is required. The most successful centers are the flexible ones capable of adapting to all the requirements, depending on the type of event. Another very interesting and very important thing is the number of service areas, in 60 exhibit areas we will have 40 for services, which will permit much faster and efficient services. One of the issues we detected was that in facilities with different toilets for men and women, at times of the day there are long queues in front of the latter. That is why we changed the usual standard, to expand this option. There are very well organized centers with cafeterias, restaurants and stores, but there are others with no services of this type and with nothing in the neighborhood. It seems important to anticipate this from the beginning, so that no further changes will be required for food services, first aid areas, etc.

Ya es ha comenzado a promocionar y vender el Centro, con varias reservas ya confirmadas a la fecha. “Hemos trabajado para minimizar los costos operativos para que no sean una carga importante, sumadas a las dimensiones del centro que por el momento son adecuadas para el mercado, a fin de que pueda ser comercializado sin problemas y lograr manejar en un mismo lugar varios eventos a la vez o poder hacer por primera vez en el país una reunión plenaria para 2.000 personas en la mañana y en la tarde dividir a los delegados en diferentes salas para reuniones específicas más pequeñas, sin tener que realizar grandes movimientos”, afirmó Borbón. El Arq. Avendaño concluye que “En cuanto a la energía, lo que hicimos fue dividir el centro en células operativas para que solo las que estén funcionando consuman electricidad, aire acondicionado, etc. Hemos dividido el Centro en zonas operativas para que trabajen en forma independiente porque lo que ocasiona pérdidas a los centros es el consumo energético, de agua y telecomunicaciones. Por este motivo hemos puesto énfasis en los elementos de ahorro de energía, tenemos un sistema eléctrico muy eficiente, enfocándonos en áreas de funcionamiento con mayor control.

We think that the Center has been well thought, and that it contributes to the community; we are going to use LED lights, recycle a significant part of the water used, install solar panels and build a water treatment plant to make it available to our closest neighbors. All the pre-function area enjoys natural light and visual contact with the outside, seeking to make the garden as an extension of the building. The Center will be ready in February 2018; it will be set up and tested, with operations starting in April and receiving the first events in May. They have already started to promote and sell the Center, having several reservations already been confirmed to date. “We have worked to minimize operative costs so they will not be a significant burden, added to the size of the center, which for the time being is adequate for our market, so it can be marketed with no problems and so it can successfully hold several events at the same time, or to be able – for the first time in the country – to hold a plenary meeting with 2,000 people in the morning and then in the afternoon, divide the delegates in the different smaller meetings rooms, without having to move much around”, stated Borbón. Architect Avendaño concludes that “As to energy, what we did was to divide the center into operational cells, so that only those needed at a given time may be on, reducing the use of power, including air conditioning, etc. We have divided the Center into operative zones so that they may work independently, because what causes losses to centers is the use of power, water and telecommunication services. That is why we have emphasized the power saving elements; we have a very efficient electric system, focusing on better controlled operational areas.
