CNH enters into Exploration and Extraction Contracts with awarded bidders from Rounds 2.2 and 2.3 Summary • CNH subscribed 20 License contracts located in Burgos, Tampico-Misantla, Veracruz and Southeast Basin areas Rounds 2.2 and 2.3 Contract execution On December 8th, 2017, the National Hydrocarbon Commission (CNH, per its acronym in Spanish) entered into 20 License contracts with the awarded bidders from Rounds 2.2 and 2.3. In order to subscribe the Contracts, the awarded bidders performed an accumulated payment of $85,689,266.00 USD as signing bonus, which will be entirely distributed to the Mexican Petroleum Fund. It is worth mentioning that prior entering into the Contract, CNH approved the Provisional Programs of the following entities: • Iberoamericana de Hidrocarburos, S.A. de C.V in consortium with Servicios PJP4 de México, S.A. de C.V. o Area 1 from Round 2.2 and Area 1 from Round 2.3 • Jaguar Exploración y Producción de Hidrocarburos, S.A.P.I. de C.V. o Areas 4, 5 and 10 from Round 2.2 and Areas 7 and 9 from Round 2.3

For Round 2.2, all awarded bidders signed their respective License contract.In this regard, please find below the Contractors from Round 2.2:

Unlike for Round 2.2, one of the awarded bidders failed to pay the signing bonus to the Mexican Petroleum Fund (FMP per its acronym in Spanish). In this regard, the contractor (i.e. consortium integrated by Shangdong Kerui Oilfield Service Group Co. Ltd, Sicoval MX, S.A. de C.V. and Nuevas Soluciones Energeticas A&P, S.A. de C.V.) was not able to enter into Round 2.3 Contract corresponding to Contractual Area No. 6. Therefore, the Contract will be awarded to the 2nd place (i.e. consortium integrated by Roma Exploration and Production LLC, Tubular Technology, S.A de C.V. and Suministros Marinos e Industriales de México S.A. de C.V.) who shall pay the signing bonus ($1,500,061.00 USD) offered in their economic bid and subscribe the contract in the following 140 days. In this order of ideas, please find below the Contractors from Round 2.3 as of the date:
