Quiero felicitar muy cordialmente a ACERA en su 14° aniversario, enmarcado en una exitosa etapa renovable para el país. A lo largo de estos años, hemos visto cómo su asociación ha tomado una posición clave para el sector eléctrico, impulsando una matriz limpia, competitiva y sustentable para Chile. Como Gobierno nos propusimos al inicio del mandato de la Presidenta Bachelet un número ambicioso de metas, dentro de las cuales estaba bajar los precios de la energía, aumentar las inversiones en el sector eléctrico e incorporar energías renovables a la matriz, entre otras. Metas que hemos cumplido y que están plasmadas en la Política Energética de Largo Plazo.

Estamos seguros de que éste es el camino correcto para el país. Hoy la potencia instalada de Energías Renovables alcanza el 17% de la matriz, algo impensado hace pocos años atrás, y ese avance ha sido resultado de un fuerte trabajo gubernamental, pero también gracias a la labor de ACERA. Estamos convencidos que podemos soñar con una matriz que alcance hasta el 90% de energías renovables al año 2050 y que ACERA seguirá siendo un actor clave en esta senda. Felicitaciones nuevamente. Que sean muchos más.

Me complace saludar en su aniversario N°14 a la Asociación Chilena de Energías Renovables, que hace un aporte fundamental al fomento y desarrollo de una matriz energética limpia y sustentable en Chile. ACERA ha cumplido un rol trascendente en la promoción de proyectos de energías limpias, representando los intereses y preocupaciones de diversas empresas dedicadas a iniciativas de ERNC. Como Ministerio de Bienes Nacionales hemos desarrollado un fructífero trabajo en este ámbito, en diálogo con el Ministerio de Energía y apoyando las iniciativas privadas, contribuyendo a que nuestro país se encuentre entre los primeros en inversión en energías renovables en América Latina y el Caribe.

Desde el año 2014, por instrucciones de nuestra Presidenta de la República, hemos otorgado 152 concesiones de uso oneroso para la generación de energía solar y, en menor medida, eólica, que significa la entrega de 35.897 hectáreas para la producción de 6.872 MW. Así, el 68% de las energías renovables no convencionales que se producen en el país, se generan desde territorio fiscal. Como Gobierno, seremos un aliado para todas aquellas iniciativas que contribuyan al desarrollo sustentable de Chile.

Estimados amigos de ACERA, hoy quiero felicitar el trabajo realizado durante 14 años por la Asociación Chilena de Energías Renovables para impulsar una matriz energética limpia y sustentable para nuestro país. Impulsar la generación con energías limpias, promover su competitividad e incrementar su participación en la matriz son señales de la vía socio-ambiental al desarrollo sustentable efectivo que como Ministerio del Medio Ambiente estamos impulsando, más aún, considerando que el sector energético es el corazón del compromiso de mitigación suscrito por Chile en el marco del Acuerdo Climático de París.

En 2016, el 75% de la energía nueva instalada en el país fue renovable no convencional, y nuestra meta es que a 2050 las energías renovables aporten el 90% de la matriz de generación, gran parte de ello con energía solar. Estoy convencido de que es posible compatibilizar el crecimiento económico con el medio ambiente, que cuando se regulan las emisiones crecen los negocios sustentables, y el crecimiento de las ERNC en el último año es una clara muestra de ello. Los animo a seguir en ese camino.

Como presidente de la Comisión de Minería y Energía del Senado, quisiera enviar mis más cordiales saludos en este aniversario N°14, a todos quienes participan y colaboran en la Asociación Chilena de Energías Renovables, ACERA AG, especialmente por el compromiso que asumen de promover la generación de energías renovables no convencionales en el país. En el escenario actual, la búsqueda de soluciones alternativas de energía se ha convertido en una necesidad no sólo por un factor económico; sino por una mayor consciencia respecto del cuidado del medio ambiente. En este sentido, las energías renovables no convencionales surgen como una opción limpia, inagotable y amigable con el ecosistema.

En la comisión que presido, tenemos una especial preocupación por legislar sobre estas materias para convertir a Chile en un país que se desarrolle con responsabilidad y sustentabilidad. Y el trabajo que realizan agrupaciones como ACERA sin duda contribuyen a entregar nuevas miradas respecto de ese tema. Por lo mismo, quiero reiterar mis felicitaciones en este aniversario a cada uno de ustedes.

Me dirijo a ustedes para enviarles mis más sinceras felicitaciones, con motivo de la celebración de un nuevo aniversario de la Asociación Chilena de Energías Renovables. Saludo que me permito hacer extensivo a todo su Directorio. A lo largo de estos 14 años hemos visto cómo la Asociación que nació en el año 2003, se ha posicionado con todas las tecnologías que reúnen las empresas asociadas a ACERA A.G., generando equilibrio y balance en la toma de decisiones, especialmente al momento de promover las energías renovables no convencionales, contribuyendo de esta manera al desarrollo económico y productivo en Chile.

Chile y su sector energético se encuentran en un momento histórico, debido a la construcción participativa de políticas públicas entre los sectores públicos, privados y de la sociedad civil, como lo han sido la Agenda de Energía y la Política Energética 2050, y donde ACERA ha tenido un rol relevante. A esto se suman los cambios regulatorios que hemos realizado estos últimos años. Las leyes ERNC, de Licitaciones de Suministro Eléctrico a clientes regulados, la Ley de Transmisión eléctrica, el impuesto verde a centrales termoeléctricas, entre otras medidas, han permitido el ingreso de energía limpia y propia al mercado de generación.

Por ello, en este 14° aniversario, envío un afectuoso saludo y reconocimiento al Directorio de ACERA, sus empresas asociadas y a su equipo de trabajo, por su aporte, que junto a políticas públicas y una adecuada regulación, ha permitido posicionar a Chile a nivel mundial como uno de los países más atractivos para invertir en ERNC. Con este mismo espíritu los animo a seguir trabajando para que logremos hacer de Chile un mejor país para todos.

Para la Superintendencia de Electricidad y Combustibles, SEC, la labor de ACERA A.G., es muy importante para aumentar la discusión y fomentar el uso de las energías renovables, aspectos relevantes y prioritarios para diversificar la matriz energética, tema que forma parte de la Agenda de Energía, que estamos impulsado como Gobierno. Como SEC continuaremos apoyando el desarrollo de este tipo de energías, con acciones concretas como la creación de nuestra Unidad de Energías Renovables No Convencionales, el año 2015, y la incorporación de normativa específica para estas fuentes en la actualización de las Normas Eléctricas 4 y 5, actualmente en tramitación.

Quisiéramos aprovechar este espacio para felicitar a todo el equipo humano que está detrás de vuestra Asociación, encabezado por Carlos Finat, por estos 14 años de vida, y los instamos a continuar fomentando el uso de energías limpias, que no sólo ayudan a diversificar la matriz, sino también a descontaminar el planeta y hacer un uso eficiente de los recursos naturales que tenemos.

En representación del Consejo Directivo y de todos los ejecutivos, profesionales y técnicos que trabajan en el Coordinador Eléctrico Nacional, es para mí motivo de gran satisfacción enviarles un saludo afectuoso al celebrarse el 14 aniversario de la Asociación Chilena de Energías Renovables, ACERA A.G. A poco de concretarse la anhelada interconexión eléctrica entre el SING y el SIC, observamos que la producción de energía en base a ERNC durante el 2016 aumentó en un 23,5% en comparación con el año anterior. Esto habla de la importancia creciente que tiene este tipo de energía para Chile, su industria y sus habitantes. Estamos convencidos que el impulso decidido de ACERA y sus directivos durante todos estos años ha ayudado a este crecimiento y que seguirá siendo un actor relevante para lograr día a día una matriz energética más diversa y sustentable.

Hace tres años atrás, cuando comenzamos a delinear lo que sería el Programa de Energía Solar, las energías renovables no convencionales parecían una ilusión, una mirada futurista inocente, un privilegio que sólo los países ricos podían solventar. No obstante, el trabajo incesante de un grupo de empresas visionarias, agrupadas en ACERA, con un equipo ejecutivo sobresaliente, ha permitido que hoy en el país hablemos sobre la transición energética como un fenómeno ya instalado, cuya única incertidumbre pareciera no ser si las ERNC son una opción económica para el sistema, sino más bien, cuanto tiempo nos tomará que nuestra matriz sea 100% renovable. Esto último pareciera estar más cerca de lo que creemos.

Hace 14 años, la energía renovable era una aspiración para Chile. Hoy, en cambio, su participación en la matriz es una realidad que llegó para quedarse. Esto se refleja en el camino muy claro que ha trazado nuestro país y que hoy fija una meta para 2050 de un 70% de participación de energía proveniente del sol, agua, aire, entre otras fuentes. En este nuevo escenario, el rol de ACERA ha sido fundamental desde sus inicios. Esta Asociación favoreció la instalación en la opinión pública de la importancia de estas alternativas energéticas, atrayendo a inversionistas y contribuyendo a eliminar las barreras para su desarrollo.

ACERA: 14 AÑOS TRABAJANDO POR UNA ENERGÍA MÁS LIMPIA PARA CHILE

Cuando en 2003 se formó la Asociación Chilena de Energías Renovables, ACERA A.G., parecía una loca iniciativa de un grupo de empresarios organizados para crear un gremio que buscaba impulsar sus proyectos que -en ese entonces- eran principalmente Mini-hidro. Hoy, a 14 años de ese día, de locura nada. Y pensar en una industria donde las Energías Renovables No Convencionales (ERNC) y ACERA no sean parte clave del desarrollo es irreal. No fue un trabajo fácil, pero no cabe duda de que las ERNC llegaron para quedarse. ACERA cuenta actualmente con más de 120 socios, que abarcan toda la cadena de valor del sector ERNC, además de representar a todas sus tecnologías. Nuestra asociación constituye, además, el 71% de la capacidad ERNC en operación, incluyendo el 90% de la eólica y el 91% de solar fotovoltaica. Lo anterior nos pone en una posición muy relevante, pero también con varios desafíos a futuro. A lo largo de estos años, ACERA ha participado también en la composición de importantes leyes que han potenciado el desarrollo del sector eléctrico y han permitido a las ERNC competir en igualdad de condiciones con las fuentes convencionales. Uno de los hitos más relevantes del último tiempo en que ACERA

participó en representación del sector ERNC, fue el Comité Consultivo 2050, el cual preparó una hoja de ruta que fue la base de la Política Energética de Largo Plazo. Este 11 de julio, celebramos un nuevo aniversario que nos llena de ilusión para seguir trabajando por una matriz 100% renovable, porque estamos convencidos de nuestro trabajo y el rol fundamental que juegan las ERNC para logar un mundo mejor, sustentable y limpio, alineándonos además con los compromisos ambientales de Chile tras el Acuerdo de París. Queremos aprovechar la oportunidad para agradecer la dedicación de nuestro Consejo y Directorio, además del apoyo incondicional que nos han entregado nuestras empresas socias para ir logrando nuestros objetivos y ser actualmente un sector líder en la industria eléctrica.

GREMIO ERNC FIRMA CONVENIO TRIPARTITO DE CERTIFICACIÓN DE TRABAJADORES EN ENERGÍA Durante el mes de julio, se firmó un convenio de colaboración para la certificación de trabajadores y trabajadoras en materia energética. En la instancia participaron ACERA A.G., la Asociación de Empresas Eléctricas A.G. y el Ministerio de Energía, organismo que desde su creación ha reconocido la importancia del desarrollo de Capital Humano para el sector energético en sus distintos instrumentos, primero a través de la Agenda de Energía y posteriormente con la Política Energética 2050. El Ministro de Energía, Andrés Rebolledo señaló en la ocasión que “esta iniciativa, que convoca al sector público-privado, es excelente para potenciar aún más un sector que ha sido líder, y donde las ERNC han sido protagonistas. Es una oportunidad que nos permite desarrollar perfiles, mejorar y potenciar las oportunidades del Capital Humano en el sector, y avanzar en la certificación de las competencias para los trabajadores del rubro de la energía”. Siguiendo esa misma línea, Carlos Finat, Director Ejecutivo de ACERA, destacó que, “estamos en un proceso en el que todo está cambiando rápidamente, lo que hoy es válido puede que no lo sea en unos años más, es por eso la importancia de este proceso, que vaya en beneficio de las personas, capacitándolos en lo que Chile necesita. Como ACERA estamos trabajando para que esto se cumpla, porque creemos que se deben cuidar todos los aspectos de un sector tan importante como es el sector energía”.

VIVIMOS LA SESIÓN 4 DEL #CURSOPRENSAACERA

“Política Energética de Largo Plazo: Logros y Pendientes” fue el tema de la cuarta sesión del Programa de Capacitación en Energía y ERNC para Comunicadores, que está organizando ACERA. La tercera versión de este curso en la Región Metropolitana, comenzó en el mes de abril con una charla introductoria sobre la industria, a cargo del Presidente de ACERA, José Ignacio Escobar. La cuarta jornada estuvo en manos de Javier Bustos, Jefe del Departamento de Prospectiva y Política Energética del Ministerio de Energía, quien ahondó en el desarrollo de la Política Energética de Largo Plazo, la cual se realizó de forma participativa y colaborativa, profundizando en los objetivos propuestos en ella, además de lograr un diálogo de alto nivel con los y las periodistas asistentes sobre los puntos pendientes para lograr esas metas. La capacitación cuenta con el auspicio de la Cía. Minera Doña Inés de Collahuasi y Mainstream RP, además del Patrocinio del Ministerio de Energía y el Programa Energía Solar, de CORFO.

En lo que va del año las ERNC han aportado casi el 15% de la generación eléctrica del país. Durante julio de 2017, el Servicio de Evaluación Ambiental aprobó la Planta de Concentración Solar de Potencia de Solar Reserve “Likana Solar”, de 450 MW, mientras que ocho proyectos ERNC fueron admitidos a calificación durante este mes, totalizando 1.460 MW. En la resolución exenta número 386 del 21 de julio de 2017, publicada por la CNE, se declararon ocho nuevos proyectos ERNC en construcción, totalizando 47,88 MW, de los cuales 21 MW corresponden a tecnología solar fotovoltaica y 26,88 MW a centrales mini-hidro de pasada. Además, se anunció que cinco proyectos ERNC (134 MW) entraron en periodo de pruebas, entre ellos la planta solar fotovoltaica “El Pelícano” (100 MW), que entregará energía limpia al metro de Santiago.

ESTADÍSTICAS Durante junio de 2017 las ERNC aportaron el 15% de la energía total del sistema. La energía eólica fue la que más contribuyó con un 5,18%, lo que significó un aumento del 15,26% con respecto a la generación del mes anterior. Le siguió la bioenergía con un 3,52% y, luego, –en el tercer lugar- estuvo la energía solar con 3,18%. La energía proveniente de centrales mini-hidro tuvo un incremento del 10,43% con respecto a mayo de 2017, representando el 2,97%. Finalmente, estuvo la energía geotérmica, que contribuyó con un 0,11%.

Juan es español, casado e ingeniero industrial de la Universidad de Salamanca. Lleva alrededor de 10 años ofreciendo servicios de consultoría relacionados con los sectores de energía y medio ambiente. Actualmente, es el country manager de la oficina de G-advisory en Chile. ¿Cuáles son los productos o servicios que entrega su empresa y hacia qué tipo(s) de ERNC? G-advisory es una filial del estudio de abogados Garrigues, que ofrece servicios de consultoría técnica, económica y estratégica en los sectores de energía y medio ambiente. Llevamos casi 20 años asesorando en el ámbito técnico y de negocio a bancos, inversores y promotores de cara a la financiación, inversión y promoción en activos energéticos y del medio ambiente. ¿Cuáles son las novedades o cambios de su empresa en el último tiempo? G-advisory ha optado en los últimos años por una política de expansión internacional, abriendo tres oficinas en Paris, México DF y Santiago de Chile. Desde la oficina de Chile, damos servicio tanto al país como a países de la región.

Es Administrador Público de la Universidad de Chile. ¿Cuáles son los productos o servicios que entrega su empresa y hacia qué tipo(s) de ERNC? En Aduanas Sesnich hacemos asesorías previas al desarrollo de los proyectos para calificación como “bien de capital” y exención del IVA. También los apoyamos en la tramitación de todo el proceso de importación de los componentes. Esto lo hemos hecho con fuentes eólicas, fotovoltaicas, geotérmicas e hidraúlicas. ¿Cuáles son las novedades o cambios de su empresa en el último tiempo? Recientemente hemos implementado la “carpeta electrónica”, que permite tener a disposición del cliente toda la documentación utilizada en una importación. Además de la incorporación al sistema “sicex” de comercio exterior.

¿Cuáles son los principales proyectos -o temas- que están trabajando en el último tiempo en torno a las ERNC o el medioambiente? En caso de ser plantas de generación, ¿dónde se ubican? ¿Cuáles son sus características centrales? Comenzamos a trabajar en Chile en 2012 y, desde entonces, hemos actuado como Asesor Técnico (ingeniero independiente) de la financiación para entidades financieras locales e internacionales, promotores e inversores en procesos de M&A. ¿Qué elementos caracterizan y/o diferencian a su empresa? Somos una empresa de consultoría técnica especializada que ofrece servicios de alta calidad personalizados al cliente. Fruto de ello es que hemos trabajado para los principales bancos internacionales (IIC, CAF, Santander, SMBC, Crédit Agricole o BBVA), locales (Corpbanca, BICE o Consorcio), fondos de inversión (First State, Foresight, GIP, Macquarie o Cerberus) y para importantes desarrolladores (Acciona, EDF, EDP, ACS o Iberdrola). ¿Cuál considera que es la importancia de la participación ERNC en el sistema eléctrico del país? En un país como Chile, con excelentes emplazamientos de recurso solar y eólico, importantes reservas de agua y forestales, la participación de las ERNC es de vital importancia para conseguir un mix energético más bajo en carbono y reducir los costos de generación de la electricidad. ¿Por qué recomendaría ser socio de ACERA? Por su implicación en el desarrollo de una matriz energética renovable para el país, sin diferenciar entre tecnologías. ACERA cuenta con excelentes relaciones a nivel institucional, una fuerte red de contactos y un centro de documentación muy útil para los que trabajamos en el sector ERNC de Chile.

¿Cuáles son los principales proyectos -o temas- que están trabajando en el último tiempo en torno a las ERNC o el medioambiente? En caso de ser plantas de generación, ¿dónde se ubican? ¿Cuáles son sus características centrales? Actualmente, estamos trabajando con plantas eólicas como Cabo Leones (Chañaral), Aurora (Puerto Montt), Sarco (Chañaral) y Sierra Gorda (Antofagasta). En solar fotovoltaico, estamos con El Romero (Chañaral), Calama 1, Calama 2 y Pelícano (Coquimbo), Conejo (Antofagasta), El Roble (Metropolitana) y Santiago Solar (Región Metropolitana). También estamos trabajando en geotermia, con Cerro Pabellón (Antofagasta). ¿Qué elementos caracterizan y/o diferencian a su empresa? Nosotros fuimos los primeros en obtener las exenciones de derechos y de IVA para los Proyectos de ERNC y hemos desarrollado más de 40 proyectos a la fecha. ¿Cuál considera que es la importancia de la participación ERNC en el sistema eléctrico del país? Es fundamental su desarrollo porque tiene todo tipo de ventajas respecto a otras tecnologías. El desarrollo ERNC está ad-hoc a los tiempos, aportando también a la protección al medio ambiente. ¿Por qué recomendaría ser socio de ACERA? Lo recomiendo porque permite estar oportunamente informado de la forma en que se está desarrollando el sector de las ERNC, además de entregar los espacios necesarios para interactuar con otros actores del sistema.

I would like to warmly congratulate ACERA on its 14th anniversary, framed in a successful renewable stage for the country. Throughout these years, we have seen how your association has taken a key position in the electricity sector, promoting a clean, competitive and sustainable matrix for Chile. As Government, we proposed at the beginning of the President Bachelet’s mandate an ambitious number of goals, which included lowering energy prices, increasing investments in the electricity sector and incorporating renewable energy into the matrix, among others, goals that we have met and that are embodied in the Long-Term Energy Policy.

We are sure that this is the right path for the country. Today, NCRE installed capacity reaches 17% of the matrix, something unthinkable a few years ago, and this progress has been the result of strong government work, but also thanks to the work of ACERA. We are convinced that we will reach a generation of around 90% of renewable energies by 2050 and we hope that ACERA will continue to support us in this process. A thousand congratulations again. Let there be many more.

I am pleased to greet the 14th anniversary of the Chilean Association of Renewable Energies, which makes a fundamental contribution to the promotion and development of a clean and sustainable energy matrix in Chile. ACERA has played an important role in promoting clean energy projects, representing the interests and concerns of various companies dedicated to NCRE initiatives. As Ministry of National Assets we have developed a fruitful work in this area, in dialogue with the Ministry of Energy and supporting private initiatives, contributing to position our country among the first countries in investments for renewable energies in Latin America and the Caribbean.

Since 2014, on the instructions of our President of the Republic, we have granted 152 concessions for onerous use of the generation of solar energy and, to a lesser extent, wind energy, which means delivering 35,897 hectares for the production of 6.872 MW. Thus, 68% of the nonconventional renewable energies that are produced in the country are generated from government territory. As a Government, we will be an ally for all those initiatives that contribute to the sustainable development of Chile.

Dear friends from ACERA, today I would like to congratulate the work carried out for 14 years by the Chilean Association of Renewable Energies to promote a clean and sustainable energy matrix for our country. Promoting generation with clean energies, likewise promoting its competitiveness and increasing its participation in the matrix, are signs of the socio-environmental route to the effective sustainable development that we are impelling as Ministry of the Environment, even more, considering that the energy sector is the heart of the mitigation commitment signed by Chile under the Paris Climate Agreement.

In 2016, 75% of the new installed energy in the country was non-conventional renewable, and our goal is that by 2050 renewable energy will contribute with 90% of the generation matrix, much of it with solar energy. I am convinced that it is possible to reconcile economic growth with the environment, that when emissions are regulated, sustainable businesses grow, and the growth of NCREs in the last year is a clear example of this assertion. I encourage you to continue along that path.

As President of the Senate Mining and Energy Commission, I would like to send my most cordial Greetings on this 14th anniversary to all those who participate and collaborate in the Chilean Association of Renewable Energies, ACERA AG, especially for their commitment in promoting the generation of nonconventional renewable energy in the country. In the current scenario, the search for alternative energy solutions has become a necessity not only because of an economic factor, but because of the greater awareness regarding the care of the environment. In this sense, non-conventional renewable energies arise as a clean, inexhaustible and friendly option with the ecosystem.

In the committee that I chair, we have a special concern to legislate on these matters to make Chile a country that develops with responsibility and sustainability. And the work that associations like ACERA do, undoubtedly contribute to provide new perspectives on this matter. I am writing to congratulate you on the occasion of the celebration of a new anniversary of the Chilean Association of Renewable Energies. A greet that I allow myself to extend to all its Board of Directors. Throughout these 14 years, we have seen how the association that was born in 2003, has positioned itself with all the technologies gathered by the companies associated with ACERA A.G., generating equilibrium and balance in decision-making, especially when promoting the non-conventional renewable energies, contributing in this way to the economic and productive development in Chile.

Chile and its energy sector are going through an historic moment, due to the participatory construction of public policies among the public, private and civil society sectors, such as the Energy Agenda and Energy Policy 2050, and where ACERA has had a relevant role. Adding up to this, we find the regulatory changes we have made in recent years. Laws on NCRE, Electrical Supply Tenders to regulated customers, the Electric Transmission Law, the green tax on thermoelectric power plants, among other measures, have allowed the entry of clean and self owned energy into the generation market.

Therefore, on this 14th anniversary, I send an affectionate greeting and recognition to the Board of Directors of ACERA, Its associated companies and its work team, for their contribution, which, together with public policies and proper regulation, has enabled Chile to position itself as one of the most attractive countries to invest in NCRE. For the Superintendency of Electricity and Fuels, SEC, the work of ACERA A.G., is very important to increase discussion and encourage the use of renewable energies, this are relevant and priority aspects to diversify the energy matrix, part of the Agenda for Energy, which we are promoting as Government. As SEC, we will continue to support the development of this type of energy, with concrete actions such as the creation of our Nonconventional Renewable Energies Unit in 2015, and the incorporation of specific regulations for these sources in the updating of Electrical Regulations 4 and 5, currently being processed.

Three years ago, when we began outlining what Solar Energy Program would be, non-conventional renewable energies seemed like an illusion, an innocent futuristic look, a privilege that only rich countries could afford. However, the incessant work of a group of visionary companies, grouped in ACERA, with an outstanding executive team, has allowed us to talk about the energy transition as an already installed phenomenon, whose only uncertainty seems not to be whether the MCREs are an economical option for the system, but rather, how long it will take for our matrix to be 100% renewable. 14 years ago, renewable energy was an aspiration for Chile. Today, however, its participation in the matrix is a reality that came to stay. This is reflected in a very clear path that our country has outlined and today sets a target for 2050 that considers a 70% share of energy from the sun, water, air, among other sources. In this new scenario, the role of ACERA has been fundamental since its inception. This Association favored the installation of the importance for energetic alternatives within the public opinion, attracting investors and contributing to eliminate the barriers to its development. Great strides have been made and as the Generators Association we will continue to promote, like ACERA, those measures that allow us to face the challenges so that the country may count with increasingly cleaner and more competitive energies.

ACERA: 14 YEARS WORKING FOR CLEANER ENERGY FOR CHILE When the Chilean Association of Renewable Energies, ACERA A.G., was formed in 2003, it seemed like a crazy initiative by a group of entrepreneurs organized to create an association that sought to boost their projects that –at that time – were mainly Mini-hydro. Today, 14 years after that day, this is far away from been a crazy idea. And thinking about an industry where Nonconventional Renewable Energies (NCRE) and ACERA are not a key part of the development is unrealistic. It was not an easy job, but there is no doubt that the NCREs came to stay. ACERA currently has more than 120 members, which cover the entire value chain of the NCRE sector, in addition to representing all of its technologies. Our association also constitutes 71% of the NCRE capacity in operation, including 90% of wind power and 91% of solar photovoltaic power. This puts us in a very relevant position, but also posing several challenges ahead. Throughout these years, ACERA has also participated in the composition of important laws that have boosted the development of the electric sector and have allowed the NCREs to compete on equal terms with conventional sources. One of the most important

milestones in the last time in which ACERA participated representing the NCRE sector, was the Consultative Committee 2050, which prepared a roadmap that was the basis for the Long-Term Energy Policy. This July 11, we celebrated a new anniversary that fills us with enthusiasm to continue working for a 100% renewable matrix, because we are convinced of our work and the fundamental role played by the NCREs for attaining a better, sustainable and clean world, aligning ourselves with Chile’s environmental commitments under the Paris Agreement. We want to take this opportunity to thank the dedication of our Council and board of directors, as well as the unconditional support of our member companies to achieve our goals and to be a leading sector in the electricity industry.

NCRE ASSOCIATIONS SIGNS TRIPARTITE CERTIFICATION AGREEMENT FOR ENERGY During July, a collaboration agreement was signed for the certification of workers in energy matters. In this agreement participated ACERA A.G., the Association of Electric Companies A.G. and the Ministry of Energy which, since its Inception, has recognized the importance of developing Human Capital for the energy sector in its different instruments, first through the Energy Agenda and later with the Energy Policy 2050. The Minister of Energy, Andrés Rebolledo, stated on the occasion that “this initiative, which calls the public-private sector, is excellent to further enhance a sector that has been a leader, and where the NCREs have been playing an essential role. This is an opportunity allowing us to develop profiles, improve and enhance the opportunities of Human Capital in the sector, and move ahead in the certification of competencies for energy workers”. In the same direction, Carlos Finat, Executive Director of ACERA, stressed that, “we are in a process where everything is changing rapidly, what is valid today may not be so in a few years, that is why this process is important, which goes to the benefit of the people, training them in what Chile needs. As ACERA, we are working to make this happen, because we believe that all aspects of a sector as important as the energy sector should be taken care of”.

WE LIVED SESSION 4 OF #CURSOPRENSAACERA “Long-Term Energy Policy: Achievements and Outstanding Issues” was the title of the fourth session of the Energy Training Program and NCRE for Communicators, which is been organized by ACERA. The third version of the course in the Metropolitan Region began in April with an introductory talk about the industry, led by ACERA President, José Ignacio Escobar. The fourth session was in the hands of Javier Bustos, Head of the Department of Prospective and Energy Policy of the Ministry of Energy, who delved into the development of a Long-Term Energy Policy, which was carried out in a participatory and collaborative way, deepening the objectives proposed in it, in addition to achieving a high level dialogue with the assisting journalists on the outstanding issues leading to the achievement of those goals. The training is sponsored by the Mining Company Doña Inés de Collahuasi and Mainstream RP, in addition to the sponsorship of the Ministry of Energy and the Solar Energy Program of CORFO.

STATISTICS So far this year, NCREs supplied 15% of the country's electric energy needs During July 2017, the Environmental Assessment Service approved the “Likana Solar” facility (450 MW), a Solar Reserve’s Concentrated Solar Power Plant, while 8 NCRE projects were admitted to environmental permit process during this month, adding up 1,460 MW. In the Exempt Resolution Nº 386 of July 21, 2017, published by the CNE, 8 new NCRE projects were declared in construction, representing a combined 47.88 MW. 21 MW of them corresponds to photovoltaic technology and 26.88 MW came from mini hydro turbines. In addition, five NCRE projects (134 MW) began its test period, among them the photovoltaic solar plant “El Pelícano” (100 MW), which will supply clean electric energy to the Santiago subway.

STATISTICS

During June 2017, 15% was the NCRE’s contribution to the total electric energy mix. The highest contribution was made by wind energy, with a 5.18%, which represents a 15.26% increase as compared to the prior month, followed by bioenergy with a 3.52% share, and then –in third place- solar energy represented 3.18%. Energy from mini hydro facilities increased of 10.43% compared to May 2017, representing a 2.97% of the total electric energy mix. G-advisory is a subsidiary of the Garrigues law firm, which offers technical, economic and strategic consulting services in the energy and environment sectors. We have been providing consultancy to banks, investors and promoters for almost 20 years in the technical and business fields for the financing, investment and promotion in energy and environmental assets. What news or changes have taken place in your company recently? G-advisory has opted, in the recent years, for a policy of international expansion, opening three offices in Paris, Mexico DF and Santiago de Chile. In a country like Chile, with excellent solar and wind resource locations, important water and forestry reserves, the participation of NCREs is of vital importance in order to achieve an energy mix low in carbon and reduce costs of electricity generation. Why would you recommend becoming a member of ACERA? Because of its involvement in the development of a renewable energy matrix for the country, without differentiating between technologies. ACERA has excellent institutional relationships, a strong network of contacts and a very useful documentation center for those working in the NCRE sector in Chile.

What are the main projects –or topics – that you have been working on in the last time regarding NCREs or the environment? If the answer is generation power plants, where are they located? What are their main characteristics? We are currently working with wind farms such as Cabo Leones (Chañaral), Aurora (Puerto Montt), Sarco (Chañaral) and Sierra Gorda (Antofagasta). In solar photovoltaic, we are with El Romero (Chañaral), Calama 1, Calama 2 and Pelícano (Coquimbo), Conejo (Antofagasta), El Roble (Metropolitan) and Santiago Solar (Metropolitan Region). We are also working in geothermal energy, with Cerro Pabellón (Antofagasta).

Patricio is Chilean, married and has three children. He is a public administrator of the University of Chile.

What elements characterize and/or differentiate your company? We were the first to obtain the exemptions of rights and VAT for the NCRE Projects and we have developed more than 40 projects to date.

What kind of products or services does your company deliver and to what kind(s) of NCRE? In Aduanas Sesnich we provide pre-project consulting services for qualification as “Capital goods” and VAT exemption. We also support them in the processing of the entire import process of the components. We have done this with wind, photovoltaic, geothermal and hydropower sources.

What do you think is the importance of NCRE participation in the country’s electricity system? Its development is fundamental because it has all kinds of advantages over other technologies. The NCRE development is ad-hoc to the times, also contributing to the protection of the environment.

What the news or changes of your company and the last time? Recently, we have implemented the “electric folder”, which allows having all the documentation used in an import at disposal of the customer. In addition to the incorporation of the “sicex” System for foreign trade.

Why would you recommend becoming a member of ACERA? I recommend it because it allows us to be informed in a timely manner of the way in which the NCRE sector is being developed, in addition to providing the necessary spaces to interaction with other stakeholders in the system.
