WHAT IS THE RAPTOR SYSTEM? Raptor is a visitor management system that enhances school security by reading a visitor's drivers’ license (or other approved government issued ID), comparing information against a sex offender database to alert school administrators and District police if a match is found. Once cleared through the system, a visitor badge is produced that includes a photo, name of the visitor, date & time, and destination. The Raptor system is designed to permanently replace paper sign in.

HOW DOES RAPTOR WORK? Raptor compares government-issued ID information to a database that contains registered sex offenders from 50 states as well as local flags placed into Raptor by a school site. In the event of a match, Raptor alerts designated school officials.

WHAT IS THE PURPOSE OF THE RAPTOR SYSTEM? Raptor enhances and automates visitor management. By proactively alerting personnel to certain potential threats, Raptor allows school administrators and, at times the School Resource Officer, to take appropriate steps to keep our students, employees, and visitors safe. For approved visitors, the system prints visitor badges that include the visitor’s name, photo, date, and destination. Those badges enable personnel within the building to quickly determine if visitors are in areas where they should, or should not be.

WHY IS THE CARLISLE SCHOOL DISTRICT USING THIS SYSTEM? The safety of our students and staff is our highest priority. Raptor will provide a consistent, standardized system to track visitors and volunteers. This is especially useful during emergencies to know who is on campus. The system quickly prints visitor badges that include a photo, the name of the visitor, time & date and destination.

DOES THE SCHOOL/DISTRICT HAVE THE RIGHT TO REQUIRE VISITORS, EVEN PARENTS, TO PRODUCE IDENTIFICATION BEFORE ENTERING THE SCHOOL? Yes. In accordance with Texas Education Code section 38.022, school officials are required to know who is in the building and why they are there, particularly when a student is involved (e.g. early pickup). School officials need to be able to confirm that an individual has the authority to have

access to the student. In addition to requiring visitors to give their name and purpose for visiting, it also requires visitors to present proof of identity.

WHAT TYPES OF IDS WILL WORK IN RAPTOR? Raptor is able to scan all U.S. government issued licenses, identification cards, concealed handgun licenses, Matrícula consular ID cards, permanent resident card, active military cards, and passport ID cards (not the full passport).

WHAT OTHER INFORMATION IS THE SCHOOL TAKING FROM DRIVER’S LICENSES? Raptor is only scanning the visitor’s name, date of birth, photo, and the last four digits from their ID card for comparison with a national database of registered sex offenders and any private alerts at the school, such as restraining/ custody orders. Additional personal data will not be gathered and no data will be shared with any outside company or organization.

WHAT DOES A VISITOR DO IF HE/SHE DOESN’T HAVE A GOVERNMENTISSUED ID? Visitors without a government-issued ID will be asked to return with a valid ID or be denied entrance to the school beyond the office.

IS AN ID CARD SCAN NECESSARY EACH TIME A PERSON COMES IN THE BUILDING? No. After the first scanning at each campus, the office staff would simply find the visitor’s name in the system (first or last name look-up) and use the record of the previously-scanned ID to sign the visitor in and print a visitor’s badge. This makes check in much easier after the initial visit. The school receptionist is able to view the ID card picture in Raptor to make a visual verification of the person signing in.

WILL VOLUNTEERS OR EMPLOYEES HAVE TO BE SCANNED INTO THE RAPTOR SYSTEM? Volunteers and CISD employees who do not work at the specific site must follow the same procedures as any visitor to a school or site. Identity must be verified with an acceptable form of identification (i.e. Drivers License, State ID, School employee ID).

WHAT IS THE CHECKOUT PROCESS FOR VISITORS LEAVING THE BUILDING? The checkout process doesn’t involve scanning the card again. The receptionist will simply find the name of the person who is signing out and click a 'sign out' button. This provides a record of entry and departure and time on any campus. The visitor badge should be returned to the receptionist and destroyed.

WHAT IF A 'HIT' ON THE SYSTEM OCCURS? WHAT IS THE PROTOCOL? The staff member scanning the I.D. will contact an administrator immediately to confirm that the information is correct. No identified visitor with a positive sex offender 'hit' will be permitted onto the campus. Texas law provides the site administrator with the ability to grant limited, escorted access to a campus where the identified visitor’s child attends under specific circumstances and conditions.

WILL I BE REQUIRED TO COMPLETE THIS PROCESS IF I AM SIMPLY DROPPING OFF AN ITEM IN THE OFFICE FOR MY CHILD? No, this process is only for persons wishing to enter the campus past the reception desk.

¿CÓMO FUNCIONA EL SISTEMA RAPTOR? En caso de alguna alerta, Raptor notifica a los oficiales escolares designados.

¿CUAL ES EL PROPOSITO EL SISTEMA RAPTOR? Raptor mejora y automatiza la gestión y control de visitantes. Al alertar al personal de posibles peligros de forma proactiva, Raptor permite que los administradores escolares y, en ocasiones el Oficial de Recursos Escolares, tomen los pasos adecuados para mantener a nuestros estudiantes, empleados, y visitantes a salvo. Para los visitantes aprobados, el sistema imprime gafetes de visitante que incluyen el nombre del visitante, una foto, fecha, y destino. Esos gafetes permiten que el personal dentro de las instalaciones pueda determinar rápidamente si el visitante se encuentra en áreas donde debe o no debe de estar.

¿POR QUÉ ES QUE EL DISTRITO ESCOLAR DE CARLISLE ESTA USANDO ESTE SISTEMA? La seguridad de nuestros estudiantes y personal es nuestra mayor prioridad. Raptor proveerá un sistema consistente, estandarizado para rastrear a los visitantes y voluntarios. Esto es específicamente útil durante emergencias para saber quién se encuentra en el plantel. El sistema rápidamente imprime el gafete de visitante que incluye una foto, nombre del visitante, hora, fecha y destino.

¿ACASO LA ESCUELA/DISTRITO TIENE EL DERECHO PARA REQUERIR A VISITANTES, INCLUSO A PADRES DE PRODUCIR UNA IDENTIFICACION ANTES DE ENTRAR LA ESCUELA? Si. De acuerdo al Código Educación de Texas, sección 38.022, oficiales escolares requieren saber quién/es se encuentra/n en las instalaciones y por qué están allí, particularmente si un estudiante está involucrado (p.ej. un individuo desea recoger a un alumno temprano). Los oficiales escolares necesitan confirmar que un individuo tiene la autorización de tener acceso al estudiante. Además de requerir a los visitantes de proveer su nombre y propósito de visita, también requiere a los visitantes presentar una prueba de identidad.

¿QUÉ TIPO DE IDENTIFICACION ES ACEPTADO POR RAPTOR? Raptor puede escanear todo tipo de licencias otorgadas por el gobierno de EE.UU., tarjeta de identificación, licencia para llevar un arma de fuego oculta, tarjetas de matrícula consular, tarjetas de residencia permanente, tarjetas activas militares, y tarjetas de pasaportes (no todo el pasaporte)

¿QUÉ OTRA INFORMACION TOMA LA ESCUELA DE LAS LICENCIAS DE CONDUCIR? Raptor solamente está escaneando el nombre del visitante, fecha de nacimiento, foto, y los últimos cuatro dígitos de su licencia para compararlos dentro de una base de datos de agresores sexuales registrados y cualquier tipo de alertas privadas a la escuela, como órdenes de alejamiento/custodia. Información adicional no será colectada y ningún tipo de información será compartida con ninguna organización o compañía externa.

¿QUÉ ES LO QUE DEBE HACER EN CASO DE NO TENER UNA IDENTIFICACION OTORGADO POR EL GOBIERNO? Los/as visitantes que no tengan una identificación se les pedirá regresar con una identificación válida o serán prohibidos entrada a la escuela más lejos a la oficina.

¿ACASO SIEMPRE SERA NECESARIO ESCANEAR LA TARJETADE IDENTIFICACION CADA VEZ QUE UNA PERSONA ENTRE A LAS INSTALACIONES? No. Después de la primera vez que se escaneé su identificación en el plantel, el personal de la oficina simplemente encontrará el nombre del visitante en el sistema (búsqueda por nombre o apellido) y se usará el registro de la identificación previamente escaneada para registrar al visitante e imprimir un gafete de visitante. Esto hace mucho más fácil el procedimiento de registro después de la visita inicial. La/el recepcionista en la escuela puede ver la foto de su identificación en el sistema Raptor para verificar visualmente que se trata de la misma persona en el registro.

¿ACASO VOLUNTARIOS O EMPLEADOS DEBERAN ESCANEADOS EN EL SISTEMA RAPTOR? Los voluntarios deben de seguir los mismos procedimientos como cualquier visitante a un plantel escolar o instalación del distrito. Se deberá verificar la identidad con una identificación admisible (p.ej.Licenciade Conducir,Id.Estatal,Id.deEmpleadoEscolar). Los empleados de CISD que no trabajen en el plantel específico deberán de presentar su Identificación del Distrito y dar su nombre para ser registrado como un miembro del personal.

¿CUAL ES EL PROCEDIMIENTO QUE DEBEN SEGUIR LOS VISITANTES AL ABANDONAR EL PLANTEL/INSTALACION? El procedimiento para abandonar las instalaciones no requiere escanear su tarjeta nuevamente. El/la recepcionista simplemente encontrará el nombre de la persona abandonando las instalaciones y oprimirá un botón en el sistema indicando su “salida.” Esto permite un registro de entrada y salida y la hora en cualquier plantel. El gafete de visitante debe de ser devuelto a la recepcionista y ser destruido.

¿QUÉ OCURRE SI EXISTE UNA DETECCION EN EL SISTEMA? ¿CUÁL ES EL PROCEDIMIENTO? El miembro del personal escaneando la id. inmediatamente informará al administrador/a para cerciorarse de que la información es correcta. Ningún visitante identificado con una detección de agresor sexual será permitido en el plantel. La ley de Texas otorga al administrador del plantel el permiso de permitirle el acceso al visitante al plantel en donde el/la hijo/a asiste, pero de forma limitada, escoltada y bajo circunstancias y condiciones específicas.

¿ACASO ME SERA REQUERIDO COMPLETAR ESTE PROCESO SI SOLAMENTE TENGO QUE ENTREGAR ALGUN ARTICULO PARA MI HIJO/A EN LA OFICINA? No. Este proceso es solamente para personas que deseen ingresar al plantel más allá del área de recepción.
