A Wimberley murder suspect told police he was on several drugs, including meth and psychedelic mushrooms, when he fatally stabbed his girlfriend late last month, according

to court documents made available Monday. Shaun Thomas Mireles, 22, said he and his girlfriend were “tripping” after drinking several beers, smoking marijuana, smoking meth and consuming psychedelic mushrooms the night he stabbed her, the documents state.

Mireles told investigators he “overreacted and got really mad” at Denise Manning, 45, when she confessed to cheating on him and didn’t appear remorseful for the infidelity. Mireles said he went into the kitchen, grabbed a knife and

ome local residents recently met some of Dripping Spring’s long gone ancestors at Phillips Cemetery. Don’t worry – they weren’t seeing ghosts. The Heritage Circle hosted

“Tombstone Tales” to educate the community on some of the historical figures that once lived in the Dripping Springs area. Costumed actors re-enacted the lives of these early ranchers, settlers, soldiers, rangers and pioneers. “Tombstones have tales that will tantalize, taunt and touch the heart,” the tour guide bro-

chure read. During this guided tour, visitors were led to the tombstones of ten deceased residents. Local musician Alex Dormont played his fiddle strains in the background to help transport visitors to the proper time periods.

A Central Texas restaurateur is accused of burglarizing a building and later threatening to kill an employee of the Duchman Family Winery over the weekend. Damian Mandola, 61, founder of Mandola’s Italian Market, and co-founder of the national Carrabba’s restaurant chain, was arrested April 3 for the burglary. He was then arrested April 5 on charges of aggravated assault with a deadly weapon, and criminal mischief according to Hays County Jail records. Mandola is currently out on $20,000 bail. The Duchman Family Winery is adjacent to his restaurant, Trattoria Lisina, in Driftwood. Mandola was at one time co-owner of the winery with Stanley Duchman. It used to be called Mandola Winery. The two reportedly had a falling out, leading to a split of the businesses and several lawsuits filed between the two. Mandola was first arrested Thursday by Hays County sheriff’s deputies after he allegedly broke into the winery. Deputies were called to the scene after Mandola was spotted recklessly driving his golf cart. A 911 call came in reporting the winery was in the process of being burglarized, according to the police affidavit. The affidavit reports that Ashlyn Hoffman and Lisa Atiles, two employees inside the winery, told dispatchers they locked themselves inside an office while waiting for deputies to respond. It was after hours and the deputy arrived at 9:05 p.m. In the police report, Deputy Jimmy Zuehike said, “Ms. Atiles advised that she was in her office when she observed Mr. Mandola drive up and park his golf cart between her office and the window next door. Ms. Atiles advised the front door was locked and she heard it being forced open.” The report also said while Atiles was inside her office, she could hear items breaking and the sounds of something being dragged down the hallway. Atiles later saw a bottle of Duchman Canto Felice wine in Mandola’s golf cart. According to the affidavit, Mandola admitted to forcing his way into the winery and taking the wine. It was a bottle worth about $18. He was released Friday on a $5,000 bond. Less than 48 hours later, he returned to the business and started vandalizing an SUV belonging to Jeffrey Ogle, the

began stabbing Manning who was out on the porch smoking a cigarette, court documents state. Mireles then told investigators he became upset after stabbing Manning, and turned the knife on himself before heading back into the bedroom and passing out on the bed. The couple, both from the San Antonio area, rented a cottage at Cypress Creek Cottages at 104 Scudder Lane in Wimberley on March 25, one day before the fatal stabbing. Just after 8 a.m. March 26, the Hays County Sheriff’s Office received reports of an unconscious woman with apparent trauma lying on a driveway at the cottages. When deputies arrived, they found Manning dead with multiple

stab wounds to her chest and back. Mireles, who said he woke up when deputies arrived on the scene, did not know how Manning got on the driveway and could not remember what happened to her after stabbing her, according to court documents. He was transported via StarFlight to University Medical Center Brackenridge in Austin with a self-inflicted knife injury to the chest. Mireles told investigators he and Manning had been in a four-year dating relationship, with the last year being exclusive. The couple rented the cottage and planned to stay for two days, the documents state. Upon examining the

crime scene, deputies found a black handled steak knife with blood on the blade, and also noticed a blood drop trail on the stone path to the porch steps on onto the porch, according to court documents. Large amounts of blood also were found on the bed and bedroom floor, as well as a small bag with a white crystal-like substance believed to be methamphetamine and a broken glass meth pipe. Mireles, who had been in the hospital in stable condition, was booked into the Hays County Jail on April 6 and is being held on a $500,000 bond. He was charged with murder, a first-degree felony, which carries a life sentence or five to 99 years in prison.

First – what’s this going to cost? The interest and sinking rate will go from 45 cents to 50 cents. That’s a nickel increase. If you

Kindergarten registration was held in March and the numbers of children

A group of community members has been studying this growth and recommended to the school board that a bond election be called to address the situation before it becomes a problem. In response, the DSISD School Board called for a bond election on May 10 (early voting starts April 28). The bond includes plans for a new middle school and elementary school on district property just north of High Pointe. The two schools, while separate, will share common infrastructure (HVAC, kitchen, water/waste water, etc). Across the district there will be much needed technology and infrastructure upgrades as well as the completion of extracurricular facilities previously started on a phased development cycle. This comprehensive approach allows us to focus on the whole child by developing resources that target both a child’s mind and body. Your children and my children are here and more are coming to our community. VOTE YES FOR CONTINUED EXCELLENCE We owe thanks to a group of neighbors in our community who began the work last year of reviewing our school district’s facility needs. This long range facilities committee is one of many committees that the school district needs you to serve on – just visit the district website and volunteer. This particular set of neighbors volunteered their time and energy to review what facilities we already have and what it looks like we need. They turned their list of needs over to a bond steering committee to consider. This committee of friends and neighbors assessed the financial condition of the district, prioritized the requests and made a recommendation to the school board about what the district should do and what it could afford to do. In turn, the school board called a school bond election. It is gratifying to know that our district administration and the school board actively seek out participation by the community in reviewing the needs of the district and enable them to provide informed recommendations on which the board can act. This is a strong well managed district,

in part because our community is engaged and participatory. The result of nearly a year’s work is that these folks asked the school board to call a bond election to build 2 new schools, improve infrastructure and complete athletic facilities. This has been an open and transparent process and the community was well involved. It’s time to support this bond program. YES, YES, YES The growth in Dripping Springs in the last 15 years has been significant. Our school district’s enrollment figures clearly confirm that. We have more than 5,100 students enrolled in our schools. Today’s 8th grader started school in this district with nearly 2,000 fewer students. We have grown nearly 7% in the last year. The district commissions demographic reports and updates those reports on a regular basis. You can look back at old reports and see that the predictions are never more than a few percent off. The growth is continuing, and our community has to address it. If you had a student at Dripping Springs Elementary the year before Rooster Springs opened – you will remember that kids were eating lunch as early as 10:40am or as late as 1:00 pm. That’s unhealthy and not conducive to learning. We shouldn’t have to envision the burden 1,100 kids put on a water infrastructure system designed for 850. Community leaders asked the school board to take action and call a bond election. We are nearing capacity in the elementary and middle schools, and continued growth is coming. The exemplary school district in Dripping Springs is one of the reasons many of us came to this community. For the sake of our children and our neighborhoods, let’s build these new schools and be ready for the growing numbers before we have overcrowding that we can’t (and shouldn’t) tolerate. Jail tests use of ankle monitors For the very first time, the Hays County Jail used ankle monitor devices with GPS rather than housing offenders in the jail. The two female inmates used for the test run must wear the devices during their sentence. “Our biggest issue over the past couple of weeks has been the female population,” Lt. Eric Batch told commissioners. With the jail population increasing, particularly for females, jail officials said the ankle monitors are a less expensive method of incarceration. At $25 per day, as opposed to the $63 per day to house an inmate, the ankle monitors could be used with other offenders. The two females were released from the jail last

week with the devices; they are not allowed to leave Hays County. Both were charged with theft, not any violent crimes. No problems have been reported with the offenders or the devices. They must wear the ankle monitors until their sentence is complete. Should this trial prove effective, this method will be utilized with other inmates.

y hummingbirds were late arriving this year, showing up on March 22 instead of their usual date of March 17. Not that I blame them, our weather was a roller coaster of ups and downs in March, with several bitter cold mornings. I had ice on my birdbath multiple times. I now have two sugar-water feeders up and am enjoying the whirring and chirping of two black-chinned females. I am hopeful a male will join them any day. If you have yet to

New scouting camp in Hays County The Rathgeber Wilderness Scout Camp will officially open with a ribbon cutting ceremony this weekend. Located two miles east of Dripping Springs on US 290, the Rathgeber property is the result of the Boy Scouts’ strategic planning dating back to 2003. It is one of the first new camp properties for the Capitol Area Council, which serves 15 counties in Central Texas, since 2005. A pair of back-to-back wins solidified the Wimberley Texans’ stance in the top half of 27-3A. Wimberley defeated the Geronimo- Navarro Panthers 4-1 and 3-1 on April 3 and 4. Wimberley extends its win streak to four games, along with clinching the series with Navarro, 2-1. The Texans hold second in district with a 6-3 record with five games left. On Tuesday, Wimberley battled Canyon Lake for sole possession of second in district. “[Canyon Lake] is a big rivalry game for us,” Texan head coach Dean Saucier said. “We hope we can get them this time.” Wimberley began the week with a 4-1 win over Navarro on Mar. 3. It set up the rubber game of the series on Friday night. The Texans wasted little time in plating a run. Second baseman Jacob Hoope kick-started the offense with a one-out double to left field. Two batters later, first baseman JJ Weeks ripped an RBI single to right field, giving the Texans a 1-0 lead. While Saucier said the bats still haven’t opened up, he felt the team improved on their situational hitting. “We are doing that now than early in the season,” he said. Texan pitcher Justin Gray went

to work with a 1-0 lead. Through the first three innings, Gray allowed only one hit and one walk; he notched four strikeouts in a complete game effort. Saucier said Gray’s consistency is a critical component for success. It stems from his ability to limit walks and put the ball in play.

“I was just focused on locating my pitches,” Gray said. “I was staying low, getting some grounders for my defense and letting them work.” Gray ran into trouble in the top of the fourth. Panther shortstop Trevor Ripke led off by reaching first via an error; he ad-

vanced to second on a sacrifice bunt by Jake Wright. After pitcher Ty Wright was hit by a pitch, right fielder Jay Leal got to first on a bunt single. With the bases loaded, Gray tossed a pitch that got by catcher JD Anderson, scoring Ripke to tie the contest.

But Gray retired the side, allowing the Texans to respond in the bottom half. They did so by getting to opposing pitcher Ty Wright, who went six innings, giving up three runs on four hits. Gray reached first on an error with one out; designated hitter Hudson Doty followed by notching a single. Right fielder Hudson Kiebs advanced the runners to second and third on a sacrifice grounder. It set up shortstop Gavon Gonzales, who delivered a twoout, bases clearing RBI single. Gonzales said keying on Wright’s fastball and curve helped spur the offense. “I was focused on the ball,” Gonzales said. “I knew we needed it. [The hit] just happened.” Wimberley’s defense took over with the go-ahead runs tallied. It included a double play, started by second baseman Striker Dougherty, to end the fifth – the third double play Wimberley turned in the twogame set. Focusing on defensive plays was critical for Saucier. He felt the double plays helped spur momentum. Continuing that momentum will be critical against Canyon Lake. Wimberley fell to the Eagles 7-6 on March 14. “We’ve got to keep hitting the ball, our pitchers have to locate strikes and we have to focus on defense,” Gray said.

For Gifford and the 12 seniors, Monday proved to be the culmination of a successful career. “I love my team. They are the best girls I know,” she said. “It’s really hard to say goodbye.”

challenges, being a father figure for students without dads at home, helping out with reading groups, doing math problems with students, assisting with traffic duties in the morning, serving as a lunch aid and being a shoulder to cry on when a student is simply having a rough day. Pryor has scheduled the 45 volunteer dads to take shifts through the end of the school year. There is at least one dad on duty each school day. “Dads are actually being pressured by their kids to join,” Principal Julie Pryor said. Most dads sign up

for a full day of duties, but some make it work around their schedules. They spend time with own child or children in the classroom and are able to reach out to many others. Each grade level has a team dad. Jon McMullen, whose son Jacob is in fourth grade, is a team dad who committed to volunteering every Friday. “I believe in impacting children’s lives, simply by giving back my time,” McMullen said. “Our children are the world’s most valuable asset. My favorite activity is getting to do one of the assignments with the kids and

They are the all stars of recess, the go-to figures at lunch and the listeners and mentors throughout the school day. A student can easily spot Watch D.O.G.S., who are always wearing their signature shirts while on duty. Founded by the National Center for Fathering, the program encourages fathers, and father-figures including grandfathers, uncles and step-dads, of school-aged children to become role models as well as a quasi-security figure for the school. Following a meeting earlier this spring, Walnut Springs fathers signed up for shifts to volunteer in a variety of roles. The Watch D.O.G.S. group is a program of the Walnut Springs PTA. “The kids are really excited to have a dad in the room.” Principal Julie Pryor said. “There’s a lot of research on how dads can empower students social and emotional growth.” The dads engage in roles like mentoring students, checking in on those with behavioral

PUBLIC NOTICE • NOTICE OF BOND ELECTION TO THE RESIDENT QUALIFIED ELECTORS OF THE CITY OF WIMBERLEY, TEXAS: ORDINANCE NO. 2014-007 AN ORDINANCE CALLING A BOND ELECTION TO BE HELD WITHIN THE CITY OF WIMBERLEY, TEXAS, MAKING PROVISION FOR THE CONDUCT AND GIVING NOTICE OF SAID ELECTION; PROVIDING FOR THE COMBINING OF THE BOND ELECTION IN CONJUNCTION WITH THE GENERAL ELECTION; AND CONTAINING OTHER PROVISIONS NECESSARY AND INCIDENTAL TO THE PURPOSES HEREOF WHEREAS, the City Council (the “City Council”) of the City of Wimberley, Texas (the “City”), hereby finds that a special election should be held to determine whether said governing body shall be authorized to issue bonds of said City in the amount and for the purposes hereinafter identified (the “Special Bond Election”); and, WHEREAS, the City Council has heretofore found that a General Election shall be held on the 10th day of May, 2014, wherein the electors of the City shall vote on the candidates for Mayor and City Council (the “City General Election”); and WHEREAS, the City has made provision to contract with the Hays County Elections Administrator to conduct the City’s general election and special bond election, pursuant to Chapter 31, Subchapter D, of the Texas Election Code and Chapter 791 of the Texas Government Code (the “Election Agreement”); and, WHEREAS, the City Council hereby finds that it is in the public interest that the City General Election and the Special Bond Election be conducted as one election. At such election the following measures shall be submitted: Proposition No. 1 “SHALL the City Council of the City of Wimberley, Texas, be authorized to issue bonds of said City in an amount not to exceed $2,850,000 for the purpose of providing funds to improve, repair, reconstruct and resurface existing municipal streets within the City, and for a drainage study; such bonds to mature serially or otherwise over a period not to exceed twenty (20) years from their date, to be issued and sold in one or more series at any price or prices and to bear interest at any rate or rates (fixed, floating, variable or otherwise) not exceeding the maximum rate prescribed by law as shall be determined within the discretion of the City Council at the time of issuance or sale of the bonds; and shall the City Council be authorized to levy ad valorem taxes upon all taxable property in the City sufficient to pay the annual interest and provide a sinking fund to pay the bonds at maturity?” SECTION 3. Ballot. A ballot containing the measures in this special bond election as well as any candidates in the General Election of the City in the joint election, shall be prepared in accordance with the Texas Election Code so as to permit qualified electors of the City to vote “FOR” or “AGAINST” the aforesaid measures, which shall appear on the ballot substantially as follows: PROPOSITION NO. 1 q FOR THE ISSUANCE OF $2,850,000 GENERAL OBLIGATION BONDS FOR THE REPAIR AND IMPROVEMENT OF CITY STREETS AND A DRAINAGE STUDY, AND THE LEVY OF A TAX IN PAYMENT THEREOF q AGAINST SECTION 4. Joint Election; Use of Electronic Voting System; Authorization of Ballot. The election shall be held as a joint election pursuant to Texas Election Code Chapter 271 in conjunction with the City General Election and other general or special elections which may be held on the election day by other political subdivisions in Hays County (hereinafter “Participating Entities”) under a joint election agreement to be approved by the City. An electronic voting system shall be used for the election and for early voting by personal appearance. Paper ballots shall be used for early voting by mail. SECTION 5. Election Day Precincts; Polling Places. The election precincts for the election shall be the election precincts established by Hays County, provided that each shall contain and include geographic area that is within the City. The polling place for election-day voting shall be: Wimberley Community Center, 14068 Ranch Road 12, Wimberley, Texas 78676. The polling place shall remain open on the day of the election from 7:00 a.m. to 7:00 p.m. The returns for precincts in Hays County will be provided by precinct and the Hays County Elections Administrator shall tabulate and provide the election returns for the election. SECTION 6. Conduct of Election. The Hays County Elections Administrator and the Administrator’s employees and appointees, and the election judges, alternate judges, and clerks properly appointed for the election shall hold and conduct the Special Bond Election in the manner provided by the election agreement entered into between the City and the Hays County Elections Administrator (the “Election Agreement”) and in accordance with the Texas Election Code and Chapter 1251, Texas Government Code. The official ballots, together with such other election materials as are required by the Texas Election Code, shall be prepared in both the English and Spanish languages, and shall contain such provisions, markings, and language as is required by law. SECTION 7. Early Voting; Early Voting Polling Places, Dates and Times. Early voting for the election shall be conducted jointly with the Participating Entities. The City’s Regular Early Voting Clerk shall be the City Secretary, Cara McPartland. The Hays County Elections Administrator shall serve as the Joint Early Voting Clerk, and shall appoint any necessary early voting clerks to assist her. Early voting by personal appearance for the election shall be conducted jointly at the locations and on the dates and times specified in Exhibit “A” which is attached hereto and incorporated herein by reference as a part hereof for all purposes. Qualified voters may submit applications for ballot by mail. Applications for early voting by mail must be submitted to the Early Voting Clerk during the time period and at the address set forth in Exhibit “A”. Exhibit “A” shall be modified to include any additional or different early voting locations designated by the Hays County Elections Administrator and to conform to the Election Agreement. SECTION 8. Election Judges and Clerks. The presiding judges, alternate presiding judges, and clerks for the election shall be selected and appointed by Hays County and its appointees in compliance with the requirements of state law, and such judges and clerks so selected by Hays County and its appointees are hereby designated and appointed by the City Council as the election officers, judges and clerks, respectively, for the holding of said special election. The presiding judges, alternate presiding judges and clerks shall perform the functions and duties of their respective positions that are provided by state law. The City Council hereby confirms and appoints the election judges and alternate election judges heretofore designated to the City in writing by Hays County as being appointed by Hays County for the election, and as subsequently substituted as provided by law. SECTION 9. Election Materials and Supplies. The City Secretary is instructed to aid the Hays County Elections Administrator in the acquisition and furnishing of all election supplies and materials necessary to conduct

the election. The City Secretary is further authorized to give or cause to be given notices required for the election, and to take such other and further action as is required to conduct the election in compliance with the Texas Election Code; provided that, pursuant to the Election Agreement between the City and Hays County, the Hays County Elections Administrator shall have the duty and be responsible for organizing and conducting the election in compliance with the Texas Election Code; and for providing all services specified to be provided in the Election Agreement. SECTION 10. Notice of Election Publication and Posting Requirements. Publication of Notice of Election Notice of the Election, containing a substantial copy of this Ordinance, shall be published on the same day in each of two successive weeks in a newspaper of general circulation in the City, the first publication to appear not more than thirty (30) days and not less than fourteen (14) full days prior to the day of the election. Posting of Notice of Election Notice of the Election, containing a substantial copy of this Ordinance, in both the English and Spanish languages, shall also be posted (i) on the bulletin board used by the City to post notices of the City Council’s meetings, (ii) at three (3) other public places within the City, and (iii) on the City’s Internet website, if the City maintains an Internet website, no later than the 21st day before the Election. A copy of this Ordinance, in both the English and Spanish languages, shall be posted in a prominent location at each polling place on Election Day and during early voting by personal appearance. Miscellaneous SECTION 11. Outstanding Debt Service of the City. As of September 1, 2013, the total outstanding amount of all bonded indebtedness of the City is $690,748.680.00, consisting of $650,000.00 in principal and $40,478.68 of interest. The City’s outstanding debt is self supporting by using utility revenues, and the City does not anticipate levying a tax for this debt. SECTION 12. Tax Rate of the City. The ad valorem debt service tax rate of the City for the year 2013/14 is $0.00 per $100 taxable assessed valuation. The estimated debt service tax rate of the City if the bonds were authorized and issued at the time of this Ordinance under current market conditions is $0.043/100. SECTION 13. Taxes May Be Imposed. Taxes sufficient to pay the annual principal of and interest on the General Obligation Bonds and Limited Tax and Surplus Revenue Bonds may be imposed. SECTION 14. Maximum Maturity. The City anticipates that the maximum maturity of the General Obligation Bonds and Limited Tax and Surplus Revenue Bonds will be twenty (20) years, but will not exceed forty (40) years. SECTION 15. Effective Date. This Ordinance shall be in force and effect from and after it passage on the date shown below. SECTION 16. Open Meetings. It is further found and determined that the City Secretary posted written notice of the date, place, and subject of this meeting on the bulletin board located at City Hall, a place convenient to the public, and the notice was posted continuously for at least 72 hours preceding the date of this meeting. A copy of the return of said posting shall be attached to the minutes of the meeting and shall be made apart thereof for all intents and purposes. SECTION 17. Preamble Incorporation. The recitals contained in the preamble hereof are hereby found to be true, and such recitals are hereby made a part of this Ordinance for all purposes and are adopted as a part of the judgment and findings of the City Council. SECTION 18. Inconsistent Provisions. All ordinances and resolutions, or parts thereof, which are in conflict or inconsistent with any provision of this Ordinance are hereby repealed to the extent of such conflict, and the provisions of this Ordinance shall be and remain controlling as to the matters ordered herein. SECTION 19. Governing Law. This Ordinance shall be construed and enforced in accordance with the laws of the State of Texas and the United States of America. SECTION 20. Severability. If any provision of this Ordinance or the application thereof to any person or circumstance shall be held to be invalid, the remainder of this Ordinance and the application of such provision to other persons and circumstances shall nevertheless be valid, and the City Council hereby declares that this Ordinance would have been enacted without such invalid provision. SECTION 21. Authorization to Execute. The Mayor of the City is authorized to execute and the City Secretary is authorized to attest this Ordinance on behalf of the City Council. The Mayor of the City shall have the authority to take, or cause to be taken, all actions reasonable and necessary to ensure that the Special Bond Election is fairly held and returns properly counted and tabulated for canvass by the City Council, which actions are hereby ratified and confirmed. SECCIÓN 7: Votación Adelantada: Sitios de Votación por Adelantada, Fechas y Horarios, La votación adelantada de la elección se llevará a cabo junto con las Entidades Participantes. La Secretaria de la Votación Adelantada Regular de la Ciudad será la Secretaria de la Ciudad, Cara McPartland. El/ la Administrador/a Electoral del Condado de Hays será el/la Secretario/a de la Elección Conjunta en la Votación Adelantada, y será autorizado/a para nombrar a los secretarios necesarios para asistirle. La votación adelantada en persona para la elección será efectuada conjuntamente en los sitios, horas y fechas detalladas en el Adjunto “A” anexado e incorporado a la presente para todo propósito. Las solicitudes para votar por adelantado por correo se deberán someter al Secretario de la Votación Adelantada durante el periodo de tiempo y a la dirección indicada en el adjunto “A”. El Adjunto “A” será modificado para incluir cualquier ubicación adicional o diferente para la votación adelantada de acuerdo con la designación del Administrador Electoral del Condado de Hays y en conformidad con el Convenio Electoral. SECCIÓN 8. Jueces Electorales y Secretarios. Los jueces presidentes, jueces presidentes alternos y secretarios de la elección serán seleccionados y nombrados por el Condado de Hays y por su personal nombrado en cumplimiento con los requisitos de la ley estatal, y dichos jueces y secretarios seleccionados por el Condado de Hays y por su personal nombrado por la presente, son designados y nombrados por el Consejo de la Ciudad para que actúen como oficiales electorales, jueces y secretarios respectivamente, para efectuar la elección especial. Los jueces presidentes, jueces presidentes alternos y secretarios desempeñaran las funciones y deberes de sus respectivos puestos de acuerdo con la ley estatal. Por medio de la presente, el Consejo de la Ciudad ratifica y nombra a los jueces electorales y jueces electorales alternos que hayan sido designados y que el Condado de Hays haya presentado a la Ciudad por escrito, indicando que fueron nombrados por el Condado de Hays para la elección, y que subsecuentemente hayan sido sustituidos en conformidad con la ley.

SECCIÓN 9. Materiales Electorales y Suministros. Se instruye al/la Secretario/a de él Ciudad que asista al Administrador Electoral del Condado de Hays en adquirir y suministrar todo material electoral necesario para efectuar la elección. Además se autoriza al/la Secretario/a de la Ciudad para que proporcione o haga que se proporcionen los avisos requeridos tocante a la elección, y que tome dichas y otras medidas para administrar la elección de acuerdo con el Código Electoral de Texas, siempre y cuando una vez efectuado el Convenio Electoral entre la Ciudad y el Condado de Hays, el Administrador Electoral del Condado de Hays tendrá el deber y la responsabilidad de organizar y llevar a cabo la elección en cumplimiento con el Código Electoral de Texas, y de proporcionar todos los servicios especificados en el Convenio Electoral. SECCIÓN 10. Aviso de Publicación de la Elección y Requisitos para la Notificación del Aviso. Publicación del Aviso de la Elección El Aviso de la Elección, conteniendo copia sustancial de esta Ordenanza, sé publicará el mismo día, durante dos semanas consecutivas en un periódico de circulación general de la Ciudad, donde la primera publicación sea en una fecha que no sobrepase los 30 días y no menos de catorce (14) días completos antes del día de la elección. Notificación del Aviso de la Elección El Aviso de la Elección, conteniendo copia sustancial de esta Ordenanza, en ambos idiomas, inglés y español, también deberá ser notificada (i) en el tablero de avisos que utiliza la Ciudad para fijar notificaciones de anuncios de las juntas de Consejo de la Ciudad, (ii) al menos en (3) otros lugares públicos dentro de la Ciudad, y (iii) en el Sitio Web de la Ciudad, si es que la Ciudad tiene un Sitio Web en el Internet, y hacerlo a más tardar 21 días antes de la Elección. Una copia de esta Ordenanza en ambos idiomas, inglés y español, será fijada en un lugar visible en cada sitio de votación el Día de la Elección y durante la votación adelantada en persona. Misceláneos SECCIÓN 11. Servicio de Deuda Pendiente de la Ciudad. A partir del 1 de septiembre, 2013, la cantidad pendiente de toda deuda de bonos de la Ciudad es de $690,748.680.00, que consiste de $650,000.00 en capital y $40,478.68 en interés. La deuda pendiente de la Ciudad es auto-financiada con ingresos de los servicios públicos, y la Ciudad no prevé la imposición de un impuesto para cubrir esta deuda. SECCIÓN 12. Tasa de Impuestos de la Ciudad. La tasa de impuestos para pagar el servicio de la deuda ad valorem de la Ciudad para el año de 2013/14 es de $0.00 por $100 de valoración de propiedad imponible. El cálculo estimado de la tasa de impuestos para el servicio de la deuda de la Ciudad siempre y cuando los bonos sean autorizados y emitidos cuando esta Ordenanza sea ejecutada bajo las condiciones actuales del mercado es de $0.043/$100. SECCIÓN 13. Se Podrían Imponer Impuestos. Podrían imponerse impuestos suficientes para pagar el capital anual y el interés de los Bonos de Obligación General y Bonos de Impuestos Limitados e Ingresos Excedentes. SECCIÓN 14. Periodo Máximo de Vencimiento. La Ciudad espera que el periodo máximo de vencimiento de los Bonos de Obligación General y Bonos de Impuestos Limitados e Ingresos Excedentes sea de veinte (20) años, pero no excederá los cuarenta (40) años. SECCIÓN 15. Fecha de Vigor. Esta Ordenanza entrará en vigor y tendrá vigencia inmediatamente al votarse y aprobarse en la fecha indicada abajo. SECCIÓN 16. Reunión Abierta al Público. Además se determina que la Secretaria de la Ciudad fijó aviso escrito de la fecha, hora, lugar y tema de la reunión en el tablón de boletines ubicada en el Edificio Municipal en un lugar accesible al público continuamente al menos por 72 horas antes de la fecha de esta reunión. Una copia de la declaración de dicho anuncio será adjuntada al acta de reuniones y formará parte de la misma para toda intención y propósito. SECCIÓN 17. Incorporación de Preámbulo. Las narraciones contenidas en el preámbulo de la presente, se determinan como verídicas, y dichas narraciones se incorporan como parte de esta Ordenanza para todo propósito y serán aprobadas como parte de la decisión y determinación de la Mesa Directiva. SECCIÓN 18. Disposiciones Inconsistentes. Todas las órdenes y resoluciones, o partes de la misma, que sean contrarias o inconsistentes con cualquier disposición de esta Ordenanza, por la presente se revocan en las partes que sean contrarias, y las disposiciones de esta Ordenanza serán y permanecerán predominantes en lo que concierne a los asuntos establecidos en la presente. SECCIÓN 19. Ley Gobernante. Esta Ordenanza se interpretará y se ejecutará de acuerdo a las leyes del Estado de Texas y de los Estados Unidos de América. SECCIÓN 20. Divisibilidad. Si cualquier parte de esta Ordenanza o de la aplicación de la misma a cualquier persona o circunstancia se determina ser inválida, el resto de las disposiciones de esta Ordenanza y la aplicación de tal disposición a otras personas y circunstancias de todas maneras serán válidas, y por medio de la presente, el Consejo de la Ciudad declara que esta Ordenanza hubiera sido promulgada sin tal disposición inválida. SECCIÓN 21. Autorización para Ejecutar. El Alcalde de la Ciudad tiene la autoridad para ejecutar y la Secretaria de la Ciudad tiene autoridad de certificar esta Ordenanza en nombre del Consejo de la Ciudad. El Alcalde tiene la autoridad de hacer o solicitar que se tomen todas las acciones necesarias y razonables para asegurar que la Elección Especial de Bonos sea justa y que los resultados se cuenten debidamente y se tabulen para el repaso del Consejo de la Ciudad, y por la presente dichas acciones son ratificados y confirmadas. Dripping Springs Middle School track team sweeps District at Highland Lakes The Dripping Springs Middle School 7th and 8th grade boys and girls track teams swept the Highland Lakes Middle School District Track Meet on April 4, winning all four district titles. DSMS competed against Lake Travis MS, Hill Country MS, Hudson Bend MS, West Ridge MS and Marble Falls MS. Congratulations to the student-athletes and coaches Jason Strilzuk (boys) and Angela Smith (girls). ence example to explain perimeter and area.” Clark said that the kids are eager to show off their knowledge in front of the dads. “It’s very meaningful for them to hear from someone else besides their teacher,” Clark added. Rachel Barton, second grade teacher, echoed that sentiment.

“I think it’s really great for children and dads to see each other in a different environments and to gain new perspectives,” Barton said. Walnut Springs Elementary plans to keep this program going for years to come. “If I could do this full time I would,” McMullen said.

Historians Marie Bassett and Janie Botkin conducted research to learn how these characters impacted the town and the town’s politics. Some tales were sad, such as the story of Mary (Dollahite) Taylor. Ashley Bruno portrayed this 30-year old woman who drowned in a house flood. Other tales were those of fulfillment and long lives, such as the life of Othaway Anna (Hoy) Davidson. “Until my passing I was the oldest living resident in Hays County,” Davidson (a.k.a. Lyn von Roeder) said. She lived from 1843 until 1943 and died at age 99, an unusually long lifespan in those times. One of the actors, Clara Gravell, was actually the daughter of the woman she was portraying, Vida Ada (Quick) Rippy.
