Puerto Rico - Propiedades incluidas en el RNLH
La inclusión en el Registro Nacional de Lugares Históricos constituye un reconocimiento a lugares y propiedades que se consideran dignos de preservación. Esta lista oficial es el núcleo de un programa nacional que se esfuerza por coordinar y apoyar esfuerzos públicos y privados para identificar, evaluar y proteger los recursos históricos y arqueológicos de la nación. El NRHP para Puerto Rico incluye: 320 sitios, 15 distritos históricos, que incluyen aproximadamente 1750 propiedades, 5 hitos históricos y 1 distrito histórico que, a su vez, incluye 897 propiedades. Evaluación y Revisión - Proyectos Federales La sección 106 de la NHPA requiere que las agencias federales consulten con el SHPO, en las ocasiones en que en tierras federales o con fondos, licencias o permisos federales, se van a realizar proyectos, que podrían tener un efecto sobre las propiedades históricas. La planificación juega un papel crítico en un proceso que tiene como objetivos evitar o minimizar los efectos adversos, y en el cual es esencial la cooperación con las agencias federales y locales. La oficina de SHPO / OECH en Puerto Rico revisó 1,168 proyectos en el año fiscal federal 2014.
Archivo de informes y documentación La oficina de SHPO en Puerto Rico es el depósito y custodio de documentación relacionada a informes de proyectos (realizados desde 1979 hasta la fecha) en sitios y propiedades históricas y arqueológicas. La mayoría de los informes corresponde a gestiones de cumplimiento a las secciones 106 y 110 de la ley federal NHPA. También contamos, en nuestro acervo, con informes de reconocimientos e inventarios realizados en Puerto Rico (HABS, HAER), y los informes de estudios subvencionados por el Historic Preservation Fund . Estos últimos son proyectos de investigación orientados a la preparación de nominaciones al NRHP, llevados a cabo en los 78 municipios de nuestra isla (Entre 1982 y 2014 se han otorgado fondos a más de 150 proyectos). Un nuevo proyecto de SHPO / OECH, iniciado en 2013, tiene como objetivo mejorar la organización de archivos y documentos y facilitar el acceso público a este amplio fondo. Diseñado como un instrumento de planificación y de educación, el proyecto incluye: la revisión y digitalización de todos los expedientes de informes, la actualización de la base de datos existente, la ampliación y actualización de la página Web de la Oficina y proveer a los 78 municipios con discos compactos (CD) con información sobre arqueología e historia regional. El proceso de revisión de aproximadamente 1,019 archivos, correspondientes a los primeros 25 municipios, ya ha permitido identificar 867 nuevos sitios arqueológicos, que se han añadido a nuestra base de datos (la base de datos de 2012 incluía 1465 sitios arqueológicos)

Puerto Rico - Properties listed in the NRHP
The National Register of Historic Places (NRHP) recognizes those places and properties that are considered worthy of preservation. This official list of these significant properties is the core of a national program, that strives to coordinate and support public and private efforts to identify, evaluate, and protect the nation’s historic and archeological resources. The NRHP for Puerto Rico includes: 320 sites, 15 Historic districts which include approximately 1750 properties, 5 landmarks and 1 district landmark that includes 897 properties. Review – Federal Projects Section 106 of the NHPA requires federal agencies to consult with the SHPO, whenever federal lands or federal funding, licenses, permits are involved in a project that could have an effect on historic properties. Planning plays a critical role in a process that is directed towards avoiding or minimizing adverse effects, and in which cooperation with federal and local agencies is essential. The Puerto Rico SHPO/OECH reviewed 1,168 projects in Fiscal Year 2014.
State Historic and Archaeological Sites Records Management The Puerto Rico SHPO is the repository of: documentation (dating back to 1979) of historic and archaeological sites and properties. Most of the records correspond to sections 106 and 110 compliance projects. We also have the survey and inventory reports of Puerto Rico (HABS, HAER surveys), and the reports from Historic Preservation Fund Grants and research projects carried out in the 78 municipalities of our island (From 1982 – 2014 more than 150 projects have been awarded HPF research funds). A new SHPO/OECH project begun in 2013 seeks to improve records management and provide public access to all these records. Designed as a planning and educational tool, it includes: review and digitizing of all records, update of existing data bases, uploading information in our webpage, and providing municipalities (78) and educational institutions with Cd’s that include regional archaeological and historic data. PUERTO RICO - OFICINA ESTATAL DE CONSERVACIÓN HISTÓRICA / STATE HISTORIC PRESERVATION OFFICE FONDO DE CONSERVACIÓN HISTÓRICA El Fondo para la Conservación Histórica fue creado en 1976. El Congreso de EUA asigna fondos a los Oficiales Estatales y a los Oficiales Tribales de Conservación Histórica para que desarrollen diversas tareas conducentes a la conservación histórica, entre las cuales se destacan: la identificación y nominación al Registro Nacional de Lugares Históricos de recursos históricos significativos, la revisión de todos los proyectos federales para evitar y evaluar su impacto sobre propiedades históricas (de acuerdo con lo estipulado en la Sección 106 del National Historic Preservation Act y los reglamentos del Advisory Council on Historic Preservation), ofrecer asistencia técnica a las agencias federales, estatales o locales y al sector privado. En Puerto Rico, en el curso de los últimos tres años (2013-2015) se han incluido dos nuevas propiedades al listado de Monumentos Históricos (National Landmarks Program) y 17 propiedades al listado del Registro Nacional de Lugares Históricos (NRHP).

Proyectos en Puerto Rico, 2013-2015 El proceso conducente a la nominación y alistado de propiedades históricas al Registro Nacional de Lugares Históricos (NRHP) comienza con la investigación y documentación de los recursos históricos. En esa primer etapa se debe establecer la antigüedad del recurso (un mínimo de 50 años desde su construcción), la integridad del mismo y su relevancia o significación. En tanto el listado es un reconocimiento formal de la importancia histórica, arquitectónica o arqueológica del recurso, se debe cumplir con el estándar federal correspondiente. La complejidad del recurso (individual, distrito, temático) puede determinar que la investigación requiera de varias etapas (incluso de inventarios y reconocimientos intensivos). La Oficina Estatal de Conservación Histórica de Puerto Rico recibe anualmente fondos federales para apoyar proyectos conducentes a nominaciones, al igual que para estimular programas de educación y divulgación. PUERTO RICO - STATE HISTORIC PRESERVATION OFFICE / OFICINA ESTATAL DE CONSERVACIÓN HISTÓRICA HISTORIC PRESERVATION FUND The Historic Preservation Fund was created in 1976. Each fiscal year, the US Congress awards funds to State Historic Preservation Officers and Tribal Historic Preservation Officers so that they can: identify and nominate significant historic resources to the National Register of Historic Places, review all federal undertakings for their impact on historic properties, in accordance with Section 106 of the NHPA and the regulations of the Advisory Council on Historic Preservation, and provide technical assistance to federal agencies, local governments, and the private sector, among other efforts and projects that foster historic preservation. In the last three years, 2 landmarks, and 17 historic properties have been added to the list of sites from Puerto Rico included in the National Register of Historic Places.

Projects in Puerto Rico, 2013-2015 Nominating and listing historic properties in the NRHP is a process that begins with research and documentation. This initial stage should provide information regarding the property’s age (at least 50 years old), integrity, and significance. Since listing is a formal recognition of a property’s historical, architectural, or archaeological importance, national standards must be met. Depending on the complexity of the properties and the type of nomination (individual, districts, thematic) the process can take more than a year, or require several stages of inventories and surveys. Every year the local SHPO provides funding for nomination projects and for diverse outreach and education programs. PUERTO RICO - OFICINA ESTATAL DE CONSERVACIÓN HISTÓRICA / STATE HISTORIC PRESERVATION OFFICE PROGRAMAS La OECH/SHPO desarrolla una variedad de actividades en su sede en el Cuartel de Ballajá, San Juan, y a través de los municipios de Puerto Rico, en atención al compromiso de educación y divulgación sobre aspectos relacionados a la conservación de nuestro patrimonio histórico/arqueológico. Estas actividades, orientadas a diversos sectores sociales, se llevan a cabo subsidiadas por el Fondo para la Conservación Histórica/ Historic Preservation Fund, asignado anualmente por el Congreso de EUA para el cumplimiento del mandato del National Historic Preservation Act (1966). Actividades Especiales Atender a grupos escolares de distintos niveles educativos y de diferentes municipios ha sido una de nuestras prioridades. A esos efectos se llevan a cabo actividades especiales en los meses de mayo Mes de la Conservación y noviembre – Mes de la Arqueología. En mayo, bajo el concepto Construyendo y Conservando Nuestra Comunidad, los estudiantes diseñan comunidades o construyen réplicas a escala de edificios, en sus pueblos, que están en el NRHP. En noviembre, con el tema de Detectives del Pasado, los estudiantes excavan en cajas o en bandejas (esto para niños con impedimentos) y descubren y clasifican artefactos precolombinos, coloniales o modernos. Otra tarea de divulgación claramente importante lo ha sido iniciar un programa de visitas y charlas o talleres en escuelas (K-12). A la fecha se han visitado 17 escuelas en 11 municipios.
Actividades de Divulgación Desde 2013 se están impartiendo, todos los meses, conferencias y charlas sobre investigaciones conducentes a nominaciones o proyectos de documentación de propiedades históricas (34 proyectos), subsidiados por el Historic Preservation Fund. En ese período, han sido alistadas en el NRHP 17 nuevas propiedades, en 13 municipios de PR. Se ha realizado también un congreso de Arqueología Industrial, se publicó la revista de la OECH y están en proceso otras publicaciones que complementan las tareas de divulgación.

PUERTO RICO - STATE HISTORIC PRESERVATION OFFICE / OFICINA ESTATAL DE CONSERVACIÓN HISTÓRICA PROGRAMS In order to realize its commitment to education and outreach on issues related to the preservation of our historical / archaeological heritage, the State Historic Preservation Office of Puerto Rico/ Oficina Estatal de Conservación Histórica has initiated various programs, both at the premises, in the Cuartel de Ballajá , San Juan, and throughout the municipalities of Puerto Rico. These activities aimed at all sectors of our heterogenous society, are subsidized by the Historic Preservation Fund / Fondo para la Conservación Histórica, allocated annually by the US Congress to fulfill the mandate under the National Historic Preservation Act (1966). Special Activities One of our priorities has been effectively addressing the needs of islandwide groups of different educational levels. We have given continuity to the traditional SHPO activites in the months of May Preservation Month, and November - Archaeology Month. In May, with the theme Building and Preserving Our Community, students design cardboard communities and build scale replicas of buildings, in their hometown, which are listed in the NRHP. In November, with the theme Detectives of the Past, students experience a “dig” in sand boxes or trays (disabled children) and discover and classify pre-Columbian, colonial and modern artifacts. Additionally, we have established a program of visits, lectures, and workshops in schools (K -12); to date we have visited 17 schools in 11 municipalities.
Outreach Activities Since 2013, we began a program of monthly conferences and lectures on the research and documentation projects funded by HPF. These studies have as an end result nominations of historic properties of Puerto Rico (34 projects in the last 3 years). During that period, 17 new properties in 13 municipalities have been listed in the NRHP. Another outreach effort is the publication of the OECH magazine and two books that are now in progress.
