PREÁMBULO Nosotros, los miembros de Defenders of the Christian Faith Movement, Inc., movidos por la firme y profunda convicción de que es la voluntad de Cristo que los creyentes en Él estén unidos eficazmente y en sus esfuerzos por la expansión de Su Reino, y conscientes de que este Movimiento Defensores De La Fe Cristiana ha crecido notablemente, nos hemos organizado con el siguiente Credo, Constitución y Reglamento. Por la presente declaramos que nos une la Fe interna y personal en Jesucristo como nuestro Divino Salvador y Señor, y sobre esta Fe están fundadas nuestras iglesias. CREDO (Doctrinas Fundamentales) 1. Las Sagradas Escrituras CREEMOS en la inspiración sobrenatural de las Sagradas Escrituras, como aparecen en los sesenta y seis libros de la Biblia. Es la Palabra de Dios, la única regla de fe y conducta. (2 Tim 3:16; Jn 5:39) 2. El Dios Único, Verdadero y Eterno CREEMOS en la existencia de Dios, un Ser Único, Supremo, Santo, Eterno, Creador del universo. Él trasciende toda la creación y a su vez es omnipresente en cada parte de ella. (Gn 1:1; Mt 6:8-9) 3. La Divina Trinidad CREEMOS en la Divina Trinidad, revelándose como Padre, Hijo y Espíritu Santo. Son tres personas en la misma esencia, poder y eternidad. Se relacionan entre sí y a la vez se distinguen entre ellas. (Mt 3:16-17; 28:19) 4. Jesucristo el Hijo de Dios CREEMOS en Jesucristo, la segunda persona de la Divina Trinidad, su nacimiento virginal, vida sin pecado, sus milagros, crucifixión, el sacrificio vicario, la resurrección y la ascensión. Tomó naturaleza, murió y resucitó para salvarnos. (Mt 1:18; Jn 1:1-14; 3:16; Lc 24) 5. El Espíritu Santo CREEMOS en el Espíritu Santo, la tercera persona de la Divina Trinidad. Mora en el creyente y le guía a toda verdad y a toda justicia. (Hch 1:8; 2:4; 13:2) 6. La Creación CREEMOS que la existencia de todas las cosas visible e invisibles obedecen a la obra creadora de Dios. (Gn 1:1; 1:31; 2:12; Sal 19:1, 24:1; Heb 11:3) 7. El Hombre CREEMOS que el hombre fue creado a imagen y semejanza de Dios y en perfecta comunión con su creador. CREEMOS que se le concedieron atributos de santidad, sabiduría, libre albedrio y con afectos naturales. CREEMOS también que el hombre es corona de la creación y el objeto del cuidado especial de Dios. (Gn 1:26-28; Sal 8:5-8)

8. La Caída y la Redención del hombre 1

CREEMOS que el hombre cayó por su transgresión, por decisión propia y voluntad. CREEMOS que el único medio de redención es aceptando el plan redentor provisto por Dios en la persona de Jesucristo. (Gn 3:15; Jn 3:14; Ro 10:9-10) 9. Salvación CREEMOS que el hombre es salvo mediante la aceptación en público de Jesucristo como su Salvador. CREEMOS que esta salvación es por la gracia mediante el sacrificio de Cristo en la cruz del Calvario. (Ef 2:8); que es justificado por la fe en Cristo; (Ro 5:1); es heredero de una vida eterna (Jn 3:16; Tit 3:7). CREEMOS que la salvación obtenida al creer en Cristo es inmediata (Lc 9:9; Jn 5:24) y que es indispensable permanecer en El para conservarla. (Mt 24:13; Heb 2:1-2) 10. Bautismo en Agua CREEMOS en la ordenanza del bautismo en agua por inmersión en el nombre del Padre, y del Hijo, y del Espíritu Santo. (Mt 28:19) 11. La Cena del Señor CREEMOS en la ordenanza de practicar la Cena del Señor. Consiste del pan y del jugo de la vid, los cuales simbolizan el cuerpo y la sangre de Nuestro Señor Jesucristo. Constituye un recuerdo de su sufrimiento, muerte y una profecía de su segunda venida. (Mt 26:26-29; Mr 14:22-25; Lc 22:13-20; 1 Co 11:23-26). CREEMOS que los participantes deben ser creyentes bautizados en agua y que estén en plena comunión con la iglesia. 12. El bautismo en el Espíritu Santo CREEMOS que todo creyente tiene el privilegio de recibir la promesa del Padre concerniente al bautismo con el Espíritu Santo. Es una experiencia sobrenatural posterior al nuevo nacimiento. Todo creyente debe anhelarla. Capacita para vivir una vida de santidad y servicio efectivo en la obra del Señor. (Lc 24:49; Hch 1:18; 2:4; 8:14-17). 13. La Santificación CREEMOS que es necesario vivir una vida de santidad sin la cual nadie verá al Señor (Heb 12:14; 1 Ts 4:3). La santificación se obtiene con la muerte de Cristo. (Heb 2:11; 10:14; 13:12; 1 Co 1:30) Luego de la conversión el Espíritu Santo va perfeccionando la obra de Dios en el creyente, capacitándolo para una vida de santidad. (Jn 17:16-19; 1 Ts 5:22-24) La santificación es una clara separación del mundo a una forma de vida digna de un Dios santo. 14. La Sanidad Divina CREEMOS en la promesa bíblica relativa a Sanidad Divina y que la iglesia recibe autoridad del Señor Jesucristo para sanar enfermos en nombre de Jesús. (Sal 103:3; Is 53:4-5; Mr 16:18; Stg 5:14). 15. La Segunda Venida de Cristo CREEMOS en la segunda venida de Cristo (Hch 1:11) con los siguientes eventos: CREEMOS en el rapto o traslación de la iglesia y que este evento será antes de la gran tribulación. (1 Ts 4:15-17). CREEMOS en la segunda manifestación de Cristo en forma corporal y visible y que establecerá su Reino milenial sobre la tierra. (Mt 24:30; Hch 1:11; Ap 1:7; 5:10; 11:15; 20:1-7; Dn 7:14; 1 Co 15:25) CREEMOS en el juicio final con retribución de Vida Eterna para los justos y castigo eterno para los injustos. (2 P 3:7)

16. El matrimonio 2

CREEMOS en el acto del matrimonio según lo estableció Dios desde el principio. CREEMOS que la única relación de pareja que debe existir es a través del matrimonio y que el matrimonio debe realizarse sólo entre un hombre y una mujer. Los seres humanos nacen siendo varón y hembra porque así los creo Dios desde el principio. (Gn 1:27; 2:21-25) Rechazamos totalmente toda relación homosexual y la declaramos contra naturaleza (Ro 1:26-27). La homosexualidad no es un estilo de vida sino una condición pecaminosa para los que la practican y depravado para la humanidad.

CONSTITUCIÓN ARTÍCULO I Se conocerá esta organización con el nombre de: “Defenders of the Christian Faith Movement”. ARTÍCULO II Propósito: Cumplir la Gran Comisión llevando el mensaje del evangelio de nuestro Señor Jesucristo a toda criatura, en todos los lugares que nos sea posible. Fundar y supervisar iglesias autónomas que se establecerán a través de los Estados Unidos de América; auspiciar instituciones tales como campamentos de verano, seminarios, y otras actividades e instituciones que surjan en el futuro y que la Junta Central aprobare. ARTÍCULO III Constituyentes: El Movimiento Defensores de la Fe se constituirá de todas las iglesias que en el presente componen el mismo y que han impartido su aprobación a esta Constitución. Nuevas iglesias organizadas de acuerdo con las condiciones estipuladas por la organización, podrán ingresar a formar parte del Movimiento una vez hayan sido aprobadas por la Asamblea, la Junta Central hará las recomendaciones a la Asamblea para admisión de nuevas iglesias. Una vez aprobadas por la Asamblea, la Junta Central solicitará los Certificados de Afiliación, los cuales serán emitidos por la Junta de Directores Internacional. ARTÍCULO IV Administración: Una Junta Central dirigirá los destinos de esta organización. Dicha Junta Central se compondrá de seis Ministro Ordenados y tres Laicos. Se entenderá por Ministro Ordenado toda persona que ha sido debidamente reconocida por nuestra organización como tal. Se entenderá por Laico, un miembro activo de cualquiera de nuestras iglesias que haya sido elegido para representar a su iglesia en la Convención. En caso que surgiere una vacante en la Junta Central, ésta, bajo la supervisión de la Junta de Directores Internacional, tendrá poderes para nombrar un substituto hasta tanto se celebren elecciones. ARTÍCULO V Fondos: Cada iglesia enviará mensualmente a esta organización una porción equivalente al 10% de los diezmos que recibe de sus miembros para el sostenimiento y gastos generales. Cada Obrero y Pastor enviará $60.00 anuales como cuota de credenciales. A su vez, esta organización reconoce la responsabilidad de enviar al Movimiento Internacional de Iglesias Defensores de la Fe Cristiana el 10% de los ingresos generales, el diezmo total del Presidente nacional y las cuotas de afiliación de las iglesias según establecidas por la Junta de Directores Internacional. ARTÍCULO VI Asamblea Bienal: Se celebrará una Asamblea bienal comenzando en el año 2003 que se conocerá con el nombre de: “Convención Bienal del Movimiento Defensores de la Fe Cristiana de E.U.A.”. Dicha actividad se celebrará en el lugar que la Asamblea escogiere y se llevará a cabo durante el mes de julio. ARTÍCULO VII Las iglesias afiliadas: Las iglesias afiliadas son aquellas iglesias que estén unidas a nuestro Movimiento y que cumplan sus obligaciones para con el Movimiento de acuerdo a ésta Constitución, 4

el Reglamento y las especificaciones que hiciese la Junta Central sobre las mismas. En caso de una solicitud de afiliación a nuestro Movimiento, el Comité Ministerial orientará y supervisará el proceso interno de dicha iglesia e informará a la Junta Central si la iglesia desempeña sus funciones en consonancia a nuestro Credo, Constitución y Reglamento. La Junta Central hará sus recomendaciones a la Asamblea y, una vez aprobada y recibida por la Asamblea, la Junta Central solicitará los Certificados de Afiliación, los cuales serán emitidos por la Junta de Directores Internacional. Toda iglesia que se establezca bajo el Credo y los estatutos de la Constitución y Reglamento de esta organización, deberá identificar su afiliación al Movimiento Internacional de Iglesias Defensores de la Fe Cristiana. Toda iglesia afiliada deberá rotular su templo con un letrero que la identifique con el Movimiento Internacional de Iglesias Defensores de la Fe Cristiana. ARTÍCULO VIII Las iglesias afiliadas al Movimiento en sus servicios, funciones, y planes locales son absolutamente soberanas y la Junta Central intervendrá solamente cuando las iglesias así lo desean o cuando se trate de una misión no incorporada según el Artículo XI. En lo referente al nombramiento de pastores, la congregación podrá presentar su candidato a la Junta Central para su nombramiento e instalación, sobre-entendiéndose que la Junta Central podrá presentar sus propios candidatos para la consideración de la congregación. Ningún candidato podrá ser presentado como candidato al pastorado mientras que no posea una credencial activa del Movimiento al momento de su candidatura, entendiéndose que el candidato se someta a los requisitos estipulados en el Artículo XVII del Reglamento. ARTÍCULO IX Comité Ministerial: El Comité Ministerial estará compuesto del Presidente, otro miembro de la Junta Central, asiGenado por la misma, y el Supervisor de Distrito más cercano al lugar donde radica el solicitante a afiliación u ordenación. Cuando se refiera a la afiliación de una iglesia, este comité se encargará de orientar a la iglesia en el proceso de afiliación e informará por escrito a la Junta Centra si la iglesia desempeña sus funciones en consonancia a nuestro Credo, Constitución y Reglamento. Cuando se refiera a la ordenación de un candidato, este comité hará una investigación exhaustiva (que incluirá el historial/récord criminal) del candidato a ordenación y rendirá un informe escrito a la Junta Central dentro de tres meses de haber recibido la solicitud. La Junta Central someterá para la consideración de la Junta de Directores Internacional toda solicitud de ordenación al pleno ministerio y toda solicitud de credencial pastoral. ARTÍCULO X Personalidad Jurídica: Este Movimiento se fundó en el año 1944 y entró en personalidad jurídica al incorporarse el 23 de marzo de 1945, en la ciudad de Albany en el Estado de Nueva York, número 4487 y conforme a las leyes vigentes de dicho estado. Ningún individuo entrará en acuerdo o contrato alguno como Movimiento. Solamente el Comité Ejecutivo tendrá esta facultad. El Comité Ejecutivo se compondrá del Presidente o su desiGenado, el Secretario Ejecutivo o su desiGenado y el Tesorero o su desiGenado. ARTÍCULO XI Propiedades: Las propiedades y bienes raíces de una iglesia incorporada afiliada al Movimiento son de la iglesia totalmente y serán administradas y reglamentadas de acuerdo al cuerpo o forma directiva de dicha iglesia afiliada. Las propiedades, equipo, y bienes raíces de una iglesia no incorporada cuya clasificación sea de Misión, serán de la misión en cuestión, pero la venta, compra o 5

permuta o cualquier forma de traspaso que afecte a las propiedades y bienes, serán supervisadas y aprobadas por la Junta Central de este Movimiento. Toda clase de transacción que una iglesia incorporada o no incorporada realice con sus propiedades y bienes raíces, deberán ser informadas a la Junta Central antes de efectuar dicha transacción para que dicho asunto sea estudiado por la Junta Central para aconsejar y dar mejores beneficios a la iglesia en cuestión en la transacción a efectuarse. Cuando una iglesia deja de funcionar como iglesia, las propiedades adquiridas en nombre de dicha iglesia serán transferidas y vendrán a ser propiedad del Movimiento. Toda propiedad adquirida por ésta organización será escriturada a nombre de Defenders of the Christian Faith Movement. ARTÍCULO XII Congresos: Esta organización reconoce los siguientes congresos: Congreso de Damas, Congreso de Jóvenes, Congreso de Caballeros, Congreso de Niños Defensores de la Fe. Formularán reglamentos para regirse y éstos estarán en armonía con esta Constitución y Reglamento, a los cuales estarán sujetos. Enviarán a esta organización una aportación equivalente al 5% de sus ingresos generales. Rendirán un informe anual a la Junta Central y a la Asamblea Bienal que incluirá actividades, progreso e información económica. ARTÍCULO XIII Aspecto moral relativo al matrimonio: Esta organización reconoce solamente la unión conyugal entre un hombre y una mujer, en conformidad a las enseñanzas de las Sagradas Escrituras. (Véase Génesis 2:24; 1 Corintios 7:22-23) Esta organización no acatará ninguna ley estatal o nacional que apruebe el matrimonio entre dos personas del mismo sexo. Esta organización rechaza la legalidad de la unión conyugal ceremonial o todo documento civil o eclesiástico entre una pareja del mismo sexo. (Véase Deut. 23:17; Romanos 1:18-27; Lucas 17:28-29) ARTÍCULO XIV Enmiendas: Esta Constitución podrá ser enmendada por el voto de dos terceras partes de los miembros en una Asamblea Bienal siempre que la enmienda o enmiendas propuestas hayan sido sometidas a la consideración de las iglesias por conducto del Secretario Ejecutivo de la Junta Central, cuando menos con tres meses de anticipación de la Asamblea Bienal.

REGLAMENTO ARTÍCULO I Año Eclesiástico: El año eclesiástico será del 1ro de julio al 30 de junio del siguiente año. ARTÍCULO II Título: Esta organización se conocerá con el nombre de: Defenders of the Christian Faith Movement. ARTÍCULO III Propósito: Cumplir la Gran Comisión, llevando el mensaje poderoso del evangelio de nuestro Señor Jesucristo a toda criatura. ARTÍCULO IV Miembros: Serán miembros de esta organización todas las iglesias actualmente en el Movimiento y que hubieren impartido su aprobación a este reglamento y las nuevas iglesias organizadas de acuerdo con las condiciones estipuladas en la Constitución. Cualquier congregación con personalidad jurídica que desee afiliarse, tendrá que pasar el siguiente proceso de afiliación: a. someter por escrito su deseo de afiliarse, incluyendo firmas de miembros y copia de su Constitución y Reglamento; b. celebrar una reunión de membresía bajo la supervisión del Comité Ministerial y ser aprobada por la Asamblea (Constitución, Artículo VII) y recibir un Certificado de Afiliación por parte de la Junta de Directores Internacional. Se entenderá que toda congregación afiliada podrá perder su status con el Movimiento si no cumple con sus responsabilidades descritas en la Constitución (Artículos V, VII). Desafiliación - El proceso de desafiliación será el siguiente: 1. El pastor y la junta local deberán contactar al supervisor de área, quien a su vez se comunicará con la Junta Central. 2. La Junta Central nombrará a dos representantes de la Junta quienes se reunirán con la congregación para verificar la petición y buscar reconciliación. 3. Si la congregación insiste en su petición, estos dos representantes atestiguarán a la firma de una petición escrita firmada por dos-terceras partes de los miembros de la congregación. 4. La Junta Central le notificará a la Junta de Directores Internacional para que el Certificado de Afiliación antes expedido sea revocado. 5. En caso de que dicha congregación desee reanudar su status con el Movimiento, la iglesia deberá pasar por el proceso de afiliación antes descrito. ARTÍCULO V Administración: Una Junta Central dirigirá los destinos de esta organización y se compondrá de un Presidente, quien trabajará a tiempo completo devengando un salario, mas beneficios establecido por la Asamblea, un Vice-Presidente, un Secretario Ejecutivo, un Secretario de Actas, un Tesorero y cuatro Vocales. Los puestos de Presidente y Vice-Presidente serán ocupados únicamente por Ministros Ordenados al pleno ministerio. ARTÍCULO VI Quórum: Constituirá quórum en la Junta Central cinco o más de sus miembros. 7

ARTÍCULO VII Requisitos y Deberes de Oficiales de la Junta Central: Sección 1.0 El Presidente y Sus Requisitos Sección 1.1 Debe ser Ministro Ordenado Sección 1.2 Haber sido pastor de una iglesia Defensores de La Fe por no menos de diez(10) años consecutivos al momento de la nominación. Sección 1.3 Tener no menos de 35 años de edad a la fecha de la elección. Sección 1.4 Preferiblemente bilingüe en español e inglés. Sección 1.5 Desempañar las funciones de este cargo a tiempo completo. Sección 1.6 Preferiblemente graduado de un Colegio, Universidad o Seminario Evangélico (acreditado por American Theological Schools) o haber sido parte de la Junta Central. Sección 1.7 Certificación del Tesorero Nacional del cumplimiento de las disposiciones reglamentarias de las finanzas durante los últimos dos (2) años. Sección 2.0 El Vice-Presidente y Sus Requisitos Sección 2.1 La posición de Vice-Presidente requerirá las mismas calificaciones de la Presidencia a excepción de la Sección 1.5. Sección 3.0 El Secretario Ejecutivo y Sus Requisitos. Sección 3.1 Haber sido pastor de una iglesia Defensores de la Fe por no menos de cinco(5) años consecutivos u Obrero del Movimiento por no menos de diez años consecutivos al momento de la nominación. Sección 3.2 Tener no menos de 30 años de edad a la fecha de la elección. Sección 3.3 Preferiblemente bilingüe en español e inglés. Sección 3.4 Certificación del Tesorero Nacional del cumplimiento de las disposiciones reglamentarias de las finanzas durante los últimos dos (2) años. Sección 4.0 El Tesorero y Sus Requisitos Sección 4.1 Haber sido pastor de una iglesia Defensores de la Fe por no menos de cinco (5) años consecutivos u Obrero del Movimiento por no menos de diez años al momento de la nominación. Sección 4.2 Preferiblemente graduado de un Colegio, Universidad o Seminario; o un Grado Asociado (dos años de Colegio o Seminario) que haya incluido contabilidad y/o administración. Sección 4.3 Tener conocimiento de contabilidad y de computadoras; conocer los requisitos federales de organizaciones no pecuniarias 501(c) 3. Sección 4.4 Preferiblemente bilingüe en español e inglés. Sección 4.5 Certificación del Tesorero Nacional del cumplimiento de las disposiciones reglamentarias de las finanzas durante los últimos dos (2) años. Sección 5.0 El Secretario de Actas y Sus Requisitos Sección 5.1 Poseer credenciales de Obrero del Movimiento Sección 5.2 Tener conocimiento básico de computadoras Sección 5.3 Preferiblemente bilingüe en español e inglés Sección 5.4 Tener la recomendación de su pastor Sección 5.5 Certificación del Tesorero Nacional del cumplimiento de las disposiciones reglamentarias de las finanzas durante los últimos dos (2) años. 8

Sección 6.0 Los Vocales y Sus Requisitos Sección 6.1 Poseer credenciales de obrero del Movimiento Sección 6.2 Preferiblemente bilingüe en español e inglés Sección 6.3 Tener la recomendación de su pastor Sección 6.4 Certificación del Tesorero Nacional del cumplimiento de las disposiciones reglamentarias de las finanzas durante los últimos dos (2) años. Sección 7.0 Deberes de la Junta Central. Sección 7.1 Atender el trabajo de las iglesias en general en armonía con los planes trazados por el Movimiento. Sección 7.2 Preparar informes para la Asamblea Bienal, revisar el trabajo realizado durante el año y preparar el presupuesto del año siguiente dentro de 90 días del comienzo del año. Sección 7.3 Deberá reunirse cada tres meses en reunión regular y cuantas veces lo creyere conveniente para celebrar reuniones extraordinarias a petición de cinco o más de los miembros de la Junta Central. Sección 7.4 Estudiará y supervisará todo nombramiento de pastorado vacantes e instalará los pastores en las iglesias sometiendo así para aprobación de la Junta de Directores Internacional toda solicitud de credencial pastoral. Sección 7.5 La Junta Central, con la recomendación de los pastores locales, nombrará y aprobará los candidatos a obreros y ministros del Movimiento. Sección 7.6 La Junta Central nombrará sus propios consejeros. Sección 7.7 La Junta Central informará por escrito todas sus acciones a la Convención. Sección 7.8 La Junta Central tendrá poder para nombrar cuantos comités creyere necesario con el fin de estudiar y promover los intereses de las iglesias. También nombrará un Comité de Ponencia temporero en su última reunión ordinaria antes de la Convención. El Comité cesará al escuchar la Asamblea sus recomendaciones. Sección 7.9 Desarrollará e implementará un plan de trabajo anual para lograr los propósitos. Sección 7.10 Referirá para aprobación de la Junta de Directores todos los candidatos a ordenación al pleno ministerio. Dicha ordenación se llevará a cabo por el Presidente de la Junta de Directores Internacional o su representante. Sección 7.11 Preparará la programación para la Asamblea Bienal. Sección 7.12 Recomendará nuevas iglesias a afiliarse a la Asamblea. Sección 7.13 Solicitará a la Junta de Directores Internacional que emita los Certificados de Afiliación para las iglesias una vez aprobadas y recibidas por la Asamblea. ARTÍCULO VIII Deberes del Presidente de la Junta Central: Presidirá todas las reuniones. Representará a la organización en todo acto en que ésta debe estar representada. Ejecutará todos los acuerdos de la Junta Central y de la Asamblea Bienal. Hará los nombramientos provisionales para cubrir vacantes en la Junta Central bajo la supervisión de la Junta de Directores Internacional. Firmará todas las actas. Convocará todas las reuniones. Firmará credenciales. Autorizará desembolsos del tesorero nacional. Enviara el 10% de sus ingresos directamente al Movimiento Internacional de Iglesias Defensores de la Fe Cristiana. ARTÍCULO IX Deberes del Vice-Presidente: Substituirá al Presidente en caso necesario. Llevará a cabo cualquier encomienda que el Presidente o la Junta Central le asiGene. 9

ARTÍCULO X Deberes del Secretario-Ejecutivo: Llevará registro de todos los acuerdos oficiales de la Junta Central. Guardará copia de todas las contestaciones oficiales que diere. Archivará toda la correspondencia y pondrá a disposición de la Junta Central toda la correspondencia cuantas veces fuere necesario. Firmará credenciales. ARTÍCULO XI Deberes del Tesorero: Desempeñará las funciones de su cargo custodiando fondos remitidos por las iglesias. Actuará como auditor autorizado para certificar el estado económico a la Junta Central y hará los desembolsos previo libramiento debidamente autorizados por el Presidente y con la firma de ambos o según resolución adoptada en cuanto a autorización de desembolsos. Rendirá un informe trimestral de todas las transacciones a la Junta Central. Rendirá un informe por escrito a la Asamblea. ARTÍCULO XII Deberes del Secretario de Actas: Preparará minutas de todos los asuntos discutidos en las reuniones y la Asamblea y acuerdos tomados. Llevará a cabo cualquier encomienda que el Presidente o la Junta Central le asiGene. ARTÍCULO XIII Deberes de los Vocales: Llevarán a cabo cualquier encomienda que el Presidente y la Junta Central le asiGenen, como sustituir en la ausencia de algún oficial. ARTÍCULO XIV Derechos de la Junta Central: La Junta Central tendrá poderes a nombre del Movimiento para cancelar cualquier hipoteca, sentencia, pagaré, u otras evidencias de deudas en la forma provista por la ley; así como de comprar, vender propiedades de la exclusiva pertenencia del Movimiento, siempre que lo apruebe la Asamblea Bienal para ese solo efecto. La Junta Central tendrá plenos poderes para constituir diferentes supervisores de región con el fin de promover los intereses del Movimiento y de las iglesias. Cada Región elegirá un Supervisor entre los Pastores y Obreros de dicha Región, por un término de dos años. Dichos candidatos deberán ser certificados por la Junta Central, previo a la elección. ARTÍCULO XV Supevisores de Región: Toda Región deberá tener un supervisor elegido por todos aquellos que poseen credenciales vigentes de nuestra Organización. Proceso Eleccionario: El proceso eleccionario para los Supervisores de Región será el siguiente: 1. La Junta Central enviará un comunicado a los Pastores, Ministros y Obreros de la región en la cual exista la necesidad de reemplazar al supervisor. En dicho comunicado se solicitará la nominación de candidatos para la supervisión y se establecerá lo siguiente: a. Fecha límite para recibir nominaciones. b. La manera en que dichas nominaciones escritas serán presentadas a la Junta Central. c. El término en el cual la Junta Central ofrecerá la certificación oficial de los candidatos. d. La fecha y el lugar dónde se llevarán a cabo las elecciones. 2. Solamente Pastores, Ministros y Obreros podrán presentar nominaciones. 3. Todo candidato deberá recibir una certificación del Tesorero(a) Nacional de ser pastor en propiedad y/o de su pastor si no fuera pastor en propiedad. 10

4. No se aceptará nominaciones del piso en el momento de elecciones. 5. Por lo menos un miembro de la Junta Central estará presente para observar las elecciones. 6. Las elecciones serán por boleta secreta. La Junta Central tendrá la responsabilidad de proveer dicha boleta. 7. El resultado final será anunciado una vez el resultado oficial sea obtenido. 8. Todas las boletas utilizadas deberán ser entregadas al récord oficial del Movimiento a través del Secretario(a) Ejecutivo(a) de la Junta Central. Deberes de los Supervisores de Región: Asegurar la comunicación y las relaciones entre las iglesias de su área y la Junta Central. Promover el crecimiento del Movimiento a través de nuevas misiones. Supervisar el trabajo continuo de los obreros de su área a través de los informes requeridos por la Junta Central. Rendir un informe trimestral, por escrito, a la Junta Central. El Supervisor de Región tendrá como enfoque principal la coordinación de eventos y actividades que promuevan la unidad entre Pastores y Obreros. No deberá intervenir en problemas o en ningún tipo de consejería sin el consentimiento y autorización de la Junta Central.

ARTÍCULO XVI Comité Ministerial: El Comité Ministerial estará compuesto del Presidente, un miembro de la Junta y el Supervisor de la Región correspondiente. Las funciones de este Comité serán: hacer las investigaciones de los solicitantes a ordenación, rendir a la Junta Central un informe de su investigación con su recomendación e investigar querellas presentadas en contra de cualquier Obrero según el procedimiento establecido en el Artículo XVII.

ARTÍCULO XVII Código de Ética y Conducta Ministerial: El Defenders of the Christian Faith Movement resume los ministerios que define la Palabra de Dios en: Pastor, Evangelista y MisioneRo Este Movimiento reconoce el ministerio de la mujer en estas clasificaciones. Para obtener la ordenación al pleno ministerio en cualquiera de los tres ministerios, se establecen grados ministeriales en las siguientes clasificaciones: Obrero, Predicador Licenciado y Ministro Ordenado. Requisitos para obtener credenciales: Obrero(a): Haber sido miembro activo de una misma iglesia de esta organización por un periodo mínimo de dos (2) años. Estar haciendo labor destacada en la evangelización de su iglesia sujeta a la evaluación de la Junta Central del Movimiento. Ser graduado o estar asistiendo a un seminario o instituto reconocido por su sana doctrina. Tener la recomendación de su pastor. Radicar solicitud escrita ante la Junta Central del Defenders of the Christian Faith Movement. Dicha solicitud incluirá el documento original más reciente del récord criminal del candidato. Predicador Licenciado: Haber ejercido el ministerio de pastor o evangelista en el grado de Obrero con éxito por un periodo mínimo de dos (2) años. Ser graduado o estar asistiendo a un seminario o instituto reconocido por su sana doctrina. Radicar solicitud de promoción por escrito a la Junta Central. Dicha solicitud incluirá el documento original más reciente del récord criminal del candidato. NOTA: En las clasificaciones de Obrero y Predicador Licenciado, la Junta tendrá facultad para convalidar la experiencia y la labor del candidato en éste o en otros movimientos evangélicos y sobre la base de los méritos del candidato, concederle la credencial que a juicio de la Junta éste amerite.

Ministro Ordenado: Haber ejercido con éxito el ministerio como Pastor o Evangelista en el grado de Predicador Licenciado por un periodo mínimo de dos (2) años y estar activo en dicho grado. No obstante, la Junta tendrá facultad para obviar este requisito cuando el candidato haya pertenecido al Movimiento por un término no menor de diez (10) años y realizado funciones asociadas con el ministerio. Radicar la solicitud de ordenación por escrito ante la Junta Central. Dicha solicitud incluirá el documento original más reciente del récord criminal del candidato. Deberá tener la recomendación escrita del supervisor de su región. Si el candidato es pastor, la iglesia radicará la solicitud con una lista y las correspondientes firmas de más de la mitad de los miembros de la iglesia tomadas en una Asamblea, o la certificación de la Junta Central de la iglesia. Si el candidato es evangelista, deberá acompañar la solicitud con la recomendación escrita de por lo menos cinco (5) pastores en el grado de Ministro Ordenado del Movimiento, una de las cuales deberá ser su pastor. Si el candidato es Co-Pastor de una iglesia del Movimiento seguirá el procedimiento para ordenación de un pastor y en adición se requerirá que la iglesia tenga un mínimo de cien (100) miembros en plena comunión y la recomendación por escrito de su pastor. Las siguientes son las funciones de cada clasificación: Obrero(a): Ejercerá todas las funciones propias al ministerio cristiano, conforme a 1Timoteo 4:616, con la excepción de presentar niños, bautizar, celebrar la Cena del Señor y celebrar matrimonios conforme a las leyes existentes. Predicador Licenciado: Ejercerá todas las funciones propias al ministerio conforme a 1 Timoteo 4:6-16, con la excepción de celebrar matrimonios, disponiéndose que cuando no esté ejerciendo pastorado en propiedad, el ejercicio de sus funciones estará sujeto a la autorización de su pastor. Ministro Ordenado: Ejercerá todas las siguientes funciones: presentar niños, bautizar, celebrar la Cena del Señor, celebrar matrimonios conforme a las leyes existentes y toda otra función relativa al ministerio cristiano. Todo aspirante a Ministro Ordenado se someterá al siguiente procedimiento para su aceptación por la Junta Central: 1. La Junta Central someterá la solicitud recibida al Comité Ministerial para su evaluación. 2. El Comité Ministerial llevará a cabo una investigación exhaustiva al recibir la solicitud. De existir rumores negativos, éstos deberán someterse por escrito al Comité. 3. El Comité Ministerial enviará un informe escrito a la Junta con las recomendaciones pertinentes, luego de hacer su investigación. 4. La Junta Central referirá para aprobación de la Junta de Directores Internacional dicha solicitud. 5. La Junta de Directores Internacional llevará a cabo la ceremonia de ordenación y expedirá el Certificado de Ordenación y credencial una vez la solicitud sea aprobada. Para ingresar al Cuerpo Ministerial del Defenders of the Christian Faith Movement, un ministro independiente o de otra organización deberá cumplir lo siguiente: 1. Haber renunciado a su organización de procedencia antes de solicitar admisión. 2. Ingresar y pertenecer a una iglesia del Movimiento por un periodo razonable de no menos de un año. 3. Llenar los requisitos para Ministro Ordenado según está estipulado en este artículo. La Junta se reserva el derecho de clasificarlo en uno de los grados ministeriales establecidos. 12

Obtener la recomendación del Comité Ministerial, el cual le someterá a una investigación exhaustiva, la cual durará un periodo mínimo de tres (3) meses y no mayor de un año. En los casos en que el ministro solicitante tenga a su cargo una o más iglesias que deseen ingresar al Movimiento, se cumplirá con lo dispuesto en el Artículo IV de este reglamento.

El Cuerpo Ministerial tendrá que guardar un grado alto de conducta y disciplina en lo que respecta a su vida moral y espiritual. La Junta Central es el único cuerpo autorizado a tratar con asuntos que atañen a la conducta de un ministRo Se procesará en forma imparcial a todo miembro del Cuerpo Ministerial que deje de guardar las normas disciplinarias relativas a: 1. 2. 3.

Conducta Moral Separación doctrinal de las verdades fundamentales de fe establecidas en nuestro Credo. Acatar nuestra Constitución y Reglamento.

El procedimiento a seguir en caso de alguna querella que sea presentada contra cualquier Obrero será: 1. Toda querella contra cualquier persona comprendida en los grados ministeriales se radicará por escrito por la persona querellante. De existir una querella de parte de la iglesia donde ministra el Obrero, ésta se referirá por medio de la Junta Local de la iglesia al Supervisor de Región y/o Junta Central. De no haber una Junta Local en la iglesia, la querella deberá ser referida directamente al Supervisor de Región y/o Junta Central. 2. Toda querella se ventilará ante la Junta Central quien estudiará la situación y, de creerlo necesario, citará a vista al querellado y podrá referir el caso al Comité Ministerial para recomendaciones. 3. La Junta Central podrá ampliar la investigación y citar las vistas que vea necesario. Independientemente al procedimiento antes descrito, la Junta Central tendrá en su poder radicar y ventilar querellas contra cualquier Obrero que crea necesario. Cuando un ministro sea encontrado culpable de haber violado las normas de administración de iglesias o las normas de conducta moral, la Junta Central tendrá la discreción para imponer las siguientes sanciones: 1. Cuando la falta se refiera a violaciones de Separación Doctrinal de las verdades fundamentales de fe establecidas en nuestro Credo y/o acatar nuestra Constitución y Reglamento, la Junta amonestará y solicitará con firmeza al acusado para que se sujete al cumplimiento de las reglas de nuestra Constitución y Reglamento. 2. Cuando se encuentre reincidencia en las violaciones antes mencionadas, la Junta emitirá una decisión al respecto. 3. Cuando la falta encontrada se refiera a violaciones de Conducta Moral, la Junta Central amonestará y trabajará con todas las partes afectadas, se dará un tiempo definido para restauración. Independientemente del proceso antes descrito, la Junta Central tendrá a su discreción el imponer desde una reprimenda hasta una suspensión temporera o permanente de sus labores ministeriales a cualquier persona que posea credenciales del Movimiento que no guarde las normas disciplinarias antes mencionadas. Disposiciones Generales: 13

Toda persona que posea credenciales del Movimiento será miembro de una iglesia del mismo y estará sujeta a su Pastor. Toda persona que posea credenciales del Movimiento podrá trabajar para otra organización religiosa sólo mediante autorización previa por escrito de la Junta Central. Ninguna persona podrá ejercer las funciones pastorales en una iglesia del Movimiento, a menos que posea credenciales expedidas por la Junta Central. Toda persona que posea credenciales del Movimiento será responsable de asistir a la Asamblea Bienal. Tres ausencias consecutivas a la Asamblea Bienal sin justificación apropiada, será causa para revocar las credenciales de ese ObreRo Toda persona con credenciales rendirá un informe escrito a la Junta Central en el formato recomendado. No cumplir con este requisito será causa para revocar sus credenciales. Nota relativa al Divorcio y Re-casamiento Todo solicitante a credenciales deberá estar sujeto a escrutinio por parte del comité ministerial quien investigará las razones o causas por la cual sucedió el divorcio del solicitante y someterá a la Junta Central las sugerencias para aprobación o desaprobación de dicho solicitante. ARTÍCULO XVIII Asamblea Bienal o Convención: La Asamblea Bienal se compondrá de todos los obreros activos en el Movimiento y de los delegados que enviasen las iglesias. Habrá un delegado por los primeros 10 miembros activos de la iglesia y uno por cada 6 miembros activos adicionales. Nota: Si hay 16 miembros, dos delegados podrán representar la iglesia, pero si hay 15, solamente un delegado podrá presentar su iglesia. ARTÍCULO XIX Nombramientos: La Asamblea tendrá la responsabilidad de elegir a todos los miembros de la Junta Central durante la Convención Bienal. Todos los nombramientos de la Junta Central serán de cuatro (4) años. Dicho procedimiento será supervisado por la Junta de Directores Internacional. ARTÍCULO XX Quórum: Constituirá quórum en la asamblea más de la mitad de sus miembros. ARTÍCULO XXI Jurisdicción Conjunta: La Constitución y el Reglamento de este Movimiento regirán conjuntamente esta organización y no se pondrá en vigor ningún otro acuerdo contrario a ambos documentos sin el debido procedimiento provisto por enmiendas a dicha Constitución y Reglamento. (Véase Artículo XXIII) ARTÍCULO XXII Sello: El sello tendrá el yelmo, la espada y la cruz en el centro y el nombre del Movimiento a la vuelta redonda y lo custodiará el Secretario Ejecutivo. Toda iglesia afiliada al Movimiento Defensores de la Fe Cristiana tendrá que incluir en todas sus comunicaciones, documentos oficiales y rótulos el nombre “Defenders of the Christian Faith Movement” y el sello aprobado por esta Junta. ARTÍCULO XXIII Enmiendas: El reglamento podrá ser enmendado por el voto de dos terceras partes de los miembros en la Asamblea Bienal, siempre y cuando, la enmienda o enmiendas propuestas hayan sido 14

sometidas a la consideración de las iglesias por conducto del Secretario Ejecutivo de la Junta Central, cuando menos con tres meses de anticipación de la Asamblea Bienal. ARTÍCULO XXIV Orden de negocios: El orden regular de negocios en las reuniones del Movimiento consistirá de: 1. Informe del Presidente General del Movimiento 2. Informe del Secretario 3. Informe del Tesorero 4. Informes de las Comisiones 5. Negocios no Concluidos 6. Elección de Oficiales 7. Nuevos Asuntos 8. Despedida En orden de facilitar el trabajo del Movimiento, y para evitar cualesquiera confusión en sus deliberaciones, el Movimiento deberá ser gobernado por las reglas parlamentarias en todos sus procedimientos, manteniéndose a la vez en conformidad con el espíritu de amor y de compañerismo cristiano. Todas las sesiones del Movimiento deberán comenzar con oración. ARTÍCULO XXV Vigencia: Esta Constitución y Reglamento empezarán a regir inmediatamente después de su aprobación por la Asamblea. PREAMBLE We, the members of the Defenders of the Christian Faith Movement, moved by a firm and profound conviction that it is Christ's will that believers in Him be united effectively and in their efforts in the expansion of His Kingdom, and aware that this Defenders of the Christian Faith Movement has grown considerably, have organized ourselves with the following Creed, Constitution and By-laws. We hereby declare that we are united by an inner and personal faith in Jesus Christ as our Divine Savior and Lord and upon this Faith are our churches founded.

CREED (Fundamental Doctrines) 1. The Sacred Scriptures WE BELIEVE in the supernatural inspiration of the Sacred Scriptures as it appears in the sixty-six books of the Bible. Word of God, the only rule of faith and behavior. (2 Tim 3:16; John 5:39) 2. The Unique, True and Eternal God WE BELIEVE in the existence of God, a Unique Being, Supreme, Saint, Eternal, Creator of the Universe. He transcends the whole creation and at the same time is omnipresent in each of its parts (Gen 1:1; Mt 6:8-9) 3. The Divine Trinity WE BELIEVE in the Divine Trinity, revealing itself as Father, Son and Holy Spirit. They are three persons of the same essence, power and eternity. They are related in between and at the same time are distinguished between them. (Mt 3:16-17; 28:19) 4. Jesus Christ the Son of God WE BELIEVE in Jesus Christ, the second person of the Divine Trinity, his virginal birth, life without sin, his miracles, crucifixion, the vicarious sacrifice, the resurrection and the ascension. Took human nature, died and resurrected to save us. (Mt 1:18; John 1:1-14; 3:16; Luke 24) 5. Holy Spirit WE BELIEVE in the Holy Spirit, the third person of the Divine Trinity. He dwells in the believer and guides him to all truth and all justice. (Acts 1:8; 2:4; 13:2) 6. The Creation WE BELIEVE that the existence of all visible and invisible things obey to the creative work of God. (Gen 1:1; 1:31; 2:12; Ps 19:1; 24:1; Heb 11:3) 7. The Man WE BELIEVE that man was created as per the image and resemblance of God and in perfect communion with his creator. WE BELIEVE that he received attributes of sanctity, wisdom, free will, and with natural affections. WE BELIEVE also that man is the crown of creation and the object of God’s special care. (Gen 1:26-28; Ps 8:5-8)

8. The Fall and the Redemption of Man WE BELIEVE that man felt by his transgression, by his own decision and will. WE BELIEVE that the unique means of redemption is accepting the redeeming plan provided by God in the person of Jesus Christ. (Gen 3:15; John 3:14; Rom 10:9-10) 9. Salvation WE BELIEVE that man is saved by means of public acceptance of Jesus Christ as his Savior. WE BELIEVE that this salvation is by grace through the sacrifice of Christ in the cross of Calvary (Eph 2:8); that is justified by the faith in Christ (Ro 5:1); is inheritor of an eternal life (John 3:16; Titus 3:7). WE BELIEVE that salvation obtained when believing in Christ is immediate (Luke 19:9; John 5:24) and that it is indispensable to remain in Him to keep it. (Mt 24:13; Heb 2:1-2) 10. Baptism in Water WE BELIEVE in the ordinance of baptism in water by immersion in the name of the Father, and the Son, and the Holy Spirit. (Mt 28:19). 11. The Lord’s Supper WE BELIEVE in the ordinance of practicing the Supper of the Lord. It consists of the bread and the juice of the vine, which symbolize the body and the blood of our Lord Jesus Christ. It constitutes a remembrance of His suffering, death and a prophecy of his second coming. (Mt 26:26-29; Mark 14:22-25; Luke 22:13-20; 1 Cor 11:23-26). WE BELIEVE that the participants shall be believers baptized in water and be in complete communion with the church. 12. The baptism with the Holy Spirit WE BELIEVE that every believer has the privilege to receive the promise of the Father concerning the baptism with the Holy Spirit. It is a supernatural experience subsequent to the new birth. Every believer shall desire it. It prepare for living a life of sanctity and effective service in the work of the Lord. (Luke 24:49; Acts 1:8; 2:4; 8:14-17). 13. The Sanctification WE BELIEVE that it is necessary to live a life of sanctity without which nobody will see the Lord. (Heb 12:14; 1 Thess 4:3). The sanctification is obtained with the death of Christ. (Heb 2:11; 10:14; 13:12; 1 Cor 1:30) After the conversion the Holy Spirit starts perfecting the work of God in the believer, equipping him for a life of sanctity (John 17:16-19; 1 Thess 5:22-24). Sanctification is a clear separation from the world to a way of life worthy of a Holy God. 14. The Divine Healing WE BELIEVE in the biblical promise relative to Divine Healing and that the church receives authority from the Lord Jesus Christ for healing the sick in the name of Jesus. (Ps 103:3; Is 53:4-5; Mr 16:18; James 5:14). 15. The Second Coming of Christ WE BELIEVE in the second coming of Christ (Acts 1:11) with the following events: WE BELIEVE in the rapture or translation of the Church and that this event will occur before the great tribulation. (1 Thess 4:15-17). WE BELIEVE in the second manifestation of Christ in corporal and visible way and that He will establish His millennial kingdom on earth. (Mt 24:30; Acts 1:11; Rev 1:7; 5:10; 11:15; 20:1-7; Dan 7:14; 1 Cor 15:25) WE BELIEVE in the final judgment with retribution of Eternal Life for the just and eternal punishment for the unjust. (2 Pet 3:7) 18

16. Matrimony WE BELIEVE in the act of matrimony as established by God since the beginning. WE BELIEVE that the only relation for couples that should exist is through matrimony and that matrimony should only be between a male and a female. Humans are born male or female for God created them as such since the beginning. (Gen 1:27; 2:21-25) We totally reject all homosexual relations and we declare it against nature. (Ro 1:26-27) Homosexuality is not a life style, but a sinful condition for those who practice it and it is depravation to society.

CONSTITUTION ARTICLE I This organization shall be known as: “Defenders of the Christian Faith Movement”. ARTICLE II Purpose: To fulfill the Great Commission by taking the message of the gospel of our Lord Jesus Christ to all creatures, in every possible place. Establish and supervise autonomous churches which will be established throughout the United States of America; promote institutions such as summer camps, seminaries and other activities and institutions that arise in the future with the Central Board’s approval. ARTICLE III Constituents: The Defenders of the Christian Faith Movement will be comprised of all the churches that are currently part of it and have imparted their approval to this Constitution. New churches organized according to the conditions stipulated by the organization may join and be part of the Movement once they have been approved by the Assembly, the Central Board will make recommendations to the Assembly for the admission of new churches. Once approved by the Assembly, the Central Board will request the Certificates of Affiliation, which will be issued by the International Board of Directors. ARTICLE IV Administration: A Central Board will direct the destinies of this organization. Said Central Board will be made up of six Ordained Ministers and three Laypeople. It shall be understood that Ordained Minister refers to a person that has been properly recognized by our organization as such. It shall be understood that a Layperson shall be any active member of any of our churches that has been elected to represent his/her church in the Convention. If a vacancy should arise in the Central Board, under the supervision of the International Board of Directors, shall have the powers to appoint a substitute until the next elections. ARTICLE V Funds: Each church shall send to this organization, on a monthly basis, a portion equivalent to 10% of the tithes that it receives from its members for the sustainment and general expenses. Each Layworker and Pastor shall send $60.00 annually as credentials fees. At the same time, this organization acknowledges the responsibility of sending to the International Movement of Defenders of the Christian Faith Churches 10% of the general income, the total tithe of the national President and the affiliation fees collected from the churches established by the International Board of Directors. ARTICLE VI Biennial Assembly: Starting in 2003, a Biennial Assembly shall be celebrated named “Biennial Assembly of the Defenders of the Christian Faith Movement of the USA”. Such activity shall be celebrated in the place that the Assembly chooses and will be celebrated during the month of July. ARTICLE VII Affiliated Churches: Affiliated churches are those that are united to our Movement and fulfill their responsibilities towards the Movement according to this Constitution, By-laws, and the specifications that the Central Board might make related to such. In the case of an application for affiliation to our Movement, the Ministerial Committee shall guide and supervise the internal process 20

of such church and will inform the Central Board if the church is fulfilling its functions in accordance with our Creed, Constitution and By-laws. The Central Board will make its recommendation to the Assembly and once approved and received by the Assembly, the Central Board will request the Certificates of Affiliation, which will be issued by the International Board of Directors. All churches that are established under the Creed and the statutes of the Constitution and Bylaws of this organization, must identify their affiliation to the International Movement of Defenders of the Christian Faith Churches. All affiliated churches must label their temple with a sign that identifies it with the International Movement of Defenders of the Christian Faith Churches. ARTICLE VIII Churches that are affiliated to the Movement are absolutely sovereign in their services, functions, and local plans and the Board of Directors will only intervene when churches so desire or when dealing with a non-incorporated mission according to Article XI. In the naming of pastors, the congregation may present its candidate to the Central Board for his/her assignment and installation with the understanding that the Central Board can present its own candidates for the consideration of the congregation. No person can be presented as a candidate as a pastor if he/she does not possess an active credential of the Movement at the time of his/her candidacy, being understood that the candidate meets all the requirements stipulated in Article XVII of the Bylaws. ARTICLE IX Ministerial Committee: The Ministerial Committee shall be made up of the President, another member of the Board named by it, and the Region Supervisor closest to the place where the candidate for affiliation or ordination is located. Regarding the affiliation of churches, this committee shall be responsible for guiding the church through the process of affiliation and shall give a written report to the Central Board informing them if the church functions in accordance to our Creed, Constitution and Bylaws. When it refers to ordination of a candidate, this committee shall perform an extense investigation (it shall include historical criminal record) of the candidate to ordination and shall submit a written report to the Central Board within three months of the time the application was received. The Central Board shall submit for the consideration of the International Board of Directors all applications for ordination to a full ministry and applications for pastoral credential. ARTICLE X Judicial Entity: This Movement was founded in 1944 and was recognized as a judicial entity at its incorporation on March 23, 1945 in Albany, New York, number 4487 according to the existing laws of such state. No individual shall enter into agreements or legal contracts in the name of the Movement. Only the Executive Committee has that authority. The Executive Committee shall be composed by the President, the Executive Secretary, and the Treasurer, or their proxy. ARTICLE XI Properties: The properties and real estate of an incorporated church affiliated to the Movement are the sole property of the church and will be administered and regulated according to the administrative format of the affiliated church. The properties, equipment, and real estate of a nonincorporated church classified as a Mission, will belong to the mission, but all sales, exchanges, and legal dealings that would involve properties or real estate will be supervised and approved by the Central Board of this Movement. Any transaction involving properties or real estate of an incorporated or non-incorporated church should be notified to the Central Board before such 21

transaction takes place so that the Central Board has an opportunity to study such dealings and best counsel the church concerning the transaction taking place. When a church ceases its functions as a church, the properties acquired under the church’s name will be transferred and shall be owned by the Movement. Every property acquired by this organization shall be registered under the Defenders of the Christian Faith Movement. ARTICLE XII Congresses: This organization recoGenizes the following congresses: Women’s Congress, Youth Congress, Men’s Congress, Defenders of the Faith Children’s Congress. These groups shall develop by-laws to organize themselves which must be in accordance with this Constitution and By-laws to which they will be accountable. These groups shall send to this organization a portion equivalent to 5% of their general income. They will submit an annual written report to the Central Board and the Biennial Assembly which shall include activities, progress, and financial status. ARTICLE XIII Moral aspect pertaining to marriage: This organization recoGenizes marriage as the union between one man and one woman in accordance to the teachings of the Holy Scriptures. (See Genesis 2:24; 1 Corinthians 7:22-23). This organization will not submit to any state or federal law that approves marriage between two people of the same sex. This organization rejects the legality of a marriage ceremony or any civil or ecclesiastic document between same sex couples. (See Deuteronomy 23:17; Romans 1:18-27; Luke 17:28-29). ARTICLE XIV Amendments: This Constitution might be amended by the vote of two-thirds of members in the Biennial Assembly, as long as the amendment or amendments have been circulated by the Executive Secretary of the Board of Directors throughout the churches at least three months before the Biennial Assembly.

BYLAWS ARTICLE I 22

Ecclesiastic year: The ecclesiastic year shall be from July 1st through June 30th of the following year. ARTICLE II Title: This organization will be known as Defenders of the Christian Faith Movement. ARTICLE III Purpose: Fulfill the Great Commission taking the powerful message of the gospel of our Lord Jesus Christ to every creature. ARTICLE IV Members: It shall be considered members of this organization all churches currently in the Movement and that have imparted their approval upon these Bylaws and the new churches organized according to the conditions stipulated in the Constitution. Any congregation with legal identity that wishes to affiliate must go through the following affiliation process: a. submit a written expression of their desire of affiliation which shall include the siGenatures of members and copy of its Constitution and Bylaws; b. hold a membership meeting under the supervision of the Ministerial Committee, and be approved by the Assembly (Constitution, Article VII) and receive a Certificate of Afilliation from the International Board of Directors. It shall be understood that all affiliated congregations may lose their status in the movement if they do not comply with their responsibilities as described in the Constitution (Articles V, VII) Disaffiliation - The process of disaffiliation shall be as follows: 1. The pastor and the local board shall contact the Regional Supervisor, who in turn, shall contact the Central Board. 2. The Central Board shall appoint two board representatives who shall meet with the congregation to verify the petition and to seek reconciliation. 3. If the congregation insists in their petition, said representatives shall become witnesses to written petition siGened by two-thirds of the members of the congregation. 4. In case said congregation wishes to renew their status within the Movement, the church shall go through and complete the aforementioned process of affiliation. ARTICLE V Administration: A Central Board will lead the destines of this organization and shall be formed by: a President, who shall work on a full time basis receiving a salary, plus other benefits established by the Assembly; a Vice-president; an Executive Secretary; an Secretary of Acts; a Treasurer; and four Trustees. The positions of President and Vice-president must be occupied only by Ordained Ministers. ARTICLE VI Quorum: Five or more members of the Central Board shall constitute quorum.

ARTICLE VII Requirements and Duties of Officials of the Central Board: Section 1.0 President‘s Requirements 23

Section 1.1 Must be an Ordained Minister Section 1.2 Must have been a pastor of a Defenders of the Christian Faith church for no less than ten (10) consecutive years at the time of nomination. Section 1.3 Must be at least 35 years old at the time of the election. Section 1.4 Preferably bilingual in Spanish and English. Section 1.5 Be involved in this capacity on a full time basIs Section 1.6 Preferably a graduate of a college, university or evangelical seminary (accredited by the American Theological Schools) or had been part of the Central Board. Section 1.7 Receive a good standing status from the Central Board’s Treasurer as having fulfilled the financial requirements for the last two (2) years. Section 2.0 Vice-president’s Requirements Section 2.1 The vice-presidency position will require the same qualifications as the presidency, except for section 1.5. Section 3.0 The Executive Secretary’s Requirements Section 3.1 Must have been a pastor of a Defenders of the Christian Faith church for at least five (5) consecutive years or have credentials with the Movement for at least ten (10) consecutive years at the time of nomination. Section 3.2 Be at least 30 years old at the time of the elections. Section 3.3 Preferably bilingual in Spanish and English. Section 3.4 Receive a good standing status from the Central Board’s Treasurer as having fulfilled the financial requirements for the last two (2) years. Section 4.0 Treasurer’s Requirements Section 4.1 Must have been a pastor of a Defenders of the Christian Faith church for at least five (5) consecutive years or have credentials with the Movement for at least ten (10) consecutive years at the time of nomination. Section 4.2 Preferably a graduate of a college, university or evangelical seminary or possess an Associate Degree (two years of college or seminary) which includes accounting and/or administration. Section 4.3 Have accounting and computer skills; be familiar with the federal regulations for nonfor-profit organizations under 501(c)3. Section 4.4 Preferably bilingual in Spanish and English. Section 4.5 Receive a good standing status from the Central Board’s Treasurer as having fulfilled the financial requirements for the last two (2) years. Section 5.0 The Secretary of Acts’ Requirements Section 5.1 Hold an active credential with the Movement Section 5.2 Have basic computer skills Section 5.3 Preferably bilingual in Spanish and English. Section 5.4 Have his/her pastor’s recommendation Section 5.5 Receive a good standing status from the Central Board’s Treasurer as having fulfilled the financial requirements for the last two (2) years. Section 6.0 Trustees’ Requirements Section 6.1 Hold an active credential with the Movement Section 6.2 Preferably bilingual in Spanish and English. Section 6.3 Have his/her pastor’s recommendation 24

Section 6.4 Receive a good standing status from the Central Board’s Treasurer as having fulfilled the financial requirements for the last two (2) years. Section 7.0 Duties of the Central Board. Section 7.1 Tend to the work of the churches in general in harmony with the plans set forth by the Movement. Section 7.2 Prepare reports for the Biennial Assembly, evaluate the work done during the year, and prepare a budget for the following year within the first 90 days of the year. Section 7.3 Must meet every three months in regular sessions and hold extraordinary meetings as many times as deemed necessary. These will be called upon request of five or more members of the Central Board. Section 7.4 Will evaluate and supervise all pastoral vacancy and will assiGen and install new pastors in the churches submitting for approval from the International Board of Directors, all requests for pastoral credentials. Section 7.5 The Central Board, with the recommendation of local pastors, will name and approve Layworkers and Ordained Ministers to receive credentials with the Movement. Section 7.6 The Central Board will name its own advisors. Section 7.7 The Central Board will provide a written report of all its actions to the Convention. Section 7.8 The Central Board will have the power to appoint as many committees as it sees fit to evaluate and promote the interests of the churches. It shall also name a temporary Nominations Committee in its last regular meeting before the convention. The committee’s responsibilities will cease after giving its recommendations to the Assembly. Section 7.9 Develop and implement an annual plan of action to fulfill its purposes. Section 7.10 Shall refer for approval of the International Board of Directors every candidate of ordination to the full ministry. Said ordinations shall be performed by the President of the International Board of Directors or his/her proxy. Section 7.11 Will develop the program for the Biennial Assembly. Section 7.12 Will recommend new churches to be affiliated to the Assembly. Section 7.13 Will solicit from the International Board of Directors to issue the Afilliation Certificates for the churches once they are approved and received by the Assembly. ARTICLE VIII Duties of the President of the Board of Directors: Preside over all meetings. Represent the organization in every function in which it needs to be present. Execute all the agreements of the Central Board and the Biennial Assembly. Make all temporary appointments to cover vacancies in the Central Board under the supervision of the International Board of Directors. SiGen all minutes. Call to order all meetings. SiGen credentials. Authorize all expenditures from the national Treasurer. Send 10% of his salary directly to the International Movement of Defenders of the Christian Faith Churches. ARTICLE IX Duties of the Vice-president: Substitute the President when necessary. Will carry out any appointment given by the President or the Board of Directors.

Duties of the Executive Secretary: Keep a record of all official agreements made by the Central Board. Keep a copy of all official correspondence. File all correspondence and make it available to the Central Board as often as needed. SiGen credentials. ARTICLE XI Duties of the Treasurer: Fulfill the duties of the position by guarding the funds sent by the churches. Will act as an authorized auditor to certify the financial status of the Central Board and make all disbursements previously authorized by the President and with both of their sigmature or according to any resolution adopted regarding disbursements authorization. Provide a trimester report of all transactions to the Central Board. Provide a written report to the Assembly. ARTICLE XII Duties of the Secretary of Acts: Prepare minutes of all topics discussed in the meetings and the Assembly and agreements made. Will carry out any appointment given by the President or the Board of Directors. ARTICLE XIII Duties of the Trustees: Carry out any appointment given by the President or the Board of Directors, such as substituting in the absence of any official. ARTICLE XIV Powers of the Central Board: The Central Board shall have the power, in the name of the Movement, to cancel any mortgage, sentence, promissory note, or any other outstanding debt in a manner allowed by the law; and to buy and/or sell properties belonging to the Movement, as long as it is approved by the Biennial Assembly. The Central Board shall have the power to constitute different regional supervisors with the ultimate goal of promoting the interest of the Movement and the churches. Each Region shall elect a Supervisor among their Pastors and Layworkers in the Region, for a two-year term. Prior to election, candidates must be certified by the Central Board. ARTICLE XV Region Supervisors: All Regions shall have a Supervisor elected by all those with active credentials from our Organization. Election Process: The election process for Region Supervisor shall be as follows: 1. The Central Board will mail communication to all Pastors, Ministers and Layworkers of the Region in which the need to replace the Supervisor exisTs In said communication, nominations for candidates for the Supervisor position will be requested and will include the following: a. Deadline for nominations submission. b. The method to be used in order for written nominations will be sent to the Central Board. c. The deadline for the official certification for reach candidate to be completed by the Central Board. d. The date and place where the elections will take place. 2. Only Pastor, Ministers and Layworkers will be allowed to present nominations. 3. Each candidate shall obtain a certification to be completed by the National Treasurer, if the candidate is a pastor, or from his/her pastor if he/she is a Layworker or Ordained Minister not functioning as a pastor. 26

Floor nominations will not be accepted. At least one Central Board member shall be present to observe the election process. The election shall be by secret ballot. The Central Board will provide a voting ballot. The final result will be announced once the official result is obtained. All used ballots shall be delivered to the Central Board to be kept as official record which are held by the Executive Secretary of the Movement’s Central Board.

Duties of the Region Supervisors: Ensure the communication and the relationship between the churches of his/her area and the Central Board. Promote the growth of the Movement through new missions. Supervise the continuous involvement of the Layworkers of the area through the required reports to the Central Board. Provide a written trimester report to the Central Board. The Region Supervisor’s main focus shall be to coordinate events and activities that promote the unity among Pastors and Layworkers. The Region Supervisor shall not intervene in conflicts or any type of counseling without the consent or authorization of the Central Board.

ARTICLE XVI Ministerial Committee: The Ministerial Committee shall be formed by the President, a member of the Central Board, and the corresponding Region Supervisor. The functions of this committee will be: make all necessary investigations of the candidates applying for ordination, provide the Central Board with a written report of their findings as well as a recommendation, and investigate any complaint made against any Layworker according to the process established in Article XVII.

ARTICLE XVII Code of Ethics and Ministerial Conduct: The Defenders of the Christian Faith Movement summarizes the ministries defined in the Word of God in: Pastor, Evangelist and Missionary. This Movement recognizes the ministry of women in these classifications. To receive ordination in any of these three ministries, ministerial classifications will be established in the following classifications: layworker, licensed preacher, and ordained minister. Requirements to obtain credentials: Layworker: Have been an active member of the same church of this organization for at minimum period of two (2) years. Actively involved in the evangelistic ministry of the local church, subject to the evaluation of the Board of Directors of the Movement. Be a graduate or current student of a seminary or Bible institute known for its sound doctrine. Have the recommendation of your pastor. Submit a written application to the Board of Directors of the Defenders of the Christian Faith Movement. Said application should include the original criminal background history of the candidate. Licensed Preacher: Have served successfully the ministry of a pastor or evangelist in the classification of Layworker for at least two (2) years. Be a graduate or current student of a seminary or Bible institute known for its sound doctrine. Submit a written request for promotion to the Board of Directors. Said application should include the current criminal background history of the candidate. NOTE: In the classifications of Layworker or Licensed Preacher, the Board will have the authority to validate experience and the work of the candidate in this or other Christian movements, and upon the merits of the candidate, grant the credential that the Board considers appropriate for said candidate. 27

Ordained Minister: Have served successfully the ministry as a Pastor or Evangelist in the degree of a Licensed Preacher for at least two (2) years and be active in said degree. Nonetheless, the Board may overlook this requirement if the candidate has been an active member of the Movement for no less ten (10) years and has performed functions associated with the ministry. Submit a written application for ordination before the Board of Directors. The application must include a current background criminal history of the candidate. It should have a written recommendation from the supervisor of the region. If the candidate is a pastor, the local church will submit the application with a list and signatures of more than half of the members of the church taken at an Assembly, or certified by the local board of directors. If the candidate is an evangelist, the application must be accompanied by the written recommendation of at least five (5) pastors in the degree of Ordained Ministers of the Movement. One of the recommendations must come from the candidate’s local pastor. If the candidate is the copastor of one of the churches in the Movement, he/she must have the written recommendation of the senior pastor and follow the same procedures as a pastor of a church. In addition, it is required that the local church have a minimum of one hundred (100) active members. The following are the functions of each classification: Layworker: Will fulfill all the proper functions of the Christian ministry described in 1 Timothy 4:6-16, with the exception of dedication of children, baptisms, presenting the Supper of the Lord and celebrating marriage ceremonies according to existing laws. Licensed Preacher: Will fulfill all the functions of the Christian ministry described in 1 Timothy 4:6-16, with the exception of celebrating the marriage ceremony, being understood that if such person is not the senior pastor, he/she must be subject to the authorization of the senior pastor. Ordained Minister: Will fulfill all of the following functions: dedicate children, baptize, present the Supper of the Lord, celebrate the marriage ceremony according with the existing laws, and any other function relative to Christian ministry. Every aspiring candidate to ordination will undergo the following procedure for acceptance by the Board of Directors: 1. The Board of Directors will submit the application to the Ministerial Committee for its evaluation. 2. The Ministerial Committee will complete an in-depth investigation once the application is received. If there are any negative rumors, these must be submitted to the Committee in writing. 3. The Ministerial Committee will send a written report to the Board with the pertinent recommendations, after completing its investigation. 4. The Board of Directors will refer for approval to the International Board of Directors said application. 5. The International Board of Directors will perform an ordination ceremony and will issue an Ordination Certificate and credentials once the application has been approved. To become part of the Ministerial body of the Defenders of the Christian Faith Movement, a minister of an independent church or of another organization must fulfill the following: 1. Have resigned from the organization of origin before applying to be admitted. 2. Join and become a part of a church of the Movement for a reasonable time, of no less than a year. 28

Meet the requirements for Ordained Minister as stipulated in this article. The Board reserves the right to classify the candidate in one of the established ministerial classification. Receive the recommendation from the Ministerial Committee which will complete a thorough investigation, which will last a minimum of three (3) months and no more than a year. In the event that the candidate is in charge of one or more churches that desire to join the Movement, requirements presented in Article IV of the by-laws must be fulfilled.

The Ministerial body must maintain a high standard of conduct and discipline in the aspects of moral and spiritual life. The Board of Directors is the only body authorized to deal with issues pertaining to the conduct of a minister. Any member of the Ministerial body that strays from the norms will be processed in an impartial manner relative to the following: 1. Moral conduct 2. Doctrinal separation from the fundamental truths of faith established in our Creed. 3. Submission to our Constitution and By-laws. The procedure to follow in the event of any complaint presented against any Layworker will be: 1. Any complaint against any person possessing a ministerial classification will be submitted in writing by the complainant. If the complaint comes from a church in which the worker ministers, the complaint will be presented by the local board of directors to the Regional Supervisor and/or Board of Directors. If the church doesn’t have a local board of directors, the complaint will be referred directly to the Regional Supervisor and/or Board of Directors. 2. Every complaint shall be discussed before the Board of Directors which will study the situation and, if deemed necessary, will interview the complainant and refer the complaint to the Ministerial Committee for recommendations. 3. The Board of Directors may expand the investigation and call as many hearings as is deemed necessary. Independently from the process described above, the Board of Directors has the power to present and discuss complaints against any Layworker, if it is necessary. When a minister is found guilty of violating the norms of administration of the church or the norms of moral conduct, the Board of Directors, at its discretion, will impose the sanctions: 1. When the violation pertains to separation from the doctrinal truths of faith established in the Creed, and/or the Constitution and By-laws, the Board of Directors shall sternly reprimand and request that the accused submit to the fulfillment of the rules of our Constitution and By-laws. 2. If there is a reoccurrence of the violation previously mentioned, the Board shall emit a decision pertaining to it. 3. When the violation relates to moral conduct, the Board of Directors will reprimand and will work with all parties involved and will establish a definite time for restoration. Regardless of the previous process, the Board of Directors will have the authority to impose a reprimand, a temporary suspension or a permanent separation from ministerial duties to any person that carries credentials of the Movement and does not adhere to the disciplinary norms previously stated. General Dispositions: All person that posses a credential from the Movement must be a member of one of our churches and be subject to their pastor. 29

All person that posses a credential from the Movement may work for another religious organization only through previous written authorization from the Board of Directors. No person may exercise the functions of a pastor in one of the churches of our Movement unless he/she carries credentials granted by the Board of Directors. Every person holding credentials of the Movement is responsible for attending the Biennial Assembly. Three consecutive absences to the Biannual Assembly, without reasonable cause, will provide grounds for the revoking of the credentials of the Layworker Every person holding credentials will provide a written report to the Board of Directors in the format recommended. No fulfilling this requirement will provide grounds for the revoking of their credentials. Note pertaining to divorce and remarriage: Every candidate for credentials will be subject to scrutiny from the ministerial committee which will investigate the reasons or causes for the divorce of the candidate and will submit to the Board of Directors suggestions for the approval or decline of such candidate. ARTICLE XVIII Biennial Assembly or Convention: The Biennial Assembly will be made up of all active workers of the Movement and the delegates sent by the churches. There will be one delegate for the first ten (10) active members of the church and one for every six (6) additional active members. Note: If there are 16 members, two delegates will represent the church, but if there are only 15 members, only one delegate will represent the church. ARTICLE XIX Appointments: The Assembly will have the responsibility to elect all members of the Board of Directors during the Biennial Convention. All appointments to the Board of Directors will be for four (4) years. Said procedure will be supervised by the International Board of Directors. ARTICLE XX Quorum: More than half of the members will establish quorum in the Assembly. ARTICLE XXI Joint Jurisdiction: The Constitution and By-laws will govern this organization jointly, and no other agreement will be set in place contrary to these two documents without proper process provided by amendments to such Constitution and By-laws. (See Article XXIII) ARTICLE XXII Seal: The seal shall have the crest, sword, and cross in the center and the name of the Movement around it and shall be under the custody of the Executive Secretary. Every church affiliated to the Defenders of the Christian Faith Movement must include in all of its communications, official documents, and signage the name Defenders of the Christian Faith Movement and the seal approved by this Board. ARTICLE XXIII Amendments: The by-laws may be amended by a two-thirds vote of the members at the Biennial Assembly, provided that the amendment or amendments have been circulated by the Executive Secretary of the Board of Directors throughout the churches at least three months before the Biennial Assembly. All approved Amendments shall be adopted immediately after their approval. 30

ARTICLE XXIV Order of business: The order of business in the Movement’s meetings will be as follows: 1. President’s report 2. Secretary’s report 3. Treasurer’s report 4. Commissions’ reports 5. Unfinished business 6. Officials’ elections 7. New business 8. Dismissal In order to facilitate the work of the Movement, and to avoid misunderstandings during deliberations, parliamentary laws will be followed in all its procedures, maintaining as well the spirit of love and Christian fellowship. All business sessions of the Movement shall begin with prayer. ARTICLE XXV Applicability: This Constitution and By-laws will take effect immediately upon approval by the Assembly. Revised: July 2014
