RESIDENCY REQUIREMENTS FOR SCHOOL ENROLLMENT

Students permitted to attend the schools of the Hueneme Elementary School District shall reside within the area served by the school district and be able to furnish an address within the district's boundaries. In the case of a minor, residence for school attendance purposes is defined as the residence of the parent or legal guardian with whom the child most resides (Ed. Code 48204 and 2.1.1 of Welfare and Institutions Code). Acceptable verification documents are (1) escrow papers; (2) Naval housing agreement; (3) utility bill for address in question addressed to person executing residency statement; (4) tax receipts; (5) apartment rental agreement with signed manager verification and apartment name and address stamp - (this method will be validated by a home visit by school staf); (6) current county or federal verification of address (welfare, AFDC, etc.); (7) if a family is living in a residence with another family for reasons excluding economic hardship and does not have any of the above verifications, they may complete a Statement of Residency and then the person who has primary responsibility for the residence (owner or lessee) must complete a Statement of Residency and provide one of the acceptable verifications in person. This second Statement of Residency with its verification then becomes the enrolling student’s verification of residence; or (8) if due to economic hardship, a family is living in temporary quarters, the children will be immediately enrolled and begin participating in all activities. The office staff will notify Mr. Sergio Robles, Homeless Coordinator for the District. The only exceptions to the residency requirement are temporary or short-term non-resident students (1) whose parents/guardians have a home which is under construction or in escrow and which they will occupy; (2) who are in good standing and make an out-of-district move no earlier than the seventh month of their eighth grade year. If a pupil is living with someone other than his parent or legal guardian, the Statement of Residency and proof of guardianship must be verified in the presence of the school principal or his designee under provisions of Section 16000 of the Welfare and Institutions Code. All cases involving students under 18 years of age who are not living with a person related to them must automatically be referred to the Division of Licensing (Foster Homes), Ventura County Department of Services. Failure to obtain a foster home license in these circumstances may constitute a misdemeanor. Residency information will be verified. Should it be determined that residency requirements are not being satisfied, the pupil's enrollment shall be terminated on the 11th day after notification to the parent/legal guardian.

REQUISITOS DE RESIDENCIA PARA MATRICULAR EN LA ESCUELA Los estudiantes con permiso de asistir a las escuelas del Distrito Escolar Elemental de Hueneme deben residir dentro de las áreas cubiertas por el distrito y deben proporcionar una dirección permanente dentro de los limites del distrito. En el caso de menores de edad, por cuestiones de asistencia, residencia es definido como la residencia del padre (madre) ó del tutor legal con quien el estudiante vive mayormente (C.E. 48204 y Sección 2.1.1 del Código de Asistencia Social y de Instituciones). Documentos aceptables son (1) papeles de compra/venta; (2) Acuerdo de Vivienda de la Base Naval; (3) recibo de utilidades para el domicilio mencionado dirigido a la persona que ejecuta la declaración de residencia; (4) recibos de impuestos; (5) acuerdo de renta con la firma del manejador como verificación de nombre y domicilio del apartamento - (éste método será revisado por medio de una visita al hogar por el personal escolar); (6) verificación reciente de ayuda federal o del condado (welfare, AFDC, etc.); (7) Si una familia está viviendo en una residencia con otra familia por razones que excluyen dificultades económicas y no tiene ninguna de las verificaciones previamente mencionadas, la familia puede completar la forma “Declaración de Residencia” y después la persona que tiene la responsabilidad primaria de la residencia (propietario ó arrendatario) debe completar la forma “Declaración de Residencia” y proporcionar en persona una de las verificaciones aceptables. Por consiguiente, esta segunda “Declaración de Residencia” junto con su verificación se convierte en la verificación de residencia del estudiante que se está inscribiendo; o (8) si debido a dificultades económicas, una familia está viviendo en cuartos, los niños serán registrados inmediatamente y participarán en todas las actividades. El personal de la oficina notificará al Sr. Sergio Robles, Coordinador de Familias sin Vivienda Fija del Distrito. Las únicas excepciones al requisito de residencia son solamente los estudiantes temporales ó estudiantes que no son residentes de corto término (1) los estudiantes quienes los padres/tutores tienen una casa que está bajo construcción ó en depósito en la cuál ellos van a vivir; (2) los estudiantes quienes están en buenos términos y quienes se cambiarán después del séptimo mes del año del Grado 8. Si un alumno(a) está viviendo con alguien mas que no sea su padre (madre) ó tutor legal, la Declaración de Residencia y prueba de tutela legal debe ser verificada en la presencia del director de la escuela ó la persona designada bajo las cláusulas de la Sección 16000 del Código de Asistencia Social y de Instituciones. Todos los casos que se involucren a los estudiantes menores de 18 años de edad quienes no vivan con una persona que no esté relacionada con ellos deben ser automáticamente referidos a la División de Licencias (Casas de Crianzas), Departamento de Servicios del Condado de Ventura. El no obtener la licencia de la casa de crianza en éstas circunstancias puede constituir a un delito menor. Se verificará la información de residencia. Si es determinado que los requisitos de residencia no son satisfactorios, la matriculación del alumno(a) debe darse por terminada once días después de haberle avisado a los padres/tutor legal.
